Director Resilience

Job Specifications

Specific Duties and Responsibilities:

  • Coordinating the establishment, building, and maintenance of partnerships with national and county governments, private sector, communities, and stakeholders on drought risk management, climate change adaptation, and shock-responsive safety nets.
  • Providing leadership and coordination of common programming by various stakeholders to achieve the national vision on drought risk management.
  • Spearheading the development of strategies, manuals, and guidelines on risk analysis and participatory tools for mainstreaming drought risk management and climate change adaptation in planning and budgeting processes.
  • Coordinating monitoring and evaluation of strategic interventions that enhance resilience to drought and climate change adaptation.
  • Leading the development and appraisal of proposals for drought resilience, climate change adaptation, and drought preparedness projects.
  • Coordinating the preparation and implementation of capacity development strategies for national and county actors/planners on drought risk management and climate change adaptation.

Director Research Data and Informatics

Position Summary / Purpose

The Director, Research and Data Informatics, is responsible for coordinating the generation and analysis of early warning information nationally, integrating relevant national and international data into the early warning system, and ensuring effective communication of drought information to stakeholders. The role also involves leading drought and food security assessments, determining response requirements, and overseeing data-driven decision-making processes.

  • Lead the development, review, and implementation of drought information policies, strategies, and plans.
  • Supervise the management, review, and updating of the national drought early warning system while integrating relevant information.
  • Coordinate the sharing of climate-related information at national and county levels.

To qualify for this position, a candidate must have:

Education

Assistant Director, Human Resource & Administration

The Human Resource Officers are responsible for ensuring that the Authority has the right and sufficient human resource to meet its objectives. They are responsible for management of the policies; compensation and benefits; staff training and development (competent and productive workforce); employee industrial relations; and performance management.

Drought Management Coordination Officer II (DMCOII) (12 posts)

Job Specifications

This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer and will be assigned duties and responsibilities in any of the following functional areas:

 Drought Information

Duties and responsibilities at this level will entail: –

  • Data collection, analysis and reporting of drought early warning information.
  • Compilation of county drought early warning bulletins;
  • Dissemination of drought early information to relevant stakeholders with particular emphasis to drought prone communities;
  • Conducting national and county food security assessments;
  • Conducting rapid food security assessments and other surveys (nutritional surveys, market surveys, urban vulnerability surveys, etc.);
  • Providing information to all drought management departments and Directorates
  • Monitoring of the drought early warning system.
  • Processing of GIS and remote sensing data and integrating into the drought early warning system
  • Developing of reporting guidelines for GIS and remote sensing data.
  • Identification of new remote sensing data sources for incorporation into the drought early warning system.

Drought Contingency Planning and Response
Duties and responsibilities at this level will entail:

  • Liaising with County Steering Group and County Planning Units, spearheading the production of Ward and County Contingency Plans;
  • Collaborating with County Steering Group to undertake Rapid Assessment of the drought situation;
  • Assessing the level of response and consolidate information required to request for disbursement of Drought Contingency Fund;
  • Managing and maintaining the county Drought Contingency Fund Management Information System (DCF-MIS)
  • Activation of Contingency Plans; implement and monitoring of County Drought Response interventions;
  • Spearheading the preparation of Drought Recovery Plans to link Emergency Phase to long term development;
  • Generating and sharing drought response activities progress and completion reports
  • Ensuring quality assurance of all drought response initiatives;

Drought Resilience
Duties and responsibilities at this level will entail:

  • Providing technical information relating to Disaster Risk Reduction and resilience building strategies to County based institutions;
  • Supporting the County Planning Unit to carry out drought risk analysis;
  • Facilitating the development and consolidation of community level Preparedness and Development Plans;
  • Coordinating and strengthening partnerships with stakeholders in the County;
  • Ensuring quality assurance of all drought risk management and climate change adaptation interventions and their compliance with statutory requirements/standards;
  • Facilitating the implementation, monitoring and evaluation of drought risk reduction initiatives undertaken by various actors;
  • Promoting mainstreaming of Drought Risk Reduction Strategies into long-term development plans of County stakeholders; and
  • Assisting in the implementation of joint Drought Resilience Initiatives by the Authority and other partners.

  • Have a Bachelor’s degree in either Range Management, Agriculture, Livestock, Economics or Agricultural Engineering Rural Development Studies, Mathematics, Statistics, Computer Science, Environmental Management, Developmental Studies, Agricultural Economics, Community Development, Information Science or Project Planning and Management from a recognized institution
