Senior Operations Officer
The selected candidate will be responsible for delivering market-creating client solutions by leveraging local and regional resources. In this respect, the focus will be to ensure that CAE programs are responsive to IFC’s strategic priorities, and focused in countries and sectors to enable and create private investment opportunities. The Senior Operations Officer will be part of the sub-regional CAE leadership team and will work closely across all core functions of CAE.
Client and Stakeholder Management:
- Responsible for new business development in line with client and market needs; lead key sector diagnostics with the client and work closely with country and sector economists and industry specialists in shaping innovative and impactful CAE advisory engagements aligned with IFC country priorities.
- Engage and communicate with senior levels of the Government and private sector; to identify and articulate the case for improvements to the business environment to unlock investment potential and promote, attract and sustain private investments – both domestic and foreign.
- Provide technical oversight of the CAE programs in Kenya as well as other countries in the region quality and consistency of approach.
- Work collaboratively with Investment/Advisory Anchors across Industry teams to align advisory to help build a pipeline of private investment opportunities and provide solutions to key clients.
- Engage with the relevant teams at the World Bank and IFC to identify, articulate and make the case for systemic reforms needed to unlock new markets and new job creating investment opportunities and to work collaboratively with IFC Upstream teams and CMUs.
Design and Operationalize Solutions:
- Review and contribute to the development and approval of relevant project documents and client deliverables to ensure standards and objectives are met in line with IFC Advisory Governance;
- Participate in senior level client meetings to provide technical advice and monitor progress in implementing investment climate reforms.
- Leverage relationships with Government officials, private sector and World Bank Group staff to design and implement reforms using existing or new projects and tools to support reform implementation.
- Improve the design and delivery of client solutions by incorporating global good practices and lessons from past. Proactively partner with results team in developing appropriate theories of change and results frameworks and indicators to strengthen the development impact and sustainability of client solutions and continuously learn from client projects/ engagements.
- Ensure high quality of project supervision and completion documents and provide quality control over client deliverables and efficient use of financial resources. Moreover, support client in implementing recommendations and help trouble shoot as needed.
Create and Share Knowledge:
- Identify and participate in conferences to showcase IFC offerings and value proposition, which includes serving as panelist/ moderator for internal and external events.
- Host knowledge transfer sessions across the region,
- Conduct research to shape ongoing and future offerings in investment climate reform and develop new tools and guidance to incorporate internal and external best practices.
Build Capacity:
- Design and deliver training and communication strategy for Investment and Advisory staff to better enable them to be advocates of CAE programs, and for external stakeholders to generate interest in investment climate reforms and understanding of why it is important/ advantageous to businesses, community and/or economy.
- Drive strengthening the value proposition of Advisory products through embracing new trends and partnerships.
- Help build a bench strength of experts and consultants in the thematic areas of leadership across the region.
Staff Supervision:
- Oversee/ supervise assigned staff and consultants.
- Develop technical capabilities of the assigned staff and members of the broader practice group team through mentoring, coaching, structured training program and by providing on-the-job learning opportunities.
- Ensure quality control of work products and outputs
- Determine resources needed to support projects and ensure efficient/ effective use of resources.
- Manage project budgets and align staffing needs.
Selection Criteria
- Master’s degree in Economics, Law, Finance, Business or a closely related field.
- At least 12-15 years’ experience in private sector development, with a focus on delivering IFC government facing advisory programs and experience in legal/regulatory reforms in at least 2 regions and across a variety of IDA and FCS markets. Extensive experience in engaging very senior levels of government in design and delivery of IFC advisory programs.
- Strong skills and demonstrated track record in delivering impact through advisory engagements in the area of business enabling/investment climate reform. Previous experience on sector specific engagements that leverage technology or climate solutions would be an added advantage.
- Robust understanding of IFC and WBG products/ instruments and where there are opportunities for cross-organizational collaboration. Demonstrable experience working on IFC and WBG products will be an advantage, including experience of leading or supporting cross industry engagements.
- Able to design, negotiate and lead efforts to develop client offerings that reflect in-depth knowledge of thematic area and understanding of business case for how thematic focus will help client to improve their business.
- Able to identify how changes in markets, business climate, regulations or emergence of new/ successful innovators/ disruptors may create new opportunities for IFC to accelerate its mandate in a thematic area.
- Able to design research and analytical projects of complex projects to credibly produce new understanding of a thematic issue and/or potential opportunities to unlock new markets or new streams of business. A strategic mindset that can develop innovative programs within a cross industry narrative and proactively forge partnerships; both internal and external.
- Excellent knowledge of Word, Excel, PowerPoint and aptitude to learn new systems is a must. Ability to use project management systems is a plus. Proficiency in use of IFC tools such as Iportal would be an added asset.
- Excellent written, verbal communication and presentation skills plus fluency in English is must.
Senior Investigator
Duties and Responsibilities
- The Senior Investigator will:
- Contribute to the investigation of fraud, corruption, collusion, coercion and obstruction involving WBG operations in the specific region where hired. The Senior Investigator will be under the supervision of INT’s Regional Team Leader for that specific region and a Manager, External Investigations and will:
- Manage and develop investigative strategies, plans and processes;
- Lead and contribute to investigations (which at times may be both major and/or complex) – collect testimonial, documentary, photographic, visual and physical evidence through witness and subject interviews, company audits, site visits, database and open-source research, document analyses and integrity risk reviews;
- Develop stand-alone work plans, objectively review work plans of other team members, lead or, as part of a larger team, substantially contribute to multiple different cases within an assigned portfolio;
- Lead INT investigative missions, collaborate with and provide strategic advice to mission teams;
- Collaborate with WBG operational colleagues including Task Teams, perform site visits, identify and debrief sources, and explore various INT databases to help identify real or perceived operational risks that can lead to pro-active case (a case not entirely based on a complaint) development;
- Prepare, manage and deliver high quality case (e.g. Fact Memos, Investigative Plans, Interview Records, Notes to File and related case memos) and related investigative (Show Cause Letters, Final Investigative Reports, and all related briefing notes and memos) work products, in a thorough and timely manner;
- Produce clear, concise and compelling reports and briefs;
- Prepare, present and convincingly discus investigative findings, conclusions and recommendations at senior levels;
- Maintain client relationships in the face of conflicting demands or directions and provide evidence-based advice, and solutions based on sound analysis and facts;
- Liaise with other development partners including UN organizations to establish effective collaborations on matters of mutual interest;
- Collaborate very closely with:
- INT’s Litigation Unit (SLU) to contribute to the preparation of Statements of Accusations and Evidence (SAEs), Settlement Agreements, Referral Reports, and Evidence Binders; and in preparing work products for the WBG’s sanction system;
- INT’s Preventive Services Unit (PSU) in performing outreach initiatives, including by scheduling, planning and delivering preventative and lessons learned training with regional operational staff and partners and contributing actively to the identification and mitigation of regional integrity risks on a proactive basis;
- Integrity Compliance Office (ICO) for successful completion of Settlement Agreements;
- INT’s Internal Investigation Unit (IIU) to assess, strategize and, if necessary, jointly investigate hybrid cases (cases that have components that are both internal to WBG and external entities);
- Relevant national authorities when necessary for successful conclusion of a case(s);
- Develop an INT outreach plan for the region, as well as training materials for internal and external stakeholders.
- Mentor and train junior staff;
- Perform any other tasks as may be assigned for the successful operation of INT.
The Senior Investigator is required to have:
- Graduate degree in law, criminal justice, criminology, business or public administration, civil engineering, qualification and experience in Investigative Journalism in financial crime, or other relevant areas, or equivalent practical experience.
- A certification in the following areas will be a clear added advantage:
- Document Examination;
- GIS and Remote Sensing;
- Public Procurement;
- Forensic Audit and Accounting
- Fraud Examination (CFE)
- Crypto Currency Expert (CCE)
- A minimum of eight years of relevant investigative, audit or related experience.
- Substantial on-the ground investigative, audit or related experience in region is desirable.
- A minimum of eight years drafting work products, preferably in investigations, audits or litigation, and/or procurement.
- Demonstrated experience and skill with gathering, reviewing and analyzing investigative data, especially in relevant Regions.
- Proficiency with MS Office software (MS Word, MS Excel, MS PowerPoint).
- Proficiency with case management systems and open-source investigative tools will be an advantage.
- Highest personal integrity with demonstrated ability to handle investigative matters in a discreet and strictly confidential manner.
- Willingness and flexibility to undertake mission travel in the relevant Region and/or other Regions of the world as circumstances may require, including in extremely challenging environments.
Investigative Analyst
The Investigative Analyst will:
- Contribute to the investigation of fraud, corruption, collusion, coercion and obstruction in WBG operations in the specific region where hired. Selection Criteria
- The Investigative Analyst must have a comprehensive understanding of investigative frameworks and procedures, including in a non-law enforcement environment. In INT, time is of the essence, and quality and efficiency are key: the Investigative Analyst must therefore have demonstrated sound judgment and present recommendations on whether or not to start, when to start, continue or conclude an investigation in light of varying and competing circumstances even with a bare minimum facts available; the ability to assist in the development and develop stand-alone work plans and strategies; and demonstrated ability to lead mission teams, develop work programs, and be accountable for outputs and deadlines.
- INT encourages innovation in the ways it conducts business for impactful results – curiosity and ability to take informed risks and make smart decisions is therefore key: the Investigative Analyst will have a clear advantage if they can demonstrate curiosity to introduce or try news methods, procedures, techniques, and technologies in investigation; have demonstrated art of persuasion in administrative investigative environment (with no powers to compel); and demonstrated ability to make smart decisions which at times may be risk based.

Language requirements
- For Nairobi, Kenya:
- Fluency in written and oral English is a mandatory requirement. Interviews will be conducted in English.
- Fluency in one or two of the Region’s major languages – French, Portuguese or Swahili is needed and will give qualified candidates a clear added advantage. In cases where a candidate declares that they speak either of the languages, such candidate will be tested. Candidates are required to state in their applications if they’re fluent in either of these languages.
Senior Integrity Risk Specialist
Duties and Accountabilities
- Field-based Preventive Support to WB Operations
- Serve as PSU’s field-based Senior Integrity Risk Specialist for the Region:
- Review project risks based on ongoing or completed investigations, as a follow-up to complaints, or at the request of Task Teams to interpret signs of risk and provide risk mitigation advice; assign integrity concern flags where appropriate.
- Provide insights on portfolio level risks at briefings for the World Bank’s Country- and Sector-level management, and advise, as requested, on regional, country, or sectoral level operational approaches to mitigate identified risks.
- Provide support to the Bank’s operational (lending) units through sustained preventive engagements, as agreed with the Manager-Prevention, Risk and Knowledge Management (PRKM Manager) on high-risk portfolios or in response to requests from other parts of the WB.
- As appropriate, provide inputs to operational staff on project and program design, focusing on plans for the mitigation of fraud and corruption risks. Advise on how to assess the effectiveness of such measures.
- For selected operations, deemed strategically important by INT Management, join project-related activities, such as supervision missions. Where it may have a positive, preventive outcome, join project launch or other events to stress the importance of the prevention agenda.
- Follow-up on complaints and investigations where appropriate to assist Task Teams with risk mitigation.
- Provide inputs to PSU’s Risk Focal Points as well as investigations Managers and team leads on the relevance and prioritization of specific complaints.
- Conduct dialogue with regional counterparts, WB clients, and anti-corruption authorities on preventive approaches to curb fraud and corruption risks within WB-financed operations, operationalize the WB anticorruption guidelines, and capacity building to support agreed preventive actions to address risks identified in completed investigations and documented in Final Investigative Reports (FIRs).
- Provide Region-specific and Country-specific inputs and examples to staff preparing PSU products related to the broader risks introduced by (a) law, justice, or institutional risks, (b) Fragile, Conflict, and Violence (FCV) situations, (c) Smal States, and/or (d) Climate Financing (including Blue/Green Planet) in the context of INT cases and complaints to further identify potential risks and how these affect WB operations and provide applicable risk mitigation advice, including:
- Contributing these insights to the Risk Focal Point for the Region as part of the preparation of background documents for INT’s Quarterly Regional briefings and in response to requests from WB units. Develop and implement outreach strategies to enhance cooperation with internal and external stakeholders in these areas, including mechanisms to monitor and report on progress.
- Advising in-country dialogue on these risk topics with regional counterparts, WB clients, and anti-corruption authorities on preventive approaches to curb fraud and corruption risks within WB-financed operations, operationalization of the WB anticorruption guidelines, and capacity building to support agreed preventive actions to address risks identified in completed investigations and documented in FIRs.
- With approval from, and supervision of the PSU Team Lead and PRKM Manager, establishing closer ties and collaboration with local and international anti-corruption agencies as well as enhanced cooperation on prevention with Multilateral Development Banks (MDBs), Bilateral agencies, UN agencies, and other International Financing Institutions (IFIs) and advising on how to leverage these partnerships for more effective identification and management of integrity risks.
- Provide similar inputs as requested on other thematic or programmatic aspects of the work of the WB as requested by the PRKM Manager.
- Much of the above work will be done with the Risk Focal Point for the Region, and in close collaboration with the Case Development Unit (CDU), Investigative teams, and other units in INT as appropriate. Dialogue and coordination with WB units outside of INT will also be expected, and when appropriate within the context of a preventive engagement, including with the fiduciary global practices in Bank Operations, the WB’s Legal Department, and the Operations Policy and Country Services (OPCS) unit. The Regional focus described in these Terms of Reference may change over time in line with evolving business needs.
Risk Analytics and Knowledge
- In furtherance of the objectives outline above, you will be expected to contribute to the development and delivery of advisory and knowledge products for a variety of audiences. This work may include, inter alia:
- Preparing Portfolio Integrity Risk reviews and/or country-based integrity risk reviews based on INT. information (Case Management System, Final Investigative Reports) and other sources to identify trends and sectoral risks in different contexts. Assess these data using intelligence gleamed from personal observation and information from Bank staff and others at the Regional and Country levels to obtain a holistic understanding of the content, risks, and opportunities for risk mitigation. Reporting back to the Risk Focal Point for the Region, the PSU Team Lead, and PRKM Manager on these insights through the approved reporting mechanism.
- Working closely with INT’s knowledge products officer and with others as needed, gather, analyze, distill, and disseminate insights and lessons learned emanating from INT’s investigations for a range of audiences. Lead and/or contribute to stand-alone advisory and knowledge products for a variety of audiences.
- Contributing to working groups and institutional efforts to identify and recommend enhancements to WB internal controls and operational framework affecting operational and corporate risks.
- Working with other PSU staff, investigators, auditors, and data scientists, contribute subject matter expertise to INTs’ Risk Analytics Work Program (providing for example knowledge of integrity risks in procurement, project implementation risks, knowledge of corruption vulnerabilities and risk mitigation in specific sectors).
- Leading selected risk analytic activities based on expertise, working closely with INT colleagues with expertise in prevention, data science, forensic audit, and investigations.
- Provide inputs to team discussions on INT strategy updates, data systems modernization efforts and business process changes.
- Provide regular and timely inputs on integrity risk for internal reports, FIRs, and for the tracking of INT’s key performance indicators (KPI) on preventive activities and other reporting deliverables as requested by INT management, corporate units in HQ, and other Bank management.
- Training, Outreach, and capacity building
- Lead and help conduct virtual and in-person training/workshops, for example:
- Lead significant engagements as part of preventive support connected to high-risk operations or portfolios, especially on preventive work of WB country programs and clients to adjust to the unique challenges of fragile and conflict-affected states.
- Contribute to and/or coordinate the design and delivery of training workshops. These might take several forms including those requested by CMUs, the sectoral or operational dialogue with WB clients and partner financiers, and Global Practices for Bank staff and Project Implementing Units (PIUs). Most activities will involve working together with other colleagues in INT, other parts of the WB, client oversight agencies, and integrity arms of partner financiers.
- Play a lead role along with other PSU staff in the delivery of corporate learning programs and assist in HR onboarding clinics to familiarize new staff with the role of INT in the Bank’s fiduciary framework, and how the WB addresses and responds to integrity risks in operations.
- Aspects of the above work will be executed in close collaboration with CDU, Investigative, Forensics teams, and other units in INT. In synergy with the PSU staff in HQ, particularly the Risk Focal Point for the Region, this work will also include contributions to in-country dialogue in coordination with WB units outside of INT.
Selection Criteria
- Advanced degree and training in a field closely related to international development (e.g., public policy, governance, political science, or public administration), or equivalent relevant experience in development program design and implementation.
- At least 8 years’ experience in international development and anticorruption, preferably but not limited to the management of integrity risks in development financed activities.
- Releva nt experience with and understanding of the design, implementation, and supervision of development operations, preferably in more than one Region. Expertise and operational experience in WB risk frameworks, financial management or procurement are strong assets. If limited or no WB-related experience, significant relevant experience with risk mitigation in development financing activities would be important and connecting policy level guidelines with development programs at the project or program level that would facilitate the operationalizations of such guidelines. Applicants with a mix of experience in risk management, prevention, the rollout of corporate level guidelines to operational front lines, and investigations would be considered.
- Excellent communication and presentation skills, both oral and written are required. A proven ability to clearly and concisely prepare and present findings and recommendations at senior levels and to produce compelling briefs and reports. Demonstrated ability to communicate with tact and diplomacy on sensitive issues with staff and managers at all levels.
- Fluency in both oral and written English in required. Proficiency in French and/or Arabic is highly desirable.
- Proven conceptual, analytical and evaluation skills, with quantitative and qualitative data and the ability to effectively use data.
- Excellent interpersonal skills, including the ability to work effectively in a team/task force as a participant or team leader and with senior officials internally and externally.
- Sensitivity to the Bank’s diverse demographics and cross-cultural context and influences, and ability to build effective work relations with clients and colleagues.
