Job Purpose:

The Director is responsible to the Chief Executive Officer for setting of standards, licensing, ensuring service viability and advocacy through public education in line with the Water Act 2016 Section 72.

Reporting Relationship:

This role reports to Chief Executive Officer.

Job Specification:
Duties and responsibilities at this level will entail:

  • Co-ordinate the determination of standards for water service provision including asset development and management, water quality, tariffs, governance, and complaints handling;
  • Co-ordinate the licensing of water services providers;
  • Co-ordinate the evaluation of the pricing for water;
  • Oversee independent review or analysis of water and waste water quality reports;
  • Liaise with communication team on dissemination of engineering regulations, rules, and standards to targeted users;

Manager Tariffs

Job Purpose:

Responsible for supporting water service regulatory activities through provision of economic / financial analysis guidance to promote efficiency and viability in the provision of water services.

This role reports to Director Licensing, Standards and Advocacy.

Senior Tariffs Officer, Tariffs Officer and Tariffs Assistant.

Job Specifications:

Duties and responsibilities at this level will entail:

  • Coordinate the evaluation of tariffs for water and sanitation services.
  • Oversee the implementation of regulations on asset development which shall include business, investment, and financing plans to ensure efficient and effective water services and progressive realization of the right to water services;
  • Determine the extent and conditions of financial support to be accorded to water services providers for providing water services;

Senior ICT Officer

The duties and responsibilities entail:

  • Implementing ICT policies, procedures, and controls programmes;
  • Providing technical support for the ICT infrastructure and telephony systems including hardware, software support and help desk services;

Legal Officer

Job Purpose:

Legal Officers are responsible for providing information on Board best practices and tailoring the Board’s governance framework to fit the needs of WASREB.

Reporting Relationship:

This role reports to Senior Legal Officer.

Job Specification:
This is the entry grade for this cadre and the duties and responsibilities entail:

  • Interpreting legal cases;
  • Advising the management on all legal requirements and prosecution procedures;
  •  Issuing instructions to agreement and contract defaulters;
  • Developing and implementing legal agreements and contracts in liaison with relevant departments, divisions, and units;
  • Ensuring compliance with the legal framework, agreements, and contracts;
  • Preparing legal opinions on legal cases; and
  • Carrying out research on emerging legal issues.

In addition, the duties of the officer deployed in the Board Secretariat Unit will be as follows:

  • Providing administration and logistical support to the wider Board function;
  • With the guidance of the Corporation Secretary, manage the diary of events of the Board;

Job Purpose

The Part Time Inspectors will support the regulator in surveillance of the sector though carrying out inspections of the Water Services Providers in the different areas of operation. The areas include but not limited to the following:

Reporting Relationship

This role reports to the Director Monitoring and Enforcement

Job Specification

The part-time inspectors will report to the Director Monitoring and Enforcement. The duties and responsibilities of the part-time inspectors will entail:

  • Inspect and evaluate the water and effluent quality monitoring systems in line with the Water Quality and Effluent Monitoring Guideline and report on corrective measures.
  • Evaluate Water Service Providers internal governance arrangements as per the prevailing laws and governance standards and report on corrective measures.
  • Inspect and evaluate water works and water services to ensure that such works and services meet the prescribed standards in design, construction, operation and maintenance and report on corrective measures.
  • Undertake performance and value for money audits.
  • Inspect and evaluate the billing systems, revenue collection systems and expenditures of the WSPs in order to verify adherence to the approved tariff and license conditions.
  • Assess the alignment of the WSPs’ budget to the approved tariff and adherence to approved tariff conditions.
  • Asses the monthly billings and payments of Regulatory levy vis a vis provisions in the approved tariff and determine the variance.
  • Establish the basis of high Non-Revenue Water (NRW) including the adequacy of the NRW reduction strategy and make appropriate recommendations.
  • Assess the adequacy of the consumer complaints handling mechanisms and make appropriate recommendations for improvement.
  • Inspect and evaluate the financial systems of WSPs to ensure adherence to the Public Finance Management Act and Regulations and any other applicable laws.
  • Inspect and carry out efficient and in-depth auditing of the company human resources policies, processes, systems, structures, identify available gaps and recommend appropriate changes to ensure adherence to the sector standards and Regulations and any other applicable laws.

Person Specification
For appointment, part-time inspectors must have:

  • Be a Kenyan with at least 5 years post qualification working experience in arelevant profession.
  • Have Knowledge of the water sector.
  • Have a degree in Civil Engineering, Construction Management, Water Quality, Law, Finance, Human Resource, Business management, Economics, Law, or other relevant disciplines.
  • Have a professional certificate from the relevant professional body that authorizes one to be a practitioner in that field (Certified Human Resource Auditor) and
  • Relevant knowledge in the auditing of human resource policies, systems, structures and experience working in a HR labour -intensive organization.
