Sexual Reproductive Health and Rights Advisor
THE ROLE PURPOSE
- The role serves as the principle advisor for Plan Kenya’s integrated technical and programme advice in girl and youth focused sexual and reproductive health and rights. The incumbent will use policy and advocacy work to increase support from the Kenya government to enable the country make substantial progress in health with a primary focus on adolescent and youth sexual and reproductive health ad rights.
- S/he will lead the program design, technical strategy, implementation, monitoring, evaluation and learning of Plan Kenya’s adolescent and youth sexual and reproductive health rights (AYSRHR). Working with others, S/he will ensure highest level of technical quality of the SRHR program and related projects. The role plays a critical role in advancing Plan International’s SRHR strategy and will work closely with other advisors in the region and at the global hub to support Plan International’s SRHR program. This requires an individual who is passionate about SRHR, has sound technical knowledge and solid programmatic experience and an appetite for learning and sharing.
- The position will contribute to business development by supporting intelligence gathering, proposal development, advocacy and donor engagement to deliver on Plan Kenya’s bold ambitions for girls and youth in Kenya.
- The incumbent will drive intended results and outcomes for this area of work. Key to this will be the delivery of related strategies that contribute to the elimination of teenage pregnancies and harmful practices that prevent girls from thriving and achieving their full potential. The role will ensure that Adolescent Sexual and Reproductive Health and Rights issues are brought into the mainstream of health and development in the different local and national contexts.
- The role is critical in ensuring the protection and promotion of SRHR in emergency situations by addressing SRHR needs and well-being of affected populations and coordinating efforts to ensure the provision of essential SRHR services.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Qualifications/ experience essential:
- A Bachelor’s degree in health sciences (Medicine, Public Health or any other related discipline;
- At least 7 years of demonstrable experience in adolescent and youth sexual and reproductive health rights programs and services health programming, 3 of which must be in advisory/managerial role.
- Strong and up to date knowledge of adolescent development, policies, family planning and reproductive health principles, programme practices and strategies with proven and up to date knowledge in SRHR professional developments and related issues such as teenage pregnancies, child marriage, age responsive and comprehensive sexuality education as well as meaningful youth engagement in AYSRHR;
- Have wide range of experience in adolescent inclusive reproductive health programming and be recognized leader in this field with the ability to be strategic, while still being able to manage the day-to-day management of the SRHR
- Proven experience in providing technical assistance to complex SRHR and health programs
- Commitment to Plan Kenya’s position on promoting girls’ rights and gender equality and integrating all these aspects in their day to day work
- Knowledge of health programming issues in the Kenyan context.
Qualifications/ experience desirable:
- Passion for SRHR and a demonstrated commitment adolescent and youth SRHR, elimination of harmful cultural practices, and gender equality
- Knowledge of concepts and main debates related to the themes of sexual and reproductive health, rights, harmful practices and adolescence and young people.
- Demonstrated experience in coaching and mentoring staff on health interventions.
- Experience in designing and technical support/management of public health programme around ASRHR projects
- Good understanding of country health sector strategies.
- Demonstrable advocacy experience in national and county level health systems and structures.
Languages required:
- Excellent written and verbal communication skills in English.
Child Rights and Safeguarding Officer
THE ROLE
- The Child Rights & Safeguarding Officer will coordinate and monitor the implementation of the Global Policy on Safeguarding of Children and Programme participants, as well as the Policy on Preventing Sexual Harassment, Exploitation and Abuse (PSHEA). The position holder will be responsible for the design, implementation and monitoring of the annual priorities for Safeguarding and PSHEA for Plan Kenya, working in partnership with representatives from all Programme Units, relevant Departments, and external stakeholders as needed. S/he must have proven experience in child & youth safeguarding and child protection programming, have expertise on engaging children and youth, and be well-versed with the community, county and national protection systems and mechanisms.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Planning, strategy and policy (15%)
- Coordinate the implementation of Plan International’s Global Policies on Safeguarding Children and Young People, and Preventing Sexual Harassment, Exploitation and Abuse (PSHEA) informed by the annual Safeguarding Self-Assessment exercise
- Ensure Plan Kenya adopts a survivor-centred and rights-based approach in the prevention and response mechanisms established for all Safeguarding incidences
- Facilitate strengthened integration of Safeguarding principles, procedures and practices in all programmatic and operational functions
Programme and project design and influence (15%)
- Promote the adherence to and integration of Safe Programming Principles in the implementation of projects
- Engage Program and Project Implementation staff to ensure that there is use of harmonized strategies on engaging/involving and/or empowering children and young people, including providing platforms for their meaningful engagement with Plan and other external stakeholders
- Engage with the Media Relations and Communications Team, as well as the Influencing and Advocacy Advisor in defining, establishing and sustaining Plan Kenya’s strategy and practice on engaging children and youth
- Facilitate interaction and engagement with partners and external stakeholders on good Safeguarding practice; sharing our policy and practice where relevant, and exploring opportunities to link and/or strengthen our Safeguarding mechanisms with the available systems and services for protection of children and youth
- Develop, consolidate and/or provide input to periodic reports on the implementation of Safeguarding/PSHEA
- Identify and support on strengthening points of integration with other thematic areas
- Lead on co-creating innovative safeguarding solutions together with children, girls, young women and youth as well as the communities and other partners
- Working closely with implementing teams, lead/support on the identification and documentation of safeguarding best practices, safe guarding champions and stories of change
- Working closely with implementing teams, lead on generating concepts and proposal development ideas to raise grants to scale up on safe guarding and its integration in programming
- Coordinate with the M&E and knowledge management unit and ensure the compliance of indicators of safe programming
- Lead on and/or support implementing teams on organizing learning forums on safeguarding among programme participants at different levels – schools, community and county/national stakeholder forums
- Keep informed of current legislation, statutory and other guidance and changes or updates with regards to safeguarding and PSHEA – including data protection and confidentiality – and cascade the information accordingly.
Working in Partnership and resource mobilisation (10%)
- Uphold the principles of Building Better Partnerships Approach, while ensuring Safeguarding principles are embedded in the assessment, on-boarding, and regular capacity building of partners
- Contribute to strengthening good Safeguarding Practice among Plan Kenya’s implementing partners, specifically the community-based organizations and the youth led organizations, including supporting their development/enhancing their own Safeguarding policies
- Participate in networks and forums (civil society, NGOs, Government stakeholders, Academic Institutions, etc) on Safeguarding and PSHEA
- Engage in providing input and relevant information to flagged business development opportunities
- Support in reviewing of proposals with a child safeguarding lens to ensure safe programming principles are upheld
Capability building and People Management (15%)
- Support staff orientation and capacity building on Safeguarding and PSHEA, as need be
- Drive regular learning sessions on topics relating to Plan’s Safeguarding Standards, with an aim of improving the appreciation/understanding and uptake of key Safeguarding principles among staff in different functions
- Identify training needs and conduct capacity building trainings, sensitization sessions and briefings for program participants (including children and young people), partners, and other external stakeholders
- Support the coordination of the Safeguarding Focal Points
- Develop and prepare materials for all Child Safeguarding related trainings including translations of IECs where need be
- Develop child safe guarding messages for various groups of stakeholders and facilitate publication.
- Provide technical guidance on child safeguarding to partners, volunteers, PIK representatives and other key stakeholders including consultants.
Financial Responsibility (10%)
- Monitor programme performance and budget utilization of the KCO/National Protection and Safeguarding Project(s), on a monthly basis and provide information on corrective measures as needed
- Support the quarterly and annual planning and reporting processes of the KCO/National Protection and Safeguarding Project(s), to ensure budgets are well structured, managed and utilized against planned objectives
Risk Management (10%)
- Support the development and review of Safeguarding risk assessments for project activities, project documents, program proposals and partnership documents for both development and emergency related implementation
- Compile partners’ activity documents, analyse partners risk assessment result and support on identified gaps
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (20%)
- Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
- Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
- Ensures that Plan Kenya contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
- Act as the first or among the primary focal point or point of contact for any safeguarding/PSHEA concerns, providing timely, relevant support and advice in order to safeguard children, girls and young people.
- Make timely referrals as needed, to support victims/survivors of safeguarding/PSHEA incidences. This may include psychosocial support, health care and legal support as appropriate

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Qualifications/ experience essential:
- A Bachelor’s degree in Social Sciences or Development Studies
- At least 3 years of relevant work experience in a chid focused organization
- Proven experience in child protection/safeguarding at all levels (community, county and national)
- Good understanding of child protection systems in the country, with specific knowledge of case management and psychosocial support
- A clear understanding of the strategies for engaging with children and young people in programme activities and advocacy
- Experience working with civil society and community-based organisations, particularly in Kenya
- Commitment to Plan values, with special attention paid to the adherence of Plan’s Global Policies on Safeguarding Children & Young People, and Prevention Sexual Harassment, Exploitation and Abuse (PSHEA)
- Result oriented, good interpersonal and communication skills including influencing, coordination and networking
- Ability to conduct trainings for varied audiences – adults, children, youth; Government representatives, CSO representatives, etc

Knowledge:
- In-depth knowledge of gender and inclusion and global/local development issues, with particular knowledge in girls’ rights and child rights, feminist movements, the key actors and institutions, and the power dynamics involved.
- Competent understanding of key gender inequalities, gaps, barriers and opportunities at the national, regional and global level and gender and inclusion in programs, and especially for children and girls.
- In-depth understanding of the policies, processes, institutions and organizations that shape the development and humanitarian context and standards within Kenya.
- Understanding of the implications of working with a rights-based approach to development and is able to analyze the situation of children’s and particularly girls’ rights in his/her working context
- In-depth knowledge on different types of partnerships and civil society strengthening and capacity building. Understanding issues, principles and strategies and their root causes and working with Plan’s principles and a range of strategies and approaches to improve outcomes
Urban Programme Development Lead
Role Purpose
- The Urban Programme Development Lead role will lead in harnessing PII’s urban programming experiences across Middle East Eastern and Southern Africa (MEESA) region. The holder of the role will work with and support all the 15 Country Offices in MEESA, with a primary focus on growing PIIs urban development programming portfolio. The role will drive excellence and scaling up of urban development programming, while utilizing Plan’s Urban Hub Toolkit, and introducing other tried and tested urban development programming models.
Dimensions of the Role
The primary objective of the role of the Urban Programme Development Lead, is to:
- Provide thought leadership and technical support in the development of innovative sustainable urban programmes that have a lasting impact in the lives of children and youth.
- Work in collaboration with the PII Urban Hub to deliver on the strategic framework of the hub in the MEESA region, and directly work with country office partners to realise the priorities of the Urban Hub in the MEESA Region.
- To lead and support the Urban Hub in external representation in the MEESA region- building collaborative external partnerships which can drive deeper impact and complementary expertise in urban contexts.
- To support business development opportunities in partnership with PII offices in MEESA region where urban expertise and contributions of the Urban Hub are of value.
- To work with Plan International Denmark and their country office partners who directly implement urban programs to provide any necessary technical or program management support.
Accountabilities and Main Work Responsibilities
Strategic Urban Hub Leadership in the MEESA Region (30%)
- In partnership with the Urban Hub, facilitate and build knowledge, support and collaborate in the MEESA region in the area of urban programming.
- Provide direct support and technical advisory services to Country Office partners in the MEESA region in relation to key areas of urban expertise.
- Work as a member of the Urban Hub to assist and support the development of new tools and resources. Contribute to achieving the overall strategic ambition of the urban hub. Deliver training, mentoring and support to country office partners in the region.
- Collaborate with other regions of Plan International, as needed to support urban programming and learning.
External Representation and Partnership Building in the MEESA region (50%)
- In coordination with the Urban Hub, represent Plan International in building strong partnerships with relevant organisations. Build the profile of Plan International. This can include UN Habitat and the Africa Development Bank.
- Actively explore and seek new partnerships which can complement Plan’s programs and expertise.
- Support and contribute to business development in the area of urban programming, and assist in the formation of coalitions and consortiums in bids, particularly in the area of urban climate adaptation and resilience, youth leadership and economic empowerment.
Program Management and Technical Support of Plan Denmark – funded Urban youth-led climate adaptation programs (20%)
- In coordination with Plan Denmark and relevant country offices take part in developing, managing and offering technical support on new youth-led urban climate adaptation programmes.
- Contribute to and provide technical feedback on project reports, research pieces and evaluations of urban projects.
- Provide technical review of bids where urban climate adaptation, resilience or other aspects of urban programming represents an integrated component of the bid, and / or review proposals from other technical teams, as relevant, to provide input and advice.
- Collaborate with DNO’s Program Development Manager, on program development and business development where there is a need to do so.
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Technical expertise, skills and knowledge
Essential Knowledge & Skills
- Masters Degree in program development or equivalent with at least 8 years working in the international development sector, with an explicit focus on the area of resilience, climate change or urban programming
- Experience in capacity building, mentoring and delivering training.
- Well-developed organisational and time management skills including the ability to manage workflows, balance competing priorities and to deliver quality results within deadlines.
- Demonstrated communication and negotiation skills, as well as the ability to develop and maintain effective working relationships with external and internal stakeholders (cross functional teams across all levels of the organisation).
- Demonstrated understanding of gender equality and women’s empowerment and a commitment to Plan International approach and values including diversity and inclusion.
- Project management and report writing
