Org. Setting and Reporting
The United Nations Human Settlements Programme (UN-Habitat) is mandated by The UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. This is a fixed-term Limited position in the Nairobi duty station in the Budget, Finance and Operational Support Section (BFOSS) within the Corporate Management Division (CMD). CMD is responsible for advising on and coordinating administrative and programming support related to the implementation of UN-Habitat’s work programme, either directly or through the engagement of third-party service providers.
The focus of the position is on programme management and project implementation, provision of programme and project management services, correct interpretation of policies, procedures and practices, financial, administrative regulations and rules, quality assurance in monitoring project budgets and priority-setting on financial and budgetary matters in accordance with UN-Habitat’s mandate, objectives, focus areas and expected results. The incumbent will work in coordination with project managers in Headquarters and in the field, implementing partners and local authorities, facilitating programme implementation and delivery of planned outputs in line with donor agreements and work plans. Under the overall supervision of the Director, Corporate Management Division and direct supervision of the Chief of the Budget, Finance and Operational Support Section through the Programme Management Officer assigned to the respective substantive Division and/or Office, the incumbent will perform the following duties:
Responsibilities
- Facilitates the development, implementation, monitoring and evaluation of assigned programmes/projects; reviews relevant documentation and reports; identifies implementation challenges and recommends corrective actions; liaises with relevant stakeholders and follows up on agreed actions in accordance with UN rules and procedures.
- Supports the strategic and efficient management of programme and operational financial resources through effective planning, budget monitoring, resource tracking and application of appropriate financial controls.
- Contributes to the development and maintenance of project monitoring systems and tools to track programme implementation and ensure timely delivery of outputs by implementing partners in compliance with signed agreements and donor requirements.
- Assists in overseeing logistical, operational and administrative arrangements related to the planning, coordination and implementation of programme activities.
- Supports project managers in ensuring implementing partners submit timely technical and financial reports in the required formats; undertakes preliminary review of audit reports and financial statements and identifies observations or qualified opinions requiring follow-up action.
- Assists in the verification of requests from field offices, including budgets for field activities, inventory management, financial records and reconciliation of financial authorization transactions and direct payments to partners.
- Conducts operational and compliance checks on programme activities, including verification of supporting documentation submitted, review of expenditures related to completed activities, and participation in field/site visits for monitoring and reporting purposes.
- Provides substantive and administrative support to programme implementation under national execution modalities, including drafting terms of reference, specifications for goods and services, and other operational documentation.
- Assists in the review and reconciliation of all legacy and current programme and project portfolio transactions to ensure the continuous clean-up of portfolio backlogs.
- Assists in the review, appraisal and revision of programme/project submissions to ensure compliance with organizational mandates, policies, guidelines, results-based management principles and programme objectives.
- Supports the implementation of country-level operations by promoting adherence to organizational policies, procedures and internal control systems, and contributes to recommendations for process improvement and operational efficiency.
- Facilitates the organization of meetings, workshops, trainings and stakeholder engagement events related to programme implementation and coordination.
- Contributes to strengthening administrative support systems through effective monitoring, application of lessons learned and continuous improvement of field operations and designated offices.
- Participates in field missions and provides substantive, operational and administrative support, including data collection, analysis and reporting.
- Develops and maintains context-specific monitoring and reporting tools to support effective programme and project implementation.
- Supports the maintenance of asset registers and inventory records for field offices and operational locations outside headquarters.
- Contributes to data collection, analysis and visualization for evidence-based planning and decision-making, including preparation of graphs, charts, tables, dashboards and analytical reports.
- Documents requirements, methodologies and background information used in data analysis and reporting processes.
- Acts as a Certifying Officer for assigned programmes in line with rule 105.5 of the UN Financial Regulations and Rules.
- Performs other related duties as required in support of programme and field operations.

Education
- Advanced university degree (Masters’ degree or equivalent) in Business Administration, Project Management, Public Administration, Economics or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of two (2) years of progressively responsible experience in project/programme management and administration of projects at the local/national level or related area is required.
- Experience with non-governmental organizations and/or the UN system or similar organizations is required.
- Experience in developing monitoring tools for project implementation in an international organization is desirable.
- Experience with an Enterprise Resources Planning (ERP) system, such as Umoja/SAP, is desirable.
- Experience in interacting with a range of local, national and international partners is desirable.
- Experience in international development dealing with project funds and/or programme management is desirable.
- One (1) year or more of experience in data analytics or related area is desirable.

- English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Kiswahili is required.
