Overview of the projects
SNV Kenya is implementing the Engaging Kenyan Youth in Agriculture and Nutrition (EKYAN) project, funded by UNICEF under the Generation Unlimited umbrella. The project will run from the 1st of September 2024 till 31st of August 2025 and will operate in Kisumu, Busia, Kirinyaga and Samburu.
EKYAN provides young people with the skills, mentorship and resources to build sustainable agribusinesses. The goal of the project is to improve the perception and engagement of young people in agriculture and positively contribute to economic livelihoods, food systems and nutritional status. The project reports to UNICEF outcome 3: Female youth provided with market-driven upskilling to drive business creation and growth within local economies and increase exposure to select agri-business models.
Project Impact
The EKYAN project aims for 3,200 young people to benefit from skilling, employment and entrepreneurship opportunities in agribusiness, while rural livelihoods are improved and made more climate resilient. It is designed around three main areas: 1) Skilling and capacity building, 2) Access to inclusive finance to start and scale agri-businesses and 3) Access to inclusive and equitable markets for agricultural products.
Monitoring, Evaluation and learning needs for EKYAN
Together with the Country MEAL Manager the officer will set up the ME&L system, track progress and share learnings with partners, donors and other stakeholders. The process requires close interaction with the youth to ensure a youth participatory approach to data collection and learning and close accompaniment of partners in the consortium to ensure adherence to MEL timelines and standards.
About the ICSIAPL project
SNV Kenya and Kenya Agriculture and Livestock Research Organisation (KALRO) in collaboration with County Governments – are implementing the Integrated & Climate Smart Innovations for Agro-Pastoralists Economies and Landscapes Kenya’s ASAL project (ICSIAPL). The project is implemented under the EU’s Development Smart Innovation through Research in Agriculture (DeSIRA) action. The project’s lifetime is from 1st January 2021 – 30th June 2025. The project works in the Counties of Narok, Kajiado, and Taita Taveta and is funded by the European Union and the Ministry of Foreign Affairs of the Kingdom of Netherlands through the Embassy of the Kingdom of the Netherlands in Nairobi.
The project applies research toward building more resilient and market-based solutions for improved forage production and livestock husbandry through climate-smart innovations and integrated landscape management. The overall objective of the project is to enhance the livelihoods of agro-pastoralist communities through improved forage production and livestock husbandry, building on the commercialization of climate-smart innovations and integrated landscape management in the three counties.
The project has defined three interrelated strategic outcomes, which are aligned to the three 3 main pillars of the EU’s DeSIRA initiative:
The research applied and commercialised: increased resilience of agro-pastoralists and SMEs against climate shocks by the adoption of technology and upscaling of appropriate grazing and feeding innovations.
Capacities strengthened, and coordination realised: capacity of county governments and other stakeholders improved in planning, implementation, and coordination of integrated landscape and grazing management and drought-resilient livestock feeding strategies.
Policies applied, and strategies developed: county governments are better able to domesticate national policies and develop local strategies/frameworks for drought-resilient livestock sector development.
Project Impact
The ICSIAPL project aims to build resilience among 10,000 agropastoralist of whom 50% will be women and youth. Through dissemination of innovations, increased incomes from investment in forage production. The expected income increase is 20% while the drivers of the investments are 150 SMEs investing in forage and livestock production. In addition, the project aims to rehabilitate degraded rangeland landscapes working closely with WRUAs to protect water sources.
Monitoring, Evaluation and learning needs for ICSIAPL
ICSIAPL is in its third year of implementation and has been granted a six-month extension till 30 June 2024. Substantial data has been collected and learnings documented. These data relate to agropastoralists reached, SMEs participating, productivity and capacity development at counties. The final year will require the project to measure income, jobs created and level of resilience building against climate shocks. The endline evaluation will be an important M&E activity in the final phase of the project.
Job Description
The ME&L Officer will be responsible for ensuring quality implementation of both project’s ME&L framework, development of data collection tools, data management and analysis, generation of evidence for learning questions and documentation of success stories.
Additionally, the ME&L officer will be responsible for:
Data management
Keep oversight of the SNVs digital data management system (LogAlto) and IATI M&E data management, ensuring the following happens:
- Overall responsible for data quality management
- Liaise with the partner technical staff to develop appropriate data collection tools for baseline, measuring results and tracking of indicators.
- Train partner staff and research assistants on data collection tools and methodologies
- Conduct data verification and validation exercises
- Continuously collect and profile data related to beneficiary profiles, while maintaining a complete database
- Conduct routine physical monitoring visits to assess the quality of activity implementation, milestones and indicator results reported.
- Contribute to the overall project learning agenda through collection of evidence and knowledge products
- Organise the knowledge agenda, and coordinate with the different parties involved.
- Work with communications officer in the production of knowledge materials
- Facilitate periodic project reviews and learning forums and ensure proper documentations of findings and learnings.
- Ensure accountability to beneficiaries through establishment and implementation of two-way feedback mechanisms
Reporting
- Take a lead in developing workplans, data aggregation and reporting as required by the donor.
- Take lead in analysis and interpreting data to inform project implementation.
- The ME&L Officer will liaise on a regular basis with project management and partners on project progress, approach, and processes.
- S/he will participate in project management team meetings, staff meetings and other relevant project activities and events.
Qualifications
- A bachelor’s degree in a relevant field such as international development, economics, statistics, social sciences, public administration, or a related field. Masters degree is an added advantage.
- At least 5 years relevant work experience in monitoring and evaluation of similar projects
- Good understanding of theory of change and results-based management
- Strong analytical skills to interpret data and provide insights into program performance.
- Ability to conduct research and gather information to assess program effectiveness.
- Proficiency in data management and analysis using tools such as Microsoft Excel, statistical software, and database management systems.
- Knowledge of different monitoring and evaluation methods, tools, and frameworks, including digital technologies.
- Strong written and verbal communication skills to effectively convey findings and recommendations to various stakeholders.
- Familiarity with project management principles and the ability to work within project timelines.
- Ability to work collaboratively with diverse teams and stakeholders.
- Flexibility and adaptability to work in dynamic environments and adjust to changing priorities.
- Knowledge of specific technical areas in agriculture may be beneficial.
- Familiarity with M&E tools and software commonly used in the field.
- Relevant certifications in monitoring and evaluation required.

Terms of Appointment
This is a full-time position based at the SNV Office in Nairobi and has a fixed term of 11 months. The MEL Officer will report directly to the Project Manager EKYAN Kenya and the Project Manager ICSIAPL, with a dotted line to country MEL manager..
