Peacebuilding Assistant
Overall purpose of the role:
The Peacebuilding Assistant will play key roles in implementing the Social Cohesion project in Kalobeyei/Kakuma. He/she will work directly with Refugee community in Kalobeyei Settlement/Kakuma and host community within the project area and local authorities to strengthen their capacity to improve safety at the community level. This includes, but is not limited to conducting assessments to cases of insecurity claims, facilitating community dialogues on conflict, provide training on conflict management and support the strengthening of community – formal security provider relationships.
Responsibilities:
- Act as primary link between the assigned target communities and DRC;
- Coordinate with local authorities/community leaders during identification of project beneficiaries in target areas in accordance with DRC selection criteria and process;
- Support in mobilization of community leaders to UNHCR and agency meetings
- Liaise with community leaders and local government authorities about the safety in the assigned target communities (i.e. community entry);
- Conduct conflict assessment/analysis when required and provide sufficient recommendations.
- Conduct assessments to individuals with safety and security related concerns. The assessments should be focused on identifying and mitigating the escalation of individual conflicts into the wider community.
- Facilitate dialogue and other activities aimed at reducing armed violence and including activities to strengthen local conflict management capacity and to promote better collaboration between local communities and formal security providers.
- Work closely with the SGBV and Child Protection departments in supporting mediation dialogues.
- Facilitate routine review and coordination meetings for community leaders and peace committees
- Facilitate peace club sessions at the target schools within the project area.
- Ensure good cooperation with partners and other organizations working in the project target areas;
- Demonstrate excellent collaboration with DRC staff and partners from other target areas irrespective of their tribal identity;
- Compile the required monitoring forms and reports using the prescribed HDP formats and submit reports to the Project Officer Weekly and on Monthly basis.
- Provide inputs and participate in the development of community Safety Concept;
- Ensure that all tasks allocated by the Area Manager and Social Cohesion Project Officer or their delegates are executed promptly, efficiently and in accordance with DRC operational guidelines;
- Take good care of all assigned equipment including communication equipment;
- Ensure that there are receipts for all expenses and compile all receipts according to DRC financial guidelines by the end of each week financial reporting period and submit to the Kakuma DRC Finance officer.
- Fully adhere to DRC procedures for security, financial management, logistics, human resources and administration;
- Uphold DRC’s Code of Conduct;
- Any other tasks as may be assigned from time to time.
Experience and technical competencies:
- 2 -3 Years’ Experience with community peace and/or development work.
- Experience of working in insecure environments is an added advantage;
Education:
- A University Degree/Diploma or equivalent work experience, preferably in peace studies, Conflict management, political science or related field.
Languages:
- Fluent in both Written and Spoken English and Swahili language.
Economic Recovery Officer
Overall purpose of the role:
The Economic Recovery Officer, in conjunction with the Team Leader, will ensure effective project component activity implementation oversight, monitoring and evaluation in Dagahaley Camp and the neighboring communities. This position works closely with other livelihoods team colleagues to ensure an integrated approach in beneficiary targeting, activity execution, assessments and feedback. The role also liaises closely with stakeholders located in international and national NGOs, county/national governments and community leadership structures to ensure effective service-delivery, participation and added value. This position provides technical support for Vocational Skills Development and Drylands Agriculture across all the camps and host community locations.
Responsibilities:
R1. Project Management and Development:
- Participate in project planning & implementation including activity, budgeting and procurement/logistics planning
- Develop and maintain detailed implementation plans to deliver program to agreed timeline and milestones
- Ensure all project activities are implemented on time and in line with the set-out work-plans
- Promote collaboration and synergy between refugee focused interventions and the host communities
- Prepare and conduct community sensitization forums/meetings with community leaders and beneficiaries in the refugee and host community set up
- Document lessons learned from training activities, community meeting and assist in preparing training reports
- Promoting business/farm group development through support, coaching, mentoring, regular feedback and identification of investment needs and opportunities.
- Supervise core components namely education scholarships, drylands agriculture & vocational skills as well as the supportive sectors namely, micro-enterprise development, savings groups, financial literacy and value-chain/market-development in conjunction with colleague technical officers.
- Organize and coordinate livelihood related stakeholders’ meetings/workshops/forums to enable the active, free and meaningful participation of project beneficiaries in the design and implementation of project activities within refugee and host communities
- Assist in developing livelihoods concept notes and proposals
- Offer technical support in vocational skills and drylands agriculture to colleagues in other locations.
R2. Monitoring, Reporting and Evaluation:
- Keep accurate records of events and activities including meeting/class/training attendance.
- Collect and analyze livelihoods data on a monthly basis
- Participate in periodic field level programme review and planning meetings
- Support with weekly, monthly, quarterly and annual donor/internal reporting
- Develop case studies, human interest stories, et cetera, for use in communications and monitoring reports
- Ensure project staff supervised adhere to CHS Principles in the day-to-day project implementation and participate in CHS audits
- Support in implementing M&E plans
- Participate in/facilitate baseline surveys, needs assessments and conduct consultative meetings with the project stakeholders
- Organize and conduct education scholarships monitoring sessions and collect data.
R3. Coordination & Partnerships:
- Serve as the liaison with stakeholders and relevant Government of Kenya departments from the location to divisional levels
- Promote collaboration and synergy between the DRC host community projects and the similar projects/groups in the Dadaab refugee camps
- Ensure and maintain mutual linkages with the County and Sub-county offices especially with any related line ministries to enhance their understanding of program needs in the assigned area of operation.
- In the absence of the Team Leader – Livelihoods, represent DRC in livelihood and education inter-agency coordination meetings
R4. Budget Management:
- Monitor the related budget-lines in order to maintain programme expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements with the support of the Team Leader
- Take parts in periodic budget review meetings to ensure effective budget implementation
R5. Staff Supervision:
- Line supervision of national and incentive livelihoods staff
- Staff performance monitoring
Experience and technical competencies:
- 4 or more years’ experience working with I/NGOs within humanitarian/development contexts
- Demonstrable experience in livelihoods/food security programming within refugee/host community settings
- Demonstrates a good understanding of Project Cycle Management
- Has excellent communication (spoken and written) skills
- Working knowledge of MS Office, Excel and other relevant computer applications
- Good planning and organizational skills coupled with problem-solving ability
- Possess good level of conflict management skills
- Possess a sense of cultural awareness, sensitivity and respect for diversity
- Strong organizational, team spirit and team work skills
- Knowledge of the key issues and trends in livelihood/food security interventions
Education:
- Bachelor’s Degree in Education, Business Administration, Commerce, Agribusiness, Agriculture, Sociology, International Development/Relations or Economics
- Further short trainings in drylands agriculture, entrepreneurship, technical education, value-chain development, making markets work for the poor (M4P), community-managed microfinance/savings groups, MIS for savings groups or agricultural production highly desirable for this role.
