Senior Supervision and Compliance Officer

Job Specifications
The duties and responsibilities at this grade will entail: –

  • Participating in enforcing quality standards as directed by the Principal Supervision & Compliance Officer;
  • Participate in supervising legal education providers as directed by the Principal Supervision & Compliance Officer;
  • Participate in designing tools to ensure monitoring of adherence to standards of training and set curriculum by a legal education provider;
  • Participating in conducting office and field-based investigations into allegations of violations of the Legal Education Act, standards, and applicable rules and Regulations;
  • Participating in carrying out investigative research;
  • Participate in originating draft investigative results;
  • Assist in collating complaints or allegations for assessment;
  • Assist in conducting compliance checks on all legal education providers;
  • Assist in reviewing information from legal education providers to detect noncompliance or assess problems;
  • Participating in developing and maintaining an updated register of accredited legal education providers in Kenya;
  • Participate in writing draft review of institutional annual reports from legal education providers and make necessary recommendations.
  • Participating in the implementation of appropriate legal training programmes by legal education providers in line with set standards;
  • Assist in maintaining accurate records of all licensing, supervision and compliance activities;
  • Participating in the review of compliance procedures to ensure relevance and adherence to best practice;
  • Participate in ensuring investigations procedures/protocols to verify compliance with standards in legal education and training;
  • Assist in investigations and resolution of compliance concerns raised by the Council;
  • Assist in the review of corrective actions reports submitted legal education providers to ensure adherence with the standards and prescribed license conditions;
  • Implement appropriate compliance management systems and tools for efficient and effective compliance management.
  • Participate in planning and conducting regular compliance audits to assess compliance levels across the licensed legal education providers and applicants for licensing;
  • Participating in monitoring adherence to standards of training and set curriculum by all legal education providers; and
  • Participate in designing and developing tracking matrices to track status of applications for licensing as well as status matrices of compliance by licensed legal education providers with the license conditions prescribed by the Board.

Person Specifications
For appointment to this grade, a candidate must:-

  • Bachelors degree in law from a recognized institution;
  • A minimum period of (6) years’ relevant experience, three (3) of which should have been at the level of Supervision and Compliance Officer I or its equivalent;
  • Be admitted as an Advocate of Kenya and in good standing;
  • Membership in good standing to the Law Society of Kenya;
  • Proficiency in computer applications; and
  • Fulfil the requirements of Chapter Six of the Constitution.

Senior Records Management Officer

Job Specifications

The functions of the Records Management Officer shall be to:

  • Collaborating with the Principal Records Management Officer in the development and implementation of records management policies and procedures;
  • Collaborating with Divisional staff to identify and assess records management needs;
  • Providing training and support to staff on records management best practices;
  • Contributing to the design and maintenance of the institution’s records management system;
  • Conducting regular reviews of records to ensure compliance with established policies and standards;
  • Collaborating with the Principal Records Management Officer in the disposal process of obsolete records, ensuring adherence to legal and regulatory requirements;
  • Supporting the digitization process for records, ensuring accuracy, accessibility, and security of electronic records;
  • Conducting audits and assessments to monitor compliance with records management practices;
  • Acting as a point of contact for staff inquiries related to records management; and
  • Collaborating with the Principal Records Management Officer in preparing reports and presentations on records management activities.

Person Specifications

For appointment to this grade, a candidate must have

  • Bachelors Degree in Records Management, Information Management, Information Science Library Science, or its equivalent from a recognized Institution;
  • A minimum of six (6) years relevant work experience, three (3) of which should have been at the level Records Management Officer I or its equivalent;
  • Proficiency in computer applications; and
  • Fulfil the requirements of Chapter Six of the Constitution.

The successful candidate shall report directly to the Chairperson of the Council and will be responsible for providing strategic leadership in the management of the Council to ensure the execution of the Council’s mandate. The job holder shall be in charge of the day-to-day management of the affairs of the Council and may perform such other duties as may be assigned by the Council from time to time.

KEY RESPONSIBILITIES

  • Be the Administrative head and Accounting Officer of the Council, manage and plan for the efficient use of Council resources;
  • Administer the day-to-day operations of the Council;
  • Develop and recommend to the Council the annual business plans for the institution;
  • Ensure that the Institution has an effective management structure including succession plans;
  • Ensure that Board papers are accurately written, are relevant and availed to the Council members in good time;
  • Serve as a link between the Council and the management;
  • Provide leadership to senior management and staff;
  • Oversee the implementation of the Council’s decisions in an effective, efficient, result oriented and timely manner;
  • Be responsible for the achievement of the objectives of the institution;
  • Maintain good order of the Council and ensure compliance with Statutes and Regulations;
  • Put in place effective administrative structures, processes and systems;
  • Provide regular, thorough and prompt communication to the Council on key technical, financial and administrative matters;
  • Comply with financial reporting requirements;
  • Oversee the preparation of budgets and establish proper internal controls;
  • Manage Councils’ risk profile;
  • Ensure the development and efficient management of Human Resources;
  • Foster local and international partnerships with institutions of higher learning, research and other agencies;
  • Mobilize financial and other resources;
  • Be responsible for stakeholder management and enhancement of the corporate image of the institution; and
  • Perform other duties as the Council may assign, from time to time.

REQUIREMENTS FOR APPOINTMENT

For appointment to this grade, a candidate must have: –

  • Bachelors degree in Law from a recognized institution;
  • Masters degree in Law from a recognized institution;
  • Be admitted as an Advocate of Kenya and in good standing;
  • Membership in good standing to the Law Society of Kenya;
  • At least Fifteen (15) years’ cumulative relevant work experience, five (5) of which should be in a senior management position;
  • Leadership course lasting not less than four (4) weeks from a recognized institution;
  • Proficiency in computer applications; and
  • Fulfil the requirements of Chapter Six of the Constitution of Kenya.
