Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP’s Industry and Economy Division is to encourage decision-makers in government, local authorities, and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The position is located in the Industry and Economy Division, Administration Unit, at the Nairobi duty station. Under the overall supervision of the Chief, Administrative Services and the direct supervision of the Administrative Officer, the incumbent will be responsible for the following duties:

Responsibilities

1) BUDGET AND FINANCE: Advising and supporting the Heads of Units in the management of resources:

  • (a) Forecasting the consolidated financial requirements of the units;
  • (b) Monitoring consolidated budget implementation and ensuring full liquidity at all times;
  • (c) Assisting the Heads of Units with fundraising and co-financing guidelines;
  • (d) Acting as a focal point for the Office of Internal Oversight Services/UNEP Administrative Audit Unit;
  • (e) Providing the required financial management information packages as effective management tools;
  • (f) Advising the Heads of Units on matters relating to the Units budget and Counterpart contributions;
  • (g) Advising the Heads of Units on the application of relevant UN financial Regulations and Rules, procedures and guidelines to all transactions made and agreements entered into by the Division.

2) PROGRAMME MANAGEMENT: Supporting and facilitating programme management:

  • (a) Leading, overseeing and coordinating financial and human resources aspects in the preparation and implementation of the programme of work and budget;
  • (b) Overseeing the preparation and revision of Units projects, following-up and monitoring financial reporting of implementing partners;
  • (c) Assisting the Units staff in monitoring and implementing the projects; i) providing updated and accurate status of contributions and expenditure ii)monitoring related transactions and instituting remedial measures as required; iii) providing guidance on appropriate legal documents and financial instruments to be used;
  • (d) Providing expert advice on correct procedures, interpretation of Financial Regulations and Rules;
  • (e) Assisting and advising the Units staff in the preparation of legal instruments;
  • (f) Supporting the Units staff on audit recommendations and taking corrective action on audit findings.

3. GENERAL ADMINISTRATION: Providing general administrative assistance;

  • a) Developing and implementing procedures;
  • b) Implementing and monitoring support services, including procurement of supplies and services
  • c) Supervising administrative support staff and providing advice on issues related to financial administration, human resources administration, and management information issues and practices to colleagues;
  • d) Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • e) Performing other related duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in fund management of project implementation covering the full project cycle (from development to closure) is required.
  • Experience in working with the United Nations or similar international organization is required. A minimum of two (2) years of progressive managerial experience is required.
  • Two (2) years or more of experience in data analytics or a related area is desirable.

Languages

  • English and French are working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of the other is desirable. Knowledge of another UN official language is desirable.
  • NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and ” Knowledge of” equals a rating of” confident” in two of the four areas.
