Senior Programme Management Assistant
Responsibilities
- Independently provides full range of programme/project management and implementation assistance at all phases of the programme/project cycle for, typically, a large and highly complex component of the departmental programme/project initiatives, seeking guidance only in exceptional circumstances. \Works with funding agencies in arranging financing modalities; obtains requisite clearances; ensures establishment of proper monitoring systems through scheduled reporting, review meetings and missions.
- Drafts budget and forecast based on submissions; prepares monitoring checklists, identifying stages of programme/project development, funding source, inputs by reviewing internal and external bodies, and follow-up actions required.
- Monitors budgetary commitments, including verification of charges and obligation documents in UMOJA for all financial transactions; prepares periodic budget revisions and ensures appropriate resource allocations; reconciles accounts with amended budget; evaluates trends of financial implementation and makes necessary recommendations to line manager.
- Supports coordination, monitoring and expedition of implementation activities and participates in programme/project evaluation; liaises with diverse organizational units to initiate requests; obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
- Arranges for formal closures of projects, final budget revision, transfer of equipment, clearance, publication and distribution of final report.
- May undertake mission/field work in support of above activities, e.g. specific administrative, operational/control tasks for programme/project activities.
- Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities.
- Supervises office support staff, including distribution and review of work assignments, training, and inputs to performance evaluation.
- Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Assists with visualizations and updating information material such as web pages or brochures.
- Performs other related duties as assigned.

Education
- Completion of High school diploma or equivalent is required.
Work Experience
- A minimum of ten (10) years of experience in administrative services, finance, accounting, audit, human resources, technical cooperation or related area is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first level University degree. Experience in conducting research and preparing statistical or analytical reports from various databases is desirable. Experience in the application of relevant regulations and rules of the United Nations, or any similar public service organization, in an operational environment is desirable. One (1) year or more of experience in data analytics or related area is desirable
Associate Administrative Officer
Responsibilities
Human Resource Management
- Undertakes actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
- Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
- Provides information on unit’s staffing needs for inclusion in department’s staffing table.
- Budget and Finance Assists in developing the unit’s work program and budget; analyses inputs and formulates resource allocations by work program, or business processes.
- Monitors budget/work program with respect to Headquarters’ budget, trust funds and grants, on a regular basis, and reallocates resources as necessary.
- Supports the implementation of procedures and systems for implementing the appropriate financial database. Contributes to the development of budgetary guidelines for own unit.
General Administration
- Supervises support staff as required.
- Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems).
- Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. Perform any other duties as may be assigned.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of two (2) years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required. Experience in HR management and general administration processes at Regional Offices Level is desirable. Experience in the application of Human Resources rules and regulations in an international organization operational environment is desirable. Experience in using Enterprise Resource Planning (ERP) systems such as System, Applications and Processes (SAP) is desirable. Communications and Event Management Consultant
RESPONSIBILITIES Under the supervision of UNITAC’s Technology and Innovation Specialist, the individual contractor will be responsible for the following tasks:
UNITAC Conference for the International Guidelines on People-Centered Smart Cities:
- Update communication assets package with latest project information Designated focal point for all speaker and moderator management related activities.
- Liaise and coordinate with event focal points to ensure adherence to timelines and key milestones.
- Send effective and regular communication emails to event focal points and their teams for action.
- Coordinate the speaker invitation process including preparing speaker invitation letters, responding to speaker enquiries, requests from the host country, confirmation emails and disseminating relevant information to support the participation of speakers at the event.
- Review the event panel composition based on the standard operating procedure (i.e., considering gender, regional representation, stakeholder type, participation of Least Developed Countries and vulnerable communities).
- Coordinate travel arrangements and collaborate with administrative team to ensure all travel is confirmed prior to the event.
- Manage the event logistics (i.e., interpretation, hybrid, accessibility, capacity, registration).
- Coordinate with the team members to ensure speaker profiles and up-to-date event information are available on communication platforms (i.e., UNITAC and UN-Habitat website, social media) and outreach materials (i.e., event programme)
- Ensure smooth onsite execution and management (including speakers room), troubleshooting and overcoming challenges.
- Prepare and disseminate post event thank you letters as well as reporting on and archiving speaker related data.
- Provide guidance on speaker performance and continue to optimize the speaker management process to improve overall experience and enhance efficiency.

Qualifications/special skills
- Advanced university degree (Master’s degree or equivalent) Communications, Journalism, International Relations, Events Management, business administration or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 2 years of experience in event management, partnership engagement and global advocacy initiatives is required. Work experience in speaker management and at the international level with participation from multiple stakeholders and countries is required. Experience in mid to large-scale event coordination is desirable. Knowledge of digital media platforms and innovative communications tools is desirable. Knowledge of sustainable urban development and related issues is desirable. A strong understanding of digitization projects, digital policy and strategy or similar is desired. Experience in dealing with different constituencies and delegations, member states, civil society organizations, the private sector, etc is desirable
