Enrolled Nurse III – 30 Posts

Duties and Responsibilities

This will be the entry and training grade into this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities at this level will entail:

  • Assessing patients and clients and establishing health care needs;
  • Planning and implementing nursing care interventions based on patients’/clients’ health needs;
  • Providing appropriate healthcare service, including immunization, antenatal care, delivery, referring patients and clients appropriately;
  • Evaluating healthcare outcomes on patients/clients preparing individualized reports;
  • Making appropriate discharge plan for patients;
  • Conducting assessment of school health needs;
  • Planning, implementing interventions and preparing periodic reports;
  • Maintaining records on patients/clients personal and health condition/care;’
  • Ensuring a tidy and safe clinical environment;
  • Ensuring safe custody for in-patients’ belongings;
  • Conducting home visits, following up discharged patients/clients and providing continuity of care; and
  • Treating minor ailments.

 Requirements for Appointment

  • Certificate in any of the following disciplines: Kenya Enrolled Nurse, Kenya Enrolled Community Health Nurse, Kenya Enrolled Midwife, Kenya Enrolled Psychiatric Nurse or Enrolled Nurse/Midwife from a recognized training institution;
  • Enrolment Certificate issued by the Nursing Council of Kenya;

Medical Laboratory Technologist III – 6 Posts

Duties and Responsibilities

This is the entry and training grade for Diploma holders. An officer at this level will work under the supervision and guidance of a senior and experienced officer.

Duties and responsibilities at this level will entail: –

  • Decontaminating working benches
  • Receiving and scrutinizing laboratory requisition forms and specimens:
  • Preparing clients for collection of specimens
  • Receiving, Collecting, labelling and registering of specimens
  • Disaggregating specimens for processing and analyses
  • Preparing reagents
  • Examining specimens
  • Writing and recording of results
  • Dispatching the results for use in clinical management
  • Preparing stains
  • Performing blood grouping
  • Issuing blood and blood products to peripheral health facilities and
  • Storing blood products according to their requirements.

Requirements for Appointment
 For appointment to this grade, a candidate must have: –

  • Be a Kenyan Citizen
  • Diploma in Medical Laboratory Sciences or any other equivalent qualification from an institution recognized by the Kenya Medical Laboratory Technicians and Technologists Board;
  • Registration Certificate issued by the Kenya Medical Laboratory Technicians and Technologists Board (KMLTTB):

Assistant Physiotherapist III

 Duties and Responsibilities

This will be the entry and training grade into this cadre. An officer at this level will work under the guidance of a senior officer

Specific duties and responsibilities will involve: –

  • Providing Physiotherapy services to inpatients and outpatients at an outpatient unit/ward/health institution
  • Assessing patient needs including rehabilitation
  • Verifying and maintaining information and records relating to patients
  • Screening, assessing and providing therapeutic exercises, manual therapy, electrotherapy and hydrotherapy as per the patients/clients formulated treatment plan
  • Collecting data for operational research; sensitizing the community on Physiotherapy issues and

Medical Engineering Technologist III – 2 Posts

Duties and Responsibilities

  • This is the entry and training grade for this cadre. An officer at this level will work under supervision of a senior officer.

Duties and responsibilities at this level will entail: –

  • Undertaking preventive maintenance and repairs of medical/hospital equipment, plants, instruments and furniture;
  • Requisitioning for spare parts and consumables;
  • Taking inventory of medical hospital equipment, furniture and plants;
  • Collecting information for research. collecting information on medical engineering services for input into the Integrated Health Information Management System;
  • Carrying out minor repairs of health facilities and utilities; and
  • Implementing medical engineering programmes and projects.

Requirements for Appointment
 For appointment to this grade, a candidate must have:

  • Be a Kenyan Citizen
  • Diploma in Medical Engineering or any other equivalent qualification from a recognized institution; and
  • Certificate in computer application skills from a recognized institution
     

Orthopedic Trauma Technologist III – 2 Posts

Duties and responsibilities will entail: –

  • Manipulating and reducing fractures and dislocations;
  • Fixing and removing casts, bandages and tractions to and from patients;
  • Correcting Congenital Talipes Equino-Varus (C.T.E.V.);
  • Counseling patients/clients on issues regarding orthopedic trauma;
  • Cleaning and treating simple wounds resulting from orthopedic trauma;
  • Documenting orthopedic and trauma case; and
  • Assessing and referring patients with musculoskeletal conditions.

Requirements for Appointment

For appointment to this grade, a candidate must have: –

  • Be a Kenyan Citizen
  • Diploma in Orthopedic Plaster Technology from a recognized institution; and
  • Certificate in computer application skills from a recognized institution.

Duties and Responsibilities
This will be the entry and training grade for Radiographers cadre. An officer at this level will work under the supervision and guidance of an experienced officer. Specific duties will include:

  • Providing radiographic services to the patients;
  • Processing, verifying and maintaining information relating to patients;
  • Ordering and maintaining records of radiographic and photographic supplies.

Requirements for Appointment

For appointment to this grade, a candidate must have: –

  • Be a Kenyan Citizen
  • Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) with grade C (plain) in English/Kiswahili, Biology/Biological Sciences or Physics/Physical Sciences and C- in Mathematics; and
  • Diploma in any of the following:
    • Diagnostic Radiography/Medical Imaging Sciences,
    • Ultrasound,

Mortuary Attendant

Duties and Responsibilities

  • Receiving of dead bodies from wards, public and police and delivering same to relatives /parents/police
  • Wrapping in Mortuary sheets, labelling and storing of dead bodies in the Cold Room of the mortuary.
  • Keeping of appropriate registers for receipt and delivery of dead bodies at the Mortuary
  • Washing, cleaning and disinfecting of Mortuary equipment and instruments after postmortem examination.
  • Embalming of bodies whenever required
  • Delivering of dead bodies after autopsies to relatives/parents/police
  • Placing of dead bodies from wards and after autopsies in appropriate coffins when required.
  • Assisting in postmortems
  • Proper cleanliness and upkeep of the Mortuary, Cold Room equipment instruments.
  • Performing any other duties as may be assigned by the immediate supervisor.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a more senior and experienced officer. Duties and responsibilities at this level will entail:

  • Storing and retrieving medical records and documents;
  • Preparing clinics;
  • Updating bed bureau;
  • Editing Patient case records;
  • Capturing data from service points;
  • Maintaining record safety and confidentiality;
  • Balancing daily bed returns;
  • Maintaining patient Master Index;
  • Scheduling of patients to the consultants and specialty clinics;
  • Assigning codes to diseases and surgical procedures;
  • Indexing diseases and surgical procedures according to the International Classification of Diseases and Procedures in Medicine;
  • Compiling medical reports; sharing of health information with other stakeholders;
  • Analyzing data;
  • Compiling bio data; and preparing medical records and reports.

Theatre Technologist – 2 Posts

Duties and Responsibilities

  • Cleanse and disinfect surgical instruments and or equipment after surgeries.
  • Prepare surgical instruments and equipments for autoclaving/sterilization per protocol
  • Might also be required to prepare the area of the patient’s body that’s being operated on by cleaning or shaving the area maintains and keeps all surgical tools sterile and orderly.
  • Maintains and keeps all equipment clean and functional.
  • Order and maintain necessary supplies in the operating room.
  • Prepares the patients before and after surgery by washing and disinfecting the area for surgery
  • Prepare necessary equipment and instrument prior to procedure / surgery.
  • Assists in bringing the patient to the operating room.
  • Attends to the needs of the patients while inside the operating room
  • Assist surgeon during the procedure;
  • Under the direction of a surgeon, passes instruments that are used during an operation.
  • Assist nursing staff in keeping patient safe during the procedure by assisting with the application or restraints and following the recommended protocol.
  • He/she might be required to cut sutures, control breathing equipment, and sterilize and restock the operating room after surgery.
  • Takes care of any specimens obtained for testing following laboratory procedures by delivering specimens to the laboratory dispose of waste that’s removed during an operation.
  • Provides assistance to the surgical team and coordinates very closely with the doctors, nurses and laboratory staff.
  • Clean and disinfect operating room area after each procedure / surgeries.
  • Reports any defective equipment and instrument for repair or replacement.
  • Assist other staff in discharging patient as needed.
  • Performs other duties that may be assigned from time to time by the anesthetist in charge of theatre.

Requirement for Appointment

  • Diploma in Theatre Technology
  • Theatre technology experience in a busy theater is an added advantage.
     

Chairperson, County Executive Audit Committee

Duties and Responsibilities

  • Provide strategic direction to the Audit Committee.
  • Demonstrate independence and impartiality in decision making which accord with the legal constitutional and policy requirement.
  • Provide oversight in risk management, controls and governance processes and audit affairs of the County Government and make appropriate recommendations to the County Executive Committee regarding internal control and audit matters.
  • Follow up on the implementation of the recommendation of internal and external auditors.
  • Arrange for a periodic review of the effectiveness of the audit committee alongside its mandate; and
  • Provide clarification to members on the audit committee’s responsibilities.

Requirement for the Appointment

  • Be a Kenyan citizen.
  • Holds at least a Bachelor’s Degree in Commerce, Business Management, Business Administration (Finance & Accounting option) from an institution recognized in Kenya.
  • Be a member, in good standing, of a profession body such as ICPAK, ACCCA, ACA, CIMA and any other relevant professional body.
  • Have at least 10 years of experience, five (5) of which must be a senior management position.
  • Demonstrate understanding of national values and principles of governance referred in Article 10 and values and principles of public service referred in Article 232 of the constitutional of Kenya, 2010.
  • Demonstrate expertise in audit, financial management, or accounting with experience in public service or developed system of government and knowledge in risk management.
  • Demonstrate knowledge and understanding of the objects, principles and functions of the County Government of Marsabit.
  • Possess a good understanding of government operations and financial reporting.
  • Not a holder of a political office; and
  • Satisfy the provisions of Chapter Six of the Constitution.
