Accounting Officer

POSITION SUMMARY:
The accounting officer will provide accounting and financial services necessary for the continued operations of the organization and will take care of all the important accounting functions of the organization ensuring that transactions are correctly captured in the most efficient manner and that day-to-day accounting is effectively and efficiently carried out to support the various programs.
ESSENTIAL FUNCTIONS:
- Accounting review of procurement documentation before payment is initiated.
- Initiation of payment(s) onto the online banking platforms.
- Making entries of cash/cheque/bank transfer payments into the NetSuite Accounting System
- Prepare monthly, quarterly and mid- year donor financial reports for submission to the Country Director and HIAS Headquarters ensuring that back up of supporting documents are in accordance with HRTK and donor accounting procedures;
- Prepare and facilitate donor verification/desk review exercises assisting in review of financial reports backups and vouching of supporting documents;
- Assist in the preparation and coordination for audit of books of accounts by internal and external auditors;
- Participate in budget preparation exercises.
- Assist in preparing and monitoring donor monthly burn rates reports for various programs to ensure that the budget lines are not exceeded or under spent.
- Prepare bank and petty cash reconciliations on a monthly basis
- Prepare other balance sheet item reconciliations on monthly basis, such as accrued expenses, advance accounting, etc
- Maintain account payable and receivable account on monthly basis
- Carry out training staff on expected accounting documents
- Assist in the preparation of annual budgets and budgetary control reports for donors.
- Assist in development of various accountability vouchers for use in the finance office
- Perform other related duties as assigned.
QUALIFICATIONS & REQUIREMENTS:
- Bachelor’s Degree in Accounting or Finance
- Must be a CPA(K) Finalist
- Minimum of 3 years’ of working experience
- Working knowledge of and experience in the NetSuite Accounting System.
- Excellent analytical skills and attention to details
- Solid organizational skills as well as the ability to be flexible and work well under pressure.
- Knowledge in Accountability to Affected Populations
- Knowledge in Prevention of sexual exploitation and abuse.

POSITION SUMMARY:
HIAS Kenya seeks to recruit a Gender and GBV Officer who will enhance protection of refugees by promoting and protecting their rights. The Officer will specialize in the protection of the LGBTQI+ population by providing insight in protection interventions for the LGBTQI+ and provide direct GBV case management services to LGBTQI+ refugee community. The officer will also participate in the designing, implementation and evaluation of programs focusing on the needs of the LGBTIQ refugees.
ESSENTIAL FUNCTIONS:
- Promote and protect the rights of the most vulnerable refugees, especially the LGBTQI+.
- Assist in protection mainstreaming by providing insight in protection interventions for the LGBTQI+ population.
- Facilitate access to local support networks within the Kenyan LGBTQI+;’ community.
- Maintain and develop relationships with Key stake holders and partners to advocate for rights of LGBTQI+ refugees.
- Develop strategic partnerships through participation in co-ordination meetings.
- Contribute to the design, implementation and evaluation program with partners for protection, medical and psychosocial needs of the LGBTQI+ refugees.
- Facilitate establishment of community-based protection mechanism and support for the vulnerable persons of concern including survivors of Sexual Gender Based Violence.
- Ensure ongoing case management and documentation of protection violations.
- Increase knowledge and exposure of the Kenyan LGBTQI+ movement to the LGBTIQ refugee problem thus awakening their concern for a broader approach in their advocacy and future programming.
- Follow up on cases and provide partners and refugees counseling and feedback on the status and processing of individual cases.
- Build Capacity for HIAS staff, partner staff and other stakeholders on diversity and Inclusion, SGBV and protection of persons of concern
- Produce accurate, detailed and timely reports highlighting objectives, achievements and impact on project activities.
- Assist in identifying funding opportunities and participate in fundraising in the organization.
- Performing other duties as may be required.
QUALIFICATIONS & REQUIREMENTS:
- University degree in either; Law, International Relations, Gender Development Studies or other relevant social sciences degree
- Minimum of 3 years of relevant professional experience and knowledge in Human Rights as well as international refugee laws.
- Experience working and programming for LGBTQI+ refugees.
- Knowledge of Computer Applications such as Ms-ACCESS, Ms-EXCEL, and Ms-WORD
- Ability to work in a Team.
- Good knowledge of prevention and response to Sexual and Gender Based Violence (SGBV), Diversity and inclusion.
- Strong interpersonal and communication skills
- Knowledge in Project Management
- Ability to take up multiple roles with minimum supervision and short deadlines

Drought protection needs assessment in Lamu County

POSITION SUMMARY:
HIAS Kenya seeks to hire a consultant to conduct a protection assessment in Lamu county, to understand the needs of the refugee and host communities affected by drought. The protection assessment will identify current protection needs, map existing protection services and mechanisms, analyze protection gaps, inform future HIAS programming, and determine HIAS’ value-add in drought response. This assessment will require travel to Lamu, and the anticipated length of the consultancy is one month.
BACKGROUND INFORMATION
Kenya is experiencing its worst drought in 70 years, with approximately 4.35 million people severely affected by food insecurity. In pastoral livelihood zones, Crisis (IPC Phase 3) and Emergency (IPC Phase 4) outcomes persist, with Serious (Generalized Additive model (GAM) 10 – 14.9 percent) to Extremely Critical (GAM ≥ 30 percent) prevalence of acute malnutrition. More than4 million people are at risk of starvation, and many of them are children. The most affected counties are Garissa, Isiolo, Mandera, Lamu, Turkana, and Wajir.
In Lamu County, the recurrent drought has caused food insecurity and malnutrition. According to the June NDMA report, Lamu is in the normal drought phase, food is scarce due to poor production last season, and market prices have increased. These combined factors are likely to lead to increased cases in need of protection including, but not limited to GBV and Mental Health and Psychosocial support. If these challenges are not addressed, the resulting effect is severe malnutrition which will lead to an increase in morbidity and mortality. The poverty index levels are high, with over 80% considered to be below the poverty level.
OBJECTIVES & DELIVERABLES:
This assessment will inform HIAS’ protection-focused drought response plan in Lamu county. The Consultant will work in close coordination with the HIAS Kenya monitoring & evaluation and technical teams (MHPSS, EI, LP, and GBV), with support and guidance from the HIAS HQ Emergency Department. The specific objectives of the assessment are:
- Conduct a context analysis of drought affected Lamu, including food security, livelihood, nutrition, and existing feedback/response mechanisms.
- Identify existing protection services and gaps; evaluate challenges to access rights and services.
- Map partner organizations’ contingency capacity and partner logistical capacity
- Identify protection needs and risks of vulnerable populations, particularly girls, boys, youth, women, GBV survivors, older persons, persons and with disabilities, and LGBTQI+ specific to the drought situation.
- Determine immediate/priority needs for the local community.
- Recommend immediate programming priorities for legal protection, MHPSS, economic inclusion (including cash & voucher assistance), and GBV for refugees, internally displaced persons, and host communities.
- To conduct an assessment on early warning system for drought.
SCOPE OF THE NEEDS ASSESMENT
The geographical scope of the study will be within Lamu county. The design and implementation of the needs assessment will align with the ethical and quality standards for protection, MHPSS, and GBV and foreground the voices of affected populations.
METHODOLOGY OF THE NEEDS ASSESMENT
The needs assessment methodologies will include:
- Secondary Documentation: A desk review of the available literature, contextual information, service provider mapping, relevant documentation from existing programming, and related studies targeting similar groups.
- Quantitative Approaches: Including survey data collection as required to provide information on the needs, access, and gaps of the target population. We are targeting two hundred respondents.
- Qualitative Approaches: Including focus group discussions (FGDs) and key informant interviews (KIIs), observation as needed. We are targeting thirty-two respondents for focus group discussions and twenty respondents for the key informant interviews.
The Consultant will identify key informants and local representatives of Lamu community, ensuring that their inputs are considered during the identification of gaps in service delivery, emerging needs, as well as proposals to address the lack of access to protection services and rights for the affected population. The needs assessment is to be consistent with SPHERE standards through its emphasis on a rights-based and participatory.
Prequalification of Vendors Consultant
DURATION : 7 days
POSITION SUMMARY:
In liaison with Procurement Unit, the Prequalification Consultant will be responsible for coordination and reporting of opening of prequalification of vendors’ documents for provision of goods and services to HIAS Refugee Trust of Kenya (HRTK). The Consultant will play a pivotal role in ensuring integrity, fairness, and openness in prequalification processes as well as adherence to policies, ethics, procedures, and controls.
OBJECTIVES & DELIVERABLES:
The main objective is to pre-qualify goods & services vendors under the relevant advertised categories and create a database for the period January 2024– December 2026.
SCOPE OF WORK:
HRTK wishes to engage an eligible consultant in the establishment of prequalified vendor’s data base of goods and services on behalf of HRTK. Specifically, the consultant will:
- Review the pre-qualification documents as per HRTK categories of goods and services.
- Reconcile applications submitted with payments received.
- Supervise the opening of tender documents, marking of the received pre-qualification documents, set deadlines and responsibilities.
- Evaluate and analyse applications submitted as per criteria set (to determine vendor’s willingness to comply with HRTK’s terms and conditions).
- In liaison with HRTK’s procurement unit, conduct a physical and or phone verification exercise of the vendors that pass the pre-qualification criteria.
- Prepare a technical prequalification report and create a vendors’ data base as per HRTKproducts/services categories that shall contain a minimum of supplier’s name, physical address, telephone number, email, and name of contact person(s).
- Come up with recommendations for adoption; advise and come up with allowable procurement practice to seal any gap that may arise from the pre-qualification exercise i.e., categories that might not have any applicant or receive less than three applications.
TIME FRAME:
This consultancy is time based. Pre-qualification applications opening, evaluation and reporting is set to take place within seven (7) working days.
QUALIFICATIONS, COMPETENCIES AND REQUIREMENTS:
- Bachelor’s degree in relevant field e.g., procurement/supplies management, Finance orBusiness. A Master’s Degree will be an added advantage.
- Minimum 5 years’ experience working in procurement/supply chain
- Ability to respond effectively to time sensitive demands, inquiries, and strong problem– solving skills as well as exceptional customer relations (both internally and externally) ; provide sound business judgment and contractual oversight.
- The consultant is requested to apply for this assignment by submitting a concise proposal that includes:
- Technical proposal: Written presentation by the applicant, showing evidence of expertise in Supply Chain Management (Qualifications in procurement/supply chain management (SCM), Consultant in procurement/ Supply Chain Management)
