Chief Officer Finance
Requirements for Appointment
For appointment to this position, an applicant must:
- Kenyan citizenship;
- A relevant Bachelor’s degree recognised in Kenya;
- A Master’s degree will be an added advantage;
- Must be registered with the Institute of Certified Public Accountants (ICPAK);
- Must in good professional Standing;
- Must be of the level of Certified Public Accountant (CPA K) qualification;
- Be a strategic thinker and results-oriented;
- Proven experience of at least ten (10) years of service from a reputable organization, with at least five (5) years in a senior management position;
- Computer literacy
- Meet the requirements of Chapter Six of the Constitution of Kenya.
Duties and Responsibilities
- The officer will be deployed in the County Treasury as a head of Finance Department.
- Oversee smooth running of the department.
- Implementation of County Executive Committee resolutions as guided by the Executive Committee Member
- Coordinating the overall resource allocation in line with national and county policy;
- Coordinating capacity building in the finance units/Revenue, supply chain management and Internal Audit;
- Coordinating the linkage of the overall budget to the sectoral and county cash plans;
- Undertaking risk assessment on overall budget policy.
- Developing budgetary requirements and coordinate the activities of the county;
- Scheduling of expenditures consistent with work plans;
- Contract liability projections for the identification and budgeting of contractual and legal financial obligations;
- Coordinating the preparation of annual work plans, procurement plans and cash management;
- Advising the accounting officers on financial management matters;
- Coordinating the preparation of the ministerial public expenditure reviews and the sector reports; and
- Undertaking risk assessment and management of the Budget.
Orthopaedic Surgeon (Medical Specialist I/Senior Assistant Director of Medical Services)
Roles and Responsibilities:
- Conduct weekly Orthopaedic Outpatient Clinics
- Conduct weekly major ward rounds
- Conduct Orthopaedic related surgical operations (weekly rounds)
- Respond to orthopaedic related emergencies
- Interpret diagnostic tests such as CT scans, MRIs, X-Rays, etc
- Prescribe and administer medications as appropriate
- Supervise and train junior doctors, interns and medical students
- Keep and update patients’ medical records /notes
- Adhere to relevant orthopedic procedures and guidelines
- Collaborate with multidisciplinary medical team
Qualifications
Academic:
- KCSE grade to qualify for admission to MBCHB
Professional:
- Must be a holder of a Bachelor’s Degree in Medicine and Surgery (MBCHB )
- Must be a holder of Master’s Degree in Orthopedic Surgery from a recognized institution
- Certificate of registration by Kenya Medical Practitioner & Dentists Council
- Valid practicing license by the Kenya Medical Practitioner & Dentists Council
- In-depth knowledge of hand, foot, joints, long bones and spine surgery
- Superb dexterity and hand-eye coordination
- Outstanding patient management skills
- Excellent communication and interpersonal skills
- Must be computer literate
Senior Assistant Director of Medical Services/Medical Specialist I (Internist Physician)
Roles and Responsibilities:
- Undertake general diagnosis, care treatment and rehabilitation of medical patients
- Provide specialized medical clinics, inpatient and critical care services.
- Training, consulting in internal medicine
- Carrying out medical legal services
- Undertake health research and
- Analyze medical data for reports
Qualifications
Academic:
- KCSE grade to qualify for admission to MBCHB
Professional:
- Must be a holder of a Bachelor’s Degree in Medicine and Surgery (MBCHB)
- Must be a holder of Master’s Degree in Internal Medicine from a recognized institution
- Certificate of registration by Kenya Medical Practitioner & Dentists Council
- Valid practicing license by the Kenya Medical Practitioner & Dentists Council
- Demonstrated professional competence and managerial capability
- Outstanding patient management skills
- Excellent communication and interpersonal skills
- Be computer literate.
