Consultancies Description

Qualifications

  • Minimum 3 years of relevant experience in data collection, entry, and analysis on project-based documentation. 
  • Demonstrated practical experience in the use of relational databases. 
  • Experience in the use of computer applications and data capture and analysis software, particularly Microsoft Excel and Access and web-based platforms and databases. 
  • Working knowledge and understanding of various Business Intelligence (BI) tools such as Power BI, Tableau, R Shiny, MS Access, MS Excel, Metabase, etc. 
  • General knowledge and practical experience of using Geographic Information System (GIS) tools such as ArcGIS and/or QGIS to conduct spatial data analysis. 
  • Regional experience and a good understanding of Somalia context is highly desired. 
  • Must have outstanding people skills and the ability to arrange simultaneous tasks. 
  • Excellent verbal and written communication skills, especially in English and Kiswahili. 
  • Ability to stay organized, give attention to information, follow directions and multi-task professionally and efficiently, and comply with data integrity and security policies, including confidentiality 

Graphic Designers

Consultancies Description 

  • SI seeks to prequalify consultants to provide consultancy services on need basis. The consultants may be required to travel to Somalia if and when necessary. The prequalified consultant will receive approved SOW from ELMI Somalia operations team upon USAID request.

Qualifications

  • Maximum of 5 years of experience  
  • Strong theoretical and practical background in graphic design, including the use of design software such as Adobe Design Premium, Photoshop, Illustrator, In-Design, CorelDraw, web design tools such as Dreamweaver and Flash. 
  • A Bachelor of Arts Degree in Graphic Designs or related fields from a recognized institution. 
  • Have adequate knowledge of graphic design, layout, and document development, with a keen eye for aesthetics and details. 
  • Experience in Communications for Development work. 
  • Prior experience working with USAID implementing agencies is an asset. 
  • Show a clear and mature style of design, and proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and color management. 
  • Good understanding of new and evolving technologies and digital platforms. 
  • Have a good track record for similar work (samples of previous deliveries may be needed). 
  • Be supportive to provide guidance to USAID Somalia ELMI on printing on matters such as original formats as required to enable printing. 
  • Be available and have a flexible work schedule to enable prompt changes on the design work based on feedback from USAID Somalia ELMI and its stakeholders. 

Translation/Transcription Services

Qualifications

  • At least three years of experience in translation, particularly of the localized dialects in each of the regions of Somalia 
  • Demonstrable experience in translation with strong experience in research, monitoring and evaluation 
  • Impeccable English language skills with the ability to write succinctly, coherently and effectively, with a very strong attention to detail 
  • Expert knowledge of the Somali context and language 
  • Strong organizational skills and demonstrated ability to work methodically with large volume of data, and large numbers of reports 
  • Ability to translate the data collection tools – the consultant will study the paper versions of each of the data collection tools that have been written in English, study the scripted version, and translate the paper versions of the tool from English to Somali. 
  • Respond to ELMI feedback to correct, enhance or otherwise revise completed translations within defined timelines. 
  • Ability to produce consistent quality products under tightly-defined deadlines 

Knowledge Management and Strategic Communications Services

Qualifications

  • Implementation of effective Knowledge Management, that includes tacit and explicit knowledge, content management, and knowledge sharing strategies.

Qualifications

  • At least 5-8 years of professional experience in the fields of writing/editing/quality proofreading/copywriting of research studies. 
  • Proven track record of research studies and publications (please share links or documents of some of the previous publications done). 
  • Knowledge of relevant software for production of high-quality publications, ready-to-print files, and electronic versions for web-posting. 
  • Strong analytical and writing skills and track record in producing relevant knowledge and communication materials for various target audiences including government, development partners, private sector, and the public. 
  • Strong interpersonal skills and experience in organizing and facilitating the production of publications. 
  • Proven ability and capacity to deliver and meet tight deadlines.

Performance Plan and Report (PPR) Support

Project Summary   

  • The USAID/Somalia Evaluation, Learning, and Monitoring Initiative (ELMI) project operates under an indefinite delivery/indefinite quantity (IDIQ) contract for the provision of Monitoring, Verification, and Reporting (MV&R) activities. Through Task Order 1 under the IDIQ, Social Impact will serve as a third party M&E contractor to collect information on activity performance including conducting monitoring and verification visits to all USG supported sites in Somalia. These services will include monitoring, verification, and reporting (MV&R) services; data quality assessments; engineering, architectural and environmental services; logistical and administrative support services; and performance management support. The period of performance for ELMI Task Order 1 is five years, from June 15, 2022 to June 15, 2027. 

Responsibilities and Qualifications

The PPR Support Consultant will do/possess the following:

  • Supports USAID/Somalia’s annual Performance Plan and Report (PPR) process, including working with USAID to report relevant data in an accurate and timely manner through performance indicators and narrative results and cross-cutting issue statements. 
  • Prepare results narrative for the draft PPR report in part by analyzing pertinent information from IP, evaluations, and other reports to include in the PPR report. 
  • Collaborates with USAID/Somalia and IP staff on PPR issues. 
  • Reviews PPR indicators and data quality as well as evaluations to ensure high quality, accurate data is contained in the PPR and the indicator narrative and other narrative sections are accurate and up-to-date. 
  • Master’s degree in economics, international relations, international development or a related field with at least eight (8) years of relevant experience in program monitoring and evaluation, proficiency and skills in quantitative and qualitative data collection and analysis, data management and reporting approaches in a development context. 
  • Experience with USAID PPR process 
  • Experience with management information systems for capturing performance data. 
  • Knowledge of results frameworks and how to apply a theory of change to goals and objectives as well as familiarity with M&E methods of evaluating the worth of program accomplishments. 
  • Strong writing skills. 

Facilitation/Learning, Coaching and Mentoring Services

  • SI seeks to prequalify consultants to provide consultancy services on need basis. The consultants may be required to travel to Somalia if and when necessary. The prequalified consultant will receive approved SOW from ELMI Somalia operations team upon USAID request.

Qualifications

  • Applying adaptive management techniques in complex development programs and applying human- centered design to group facilitation and/or service design especially in learning events. 
  • Engaging various stakeholders, from the government to private sector actors on enhancing private sector development communities, in learning and adaptive processes. 
  • Demonstrated commitment to integration of gender, youth, and social inclusion dimensions, and regional experience and thorough understanding of Somalia context. 
  • Conducting training and facilitating group process work. 
  • Working with co-trainers and project team to develop, and revise training materials tailored for specific audiences. 
  • Developing and producing training materials for the targeted audience. 
  • Maximum of 6 years’ experience 

Rapporteur Services for Meetings, Workshops, Conferences and Events

  • SI seeks to prequalify consultants to provide consultancy services on need basis. The consultants may be required to travel to Somalia if and when necessary. The prequalified consultant will receive approved SOW from ELMI Somalia operations team upon USAID request.

Qualifications

  • Bachelor’s degree in English, literature, journalism, communication, or any other relevant fields from a recognized institution. 
  • Sound experience in drafting/editing reports from technical workshops and at least two years’ experience in minutes taking, reporting, or other documentation processes. 
  • Excellent oral and written English.
  • Ability to gather data, compile information, and prepare reports.
  • Good report writing and photography skills. Demonstrate the ability to use a neat, concise, and clear style in writing and communication.
  • Demonstrate experience in using innovative approaches such as graphics, charts, etc. to summarize key content.
  • Ability to work independently with minimal supervision and meet deadlines.
  • Specific experience as a rapporteur for USAID or donor-funded activities is an added advantage.
  • Excellent computer software skills – MS Word, Excel, and Adobe In Design
