Deputy Regional Medical Movement Coordinator

Core Functions / Responsibilities:

In particular he/she will:

  • Act as the deputy regional FP for medical emergencies arising during the travel from the HAP and non-HAP implementing Country Offices (COs) in the region; provide advice to medical escorts and operational staff during such emergencies and coordinate actions with the sending, transit and receiving countries. Alternatively, respond to medical emergencies through a system of country FPs, in which case, create a contact list of FPs and instructions/SOPs for information flow. This responsibility covers medical movements for any programme, where the migrants travel under the auspices of the organization, such as resettlement, AVRR, humanitarian returns and others.
  • Assist with reviewing and following up on USRAP and non-US medical movements that are departing from Sub-Saharan Africa
  • Assist to provide clinical advisory and assist country operations in implementing protocols related to Medical Movements according to IOM regulations.
  • Assist to provide support, advice and guidance for preparation of medical movements from COs without HAP programmes.
  • Assist in reviewing SMC reports following HA for USRAP in Sub Saharan Africa region through MiMosa reporting tools, to identify cases requiring special attention and follow up, and communicating that with the country focal points and affiliate panel physicians.
  • Review and monitor medical conditions of departing refugees once ABNs have been generated.
  • Monitor the implementation of pre-departure evaluation and pre-embarkation checks for refugees and immigrants with refugee benefits traveling under IOM auspices according to the designated HAP protocols.
  • Monitor quality of medical escort reports through their regular review and feedback to the escorts, country MM FPs and Chief Migration Health Officers (CMHO). Disseminate best practices and lessons learned
  • Maintain accurate and updated data and statistics on medical movements from the region, including number and type of escorts, travel requirements and deferred cases.
  • Assist in the maintenance of the regional SOP and checklists pertaining to medical movement processes; review and provide inputs and guidance for development of country-specific SOPs
  • Perform a desk audit of a pre-defined proportion of medical movements in each country and provide feedback to the Regional MM.
  • While reviewing medical cases requiring assistance during the travel, contribute to quality control of the medical records. Provide feedback to concerned colleagues (physicians and nurses).
  • Follow up medical movement communications and address them when needed.
  • Review incident reports related to medical movements, and verify they are being fully addressed at the country level.
  • Perform other duties as may be assigned by the supervisors

Required Qualifications and Experience

Education

  • University degree in Medicine or related field from an accredited academic institution with preferred specializations: internal medicine and its subspecialties, paediatrics, anaesthesiology, emergency medicine, travel medicine and minimum of four (4) years of relevant professional experience, or
  • Master’s degree in the above fields with two years of relevant professional experience.

Experience

  • Minimum of four (4) years, post-graduation, (post internship) of continuous clinical experience, preferably in a multidisciplinary hospital setting or at IOM/similar international clinic context;
  • Experience in Migration Heath Assessments preferred;
  • Experience in reviewing complex medical cases and medical escorting;
  • Demonstrated progressive experience in health programme management;
  • Experience in project development, management and report writing;
  • Experience in migration health emergency response is an asset; and,
  • Experience in establishing partnerships with government institutions, health institutions and other partners.

Skills

  • Computer/software literate, preferably advanced skills in Microsoft software.

Languages

  • Fluency in both written and spoken English and Kiswahili is required. Working knowledge of other IOM official Languages is an advantage.

Regional Medical Movement Nurse

In particular he/she will:

Assist the Regional Travel Health Nurse (RTHN) in:-

  • Review of all Class B Other and SMC cases before departure and at least once the booking notification has been received.
  • Assist maintaining an up-to-date roster of all internal and external Medical Escorts in the region, with their passport and visa validities.
  • Participate in the interview of new applicants for the position of medical escorting when requested.
  • Assist to update the escorts on new policies, rules and regulations regarding IOM and escort missions.
  • Maintain a record of all medical escort missions supported by IOM Nairobi for various countries in the region.
  • Directly communicate with the medical escorts when assigned for medical movements, and throughout the escort mission.
  • Assist to follow up on escort arrangements. If the medical escort is from a different country than that of the patient liaise with the country’s medical focal points.
  • Assist to provide the Medical escorts with the needed forms, medical reports, medical kit, IOM Escort vest and badge, along with any special needed equipment to be used during the medical movement.
  • Assist coordinate with the HR, Administrative/Finance and Operations Units to prepare the needed documents for the escort mission, including the TA and flight arrangements.
  • Ensure that all the involved staff are informed in case of any change in the Movement arrangements.
  • Receive and share escort feedback and documents. Compiling statistics and reports of all escort missions.
  • Maintain well prepared Medical Escort Kits ready for use at any moment, with functioning equipment and valid medication supplies. To monitor expiry of medical supplies.
  • Submit and follow up on orders for replenishing any consumed equipment or medications used during the escort mission as per IOM MHD guidelines.
  • Review the e-Advanced Medical Notification reports for movements out of Africa from remotely assisted locations and highlight cases that might need special travel arrangements.
  • Follow up with the Regional Data Team to ensure applicants’ information related to pre-departure evaluation and related documents are entered into MiMosa.
  • Liaise with the OPS and MHDs in remote locations to ensure proper arrangements are in place pertaining medical screening of the applicants prior to departure.
  • Conduct Quality Control checks on health assessment data received from the IOM affiliated panel sites in Africa, highlighting any cases that warrant further medical follow up.
  • Participate in trainings for internal and external escorts and MHD staff on medical movement guidelines and travel arrangements.
  • Assist to manage medical emergencies during movements out of Africa and be ready to report and assist.
  • Perform other related tasks as seen needed.

Required Qualifications and Experience

Education

  • University degree from an accredited academic institution in Nursing with minimum Three years (3) of relevant clinical experience and valid license to practice nursing.
  • Or Diploma in nursing and minimum 5 years of relevant experience and valid license to practice nursing.

Experience

  • Training or working experience in the areas of Emergency medicine, pediatrics, theatre experience, aviation medicine and ICU medicine.

Skills

  • Excellent technical skills and counselling skills.
  • Computer literacy required: MS Office suite (Word, Excel, Access).

Languages

  • Fluency in both written and spoken English and Kiswahili is required. Working knowledge of other IOM official Languages is an advantage.

Regional Medical Movement Data Assistant

Core Functions / Responsibilities:

In particular he/she will:

  • Support Medical Movement Unit with MiMOSA, eMedical, functionality in coordination with the Migration Health Informatics (MHI) Unit in Manila and mission’s IT, detect problem patterns and recommend solutions and perform other related tasks including user management, maintaining look up tables, back-up of the database and other tasks in relation to Medical Movements.
  • Study MiMOSA/eMedical and other HAP and Medical Movements applications documentation, user guide, release notes and other materials; prepare training materials and educate medical users in supported missions.
  • Provide support to Medical Movements applications users in the missions, collect end-users requirements, feedback and communicate it to MHI team.
  • Keep updated the documentation related to Medical Movements Applications settings.
  • Export from, import to and communicate data from Medical Movements HAP applications and communicate with resettlement countries counterparts and supported missions.
  • Organize and maintain medical data exchange processes between IOM Regional Office and other supported locations in the Region.
  • Generate periodic and ad-hoc reports from MiMOSA Web front-end and back-end, perform reconciliation of data with OPS, RSCs and other partners/systems.
  • Perform validation of Medical Movements data and invoices, from supported locations.
  • Generate, monitor and analyse reports from HAPSTAT Power BI and other Medical Movements data reporting applications.
  • Produce QC reports and share with relevant missions with appropriate guidance.
  • Suggest and assist to develop reporting and QC activities for monitoring Medical Movements in the Region.
  • Monitor and support medical reporting activities for the missions.
  • Communicate, provide guidance and training to staff, non-IOM Panel physicians and Medical Assistant (Data) staff in relation to data management activities e.g. MiMOSA, eMedical, IMS, Telerad etc.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Management, Information Technology, Computer Science, or a related field from an accredited academic institution with at least 3 years of working experience with database management and reporting.
  • Diploma certificate with 5 years of professional experience in the above field.

Experience

  • Work experience with MiMOSA, eMedical and other HAP applications.
  • Work experience with Pre-departure Medical Procedures (PDMP).
  • Good knowledge and experience in management IMS.
  • Experience and knowledge of MS SharePoint and other MS Office applications.

Skills

  • Knowledge of MS Office products, and good computer literacy skills required.
  • Knowledge in SQL development, database integration with web-based applications is advantage.
  • Experience and understanding of the public health industry.
  • Demonstrated skills in systems analysis and design techniques, testing and documentation

Languages
