Regional Finance Manager

Your main duties and responsibilities will be:

  • To ensure efficient management and supervision of the staff members of the Finance Department of the RO
  • To monitor compliance of the financial rules and regulations within the RO
  • Provide quality assurance of budgeting activities in the country operations, paying attention to compliance and adherence to the regional program and financial strategies.
  • To produce donor, internal and statutory reporting as required for the regional office entity
  • To accommodate and support donor financial audits of projects at the EAGL Regional Office
  • To accommodate and support internal financial audits of projects in the EAGL Region
  • To check and monitor the full compliance of the financial documents of the EAGL RO expenses
  • To identify and document potential financial risks in the EAGL Region
  • To ensure a functioning of ERP System at expert user level
  • To contribute to the development and elaboration of new learning materials for the Finance staff members in the EAGL region

About you

  • To be successful in this role, we expect you to have at least 5 years’ experience as Finance Manager in an INGO setting. Moreover, we also expect the following:

Required

  • Bachelor’s degree in accounting and finance, master’s degree or above will be considered as an asset
  • Expert level experience working is ERP 365 System is Mandatory.
  • Advance skills in managing large and complex data analysis and Power BI;
  • Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels;
  • Proven track of technical training skills and mentorship.
  • Proficiency (written and spoken) in English;
  • Experience of working in countries under East Africa and Great Lakes Region is Mandatory.
  • Excellent Computer Skills (MS Office, Internet) and an advanced proficiency in Excel are required.

Project Coordinator (Area Lead) Deris Wanaag – 2 positions

Duties & Responsibilities:

  • Programme Management, Development, Monitoring and Evaluation
  • Leads on Deris Wanaag implementation at area level
  • Leads on supporting and overseeing grantee implementation in the field
  • Leads on operational aspects of high-level delivery, including management of project office, organisation and coordination of project team travel and accommodation logistics
  • Ensures compliance with corporate policies rules and regulations
  • Ensures optimum operational support to the project team in line with project guidelines
  • Responsible for maintaining project Asset Register, if required by DRC’s client
  • Supports the Implementation Lead in the day-to-day design, delivery, and progress of the project activities against agreed targets
  • Takes an active role in periodic project review and planning meetings, and external meetings as often as required
  • Supports regular project reporting on field-level implementation, context and challenges.
  • Supports project work planning, including the development of field-level activity-based budgets (ABBs) and procurement plans. 
  • Supports the project team in identifying risks and challenges and identifying mitigation and management approaches. 

Grants Management

  • Supports the design and proposal for all grantees for Garissa and Lower Juba.
  • Reviews and oversees progress against grant agreements, including monitoring of implementation to ensure timely results.
  • Works closely with M&E staff to document project results and lessons learned, and ensure they are fed into the design of future grants. 
  • Ensures grantee activities comply with project policies on conflict sensitivity, Do No Harm and gender equality and social inclusion (GESI)
  • Supports the Fund Manager and Implementation Lead with any other grant’s management-related tasks, as required.
  • Supports Research and Evidence team with support on context analysis and facilitation of research-related activities. 

Stakeholder Engagement

  • Promotes collaboration and synergy between the project, grantees, local authorities and local communities to promote local acceptance of activities
  • Supports the Implementation Lead and Policy and Government Engagement Lead to liaise with stakeholders and the relevant Government of Somalia/Government of Ethiopia, from the location to divisional levels, as needed.
  • Participate in external stakeholder meetings and maintain external relations involving government officials and other key stakeholders.
  • Support delivery of cross-border activities and stakeholder engagement.

Experience and technical competencies: 

  • Must be well experienced with grant management skills and Grant development  
  • Minimum of at least five years’ experience working in security sector/development and/or humanitarian programming, especially in the thematic areas of peacebuilding, community engagement and livelihoods.
  • Proven analytical skills and ability to think strategically.
  • Conceptual understanding of the participatory approach and sustainable development
  • Proven people management and communication skills leading a multidisciplinary team
  • Demonstrable experience in supervising managing coaching and training others, especially local, community-based organisations
  • Must have a ‘hands-on’, practical and solutions-oriented mentality, be self-driven and be very motivated.
  • Must be well organised, able to take initiative and work independently.
  • Strong written and verbal communication skills and good command of English.
  • Experience in working in complex and hardship areas/contexts.

Education

Team Leader – Protection

Duties & Responsibilities:
Program Management, Development, Monitoring and Evaluation

  • In collaboration with the Senior Officers, identify priorities and provide technical assistance for protection programmes related to project design and development, planning, implementation, and overall project management of protection related projects. 
  • Develop technically sound work plans consistent with program goals and objectives in coordination with protection staff & M&E team.
  • Develop, design & implement protection related information education materials in collaboration with the protection coordinator and advocacy and communications coordinator.
  • Support delivery of organization’s policies and programmes within the protection sector and mainstreaming of protection across all sectors.
  • Develop project concept notes, proposals, and monitoring and evaluation plans and strategies and ensure timely and high quality implementation of the work plan in coordination with field teams.
  • Submit timely technical monthly, quarterly & annual reports as per the expected outputs and outcomes to the protection coordinator and Program Manager.
  • With support from field staff & M&E team, ensure monitoring & evaluation of Protection activities.
  • Take lead & coordinate Protection related events including donor field visits and ensure proper visibility.
  • Ensure mainstreaming of CHS commitments in DRC Projects and provide technical guidance to the protection team.
  • Ensure timely & quality Procurement of sector items & services in liaison with Logistics department.
  • Supervise a team of GBV and protection monitoring teams to achieve project deliverables both effectively and efficiently.
  • Ensure the effective Monitoring, Evaluation and Learning processes for the protection program.
  • Serve as the liaison with stakeholders and relevant Government of Kenya departments – from the local administration to subcounty levels for Protection related matters. 
  • Review and proofread protection monitoring reports, participate in the development of DRC flash reports and ensure timely submission to the PIM specialist and protection coordinator.

Training & Capacity development

  • Provide ongoing oversight on the design of training materials for staff & Partners to ensure Protection programming meets best practice standards and prioritizes the safety and security of beneficiaries and staff.
  • Provide ongoing technical support and mentorship for the Project Officers to develop professional and technical competency.
  • Provide technical feedback on monthly narrative reports received from Protection unit, ensuring that established program targets and objectives are being met.
  • Support continuous on the job learning and capacity building for all Protection staff

Coordination & Partnership

  • Ensure DRC participates in/facilitates and actively participates in the GBV and VolRep Working group Monthly Coordination Meetings at the camp level.
  • Support the integration of DRC protection activities with other DRC sectors.
  • Promote a positive profile of the program and good understanding among other sectors, partners and communities about the program.
  • Develop and maintain strong working relationships with all stakeholders – Community support groups, community leaders, RAS, UNHCR, NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
  • Strengthen the operationalization of the Safe Haven & GBV Standard Operating Procedures (SOPs) by engaging relevant stakeholders in review and update processes.
  • Strengthen DRC’s partnership with RCK, WFP, UNHCR, etc. through collaboration & close monitoring of their project progress.
  • Represent DRC at the Dadaab level GBV coordination meetings and in other key stakeholder’s forums related to Protection programming and ensure timely dissemination of protection snapshots/ protection reports recommendations to other stakeholders.

Budget Management

  • Manage the Protection project budgets in order to maintain program expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements.
  • Support Protection team members to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on activities and budgets.
  • Work closely with the Area manager and the finance team in budget revision processes as per prioritized needs for each grant

Staff Management;

  • Ensure timely recruitment of highly competent Protection staff.
  • Hold regular meetings with staff to plan & address any concerns and share feedback
  • Monitor and provide objective feedback related to staff performance, including Objective setting, Probation & Performance evaluations to promote growth and professional development for all protection staff.
  • Provide leadership and support to ensure staff well-being, i.e. monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma.
  • Ensure staff timesheets are done & submitted to HR on time on a monthly basis.

Experience and technical competencies: 

  • Bachelor’s Degree in relevant field (Protection, Psychology, Community Health, Laws, Community Development or Social Sciences) with at least 5-years’ experience working in protection, human rights, gender issues with refugees, asylum seekers, migrants and/or other vulnerable populations.
  • Previous experience working in sexual and gender-based violence, protection monitoring and related programs.
  • Excellent analytical and writing skills.
  • Cultural sensitivity and respect for diversity.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local partners and other stakeholders.
  • Excellent communication, drafting, analytical and organizational skills.
  • Experience and willingness to work in the field.
  • Proficient in the use of computer/email/internet.
  • Demonstrated ability to establish effective working relations with various stakeholders.
  • Highly autonomous, able to multi-task and prioritize work-load when necessary.
  • Knowledge and understanding of Somali society/language 
  • Experience in a refugee setting and knowledge of refugee issues;

Education

  • Bachelor’s degree in Protection related studies Psychology/Sociology, Community Development, Laws, Social sciences. Master’s degree in the same fields is an added advantage;
  • Excellent knowledge of computer applications including MS Word, Excel, Power point;
