Director Corporate Services
JOB REF: KeRRA/DCS/03/2024
Job Description.
Duties and responsibilities at this level will entail: –
- Develop and oversee the implementation of a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;
- Oversight role to the Authority on financial affairs, ICT, Human Resources and Public Affairs and Communication as well as advising on financial planning strategies and policies;
- Oversee Development of the Authority’s budget and continuously monitor and evaluate its implementation;
- Ensure effective and efficient management of the Authority’s Resources including Finances and Assets;
- Ensure the provision of meaningful, accurate and prompt management accounts and reports to the Director General and the Board;
- Negotiate with banks and donors for appropriate support;
- Give oversight to the Authority’s human capital affairs, ensuring that the Authority has the right and sufficient human resource to meet its objectives;
- Ensure that current and future space and other facility needs are provided for;
- Provide oversight for effective records management operations;
- Oversee training and performance management system in the Authority;
- Participate in the development and review of the Institution’s strategic plan;
- Ensuring compliance with labour laws, public, Public Financial Management Act, IPSAS and IFRS and ISO Standards;
- Reviewing the Corporate Services business plans in line with the overall strategic objectives and government performance contract;
- Overseeing operations of Human Resource Management and Administration, ICT, Public Affairs and Communication, and Finance & Accounting departments.
Person Specifications.
For appointment to this grade, a candidate must have: –
- Bachelor’s Degree in Commerce, Accounting, Business Administration, Human Resource Management, Finance, ICT, Public Relations, Marketing or equivalent from a university recognized in Kenya;
- Master’s Degree in Commerce, Accounting, Business Administration, Human Resource Management, ICT, Marketing or equivalent qualification from an institution recognized in Kenya;
- A professional qualification in the relevant profession from a recognized institution
- Registered member with a relevant professional body and in a good standing;
- A valid practicing license from the Institute of Human Resource Management, where appropriate;
- Valid certifications from the ICT Authority (ICTA), where appropriate;
- Valid certifications from the Public Relations Society of Kenya (PRSK), where appropriate;
- Post Graduate Diploma in Human Resource Management from Kenya National Examination Council (KNEC), where applicable;
- A minimum of twelve (12) years relevant work experience and at least five (5) in a management position;
- Leadership Course lasting not less than four (4) weeks from a recognized institution;
- Fulfilled the requirements of Chapter Six (6) of the Constitution;
- Proficiency in computer applications; and
- Demonstrated competence in work performance and results.
Director Engineering (Roads)
JOB REF: KeRRA/DER/03/2024
Job Description.
An officer at this level may be deployed to any Technical Directorate within the Authority and will be responsible to the Director General for the coordination of activities in the Directorate.
Duties and responsibilities at this level entail: –
Planning, Design and Environment
- Overseeing road Planning and preparation of Road Investment programs;
- Carrying out traffic surveys and management of traffic data;
- Collecting and collating economic, environmental and social data for road investment programmes and strategies;
- Providing training on road safety audits, accident data analysis, design reviews and implementing road accident counter -measures;
- Partnering with other agencies for improved highway emergency response;
- Undertaking public sensitization on road safety;
- Reviewing roadside development applications and field reports;
- Liaising with external financing agencies for resource mobilization; and capacity building and performance management;
- Overall responsibility for implementation of the Directorate strategic objectives;
- Training and developing of staff of the department;
- Oversee surveying and mapping of road corridors;
- Formulate environmental and social sustainability initiatives;
- Overseeing preliminary and detailed road and structures design and design reviews; and
- Overseeing the materials testing function in liaison with relevant institution
Development.
- Overseeing preparation of short, medium- and long-term road works programmes;
- Overall responsibility for developing and monitoring bridge construction programmes;
- Coordinating preparation and finalization of road works tender;
- Overseeing preparation of procurement plans for road work programmes;
- Liaising with external financing agencies for resource mobilization;
- Reviewing standards and specifications for road works;
- Supervision of roads and structures works contracts;
- Coordinating preparation of directorate budget;
- Ensuring expenditure controls and measures within the directorate;
- Enhancing resource mobilization from government and development partners;
- Enhancing resource mobilization through public private partnerships;
- Enhancing efficiency in utilization of financial resources including aid;
- Enhancing knowledge transfer and capacity building by encouraging partnershipmof foreign consultants and contractors with local firms in undertaking projects/consultancies;
- Building capacity of young professional graduates through internship in projects;
- Undertaking regular road safety audits during road development
- Overall responsibility for implementation of the directorate strategic objectives; and
- Capacity building and performance management.
Road Asset Management
- Overseeing the preparation of roadside development and control;
- Overseeing the formulation of road asset management policies;
- Coordinating the undertaking of annual road inventory and condition surveys;
- Overseeing the preparation of engineering design of road and structures maintenance works;
- Coordinating the compilation and analysis of annual road maintenance work programmes;
- Liaising with Kenya Roads Board (KRB) and other stakeholders on management of Roads Maintenance Levy Fund (RMLF);
- Overseeing the preparation of annual procurement plans;
- Coordinating the operations of the Authority’s regional offices;
- Preparation of Directorate budget;
- Ensuring expenditure controls and measures within the directorate;
- Overseeing the implementation of road works emergency response programmes;
- Preparation of tender documentation for road maintenance works;
- Coordinating the processing of road works tenders and monitoring supervision of road maintenance works;
- Ensuring the implementation and conformance of road management systems and periodic reviews of the performance standards;
- Overseeing activities of axle load control and review the reports on axle load control programmes;
- Representing the authority in local and regional axle load stakeholder forums;
- Ensuring road maintenance contracts are prepared and implemented in accordance with set standards and specifications;
- Re-possessing illegally acquired road reserves;
- Participating in the planning of roadside developments through institutional consultations and collaboration;
- Managing road reserve boundary and usage and maintaining road markers system;
- Managing roads inventory and survey data;
- Undertaking public sensitization on protection of road reserves;
- Overall responsibility for implementation of the directorate strategic objectives;
- Capacity building and performance management
- Coordinating programmes under the Roads 2000 maintenance strategy;
- Coordinating research and implement new innovations on maintenance in liaison with other institutions (Dou Nou technology, use of cobblestones);
- Overall responsibility for developing and monitoring bridge maintenance programmes;
- Liaise with the County Governments and other stakeholders on road development and maintenance programmes;
- Enhance collaboration mechanisms with other Roads Authorities and stakeholders;
Policy, Research, and Compliance
- Coordinating the preparation, monitoring and evaluation of performance contracts, the strategic plans and projects;
- Leading research, innovation and business re-engineering initiatives including enhancement of knowledge transfer;
- Coordinating the preparation of quality assurance plans;
- Coordinating the undertaking of technical audits for works and services;
- Preparing reports on quality assurance findings and recommendations;
- Formulating the Authority’s risk management policies, programmes, strategies and procedures;
- Coordinating preparation of risk assessment and classification system/criteria;
- Overseeing identification of priority areas for risk assessment and mitigation planning;
- Overseeing risk assessment processes, compilation and consolidation of periodic reports;
- Providing custody to risk methodologies and templates including risk registers, corporate risk profile, risk assessment criteria and business process documentation;
- Overseeing the monitoring and evaluation of risk management function;
- Coordinating the development of risk management education and training programmes; and
- Facilitating the development of effective networks for risk management information sharing.
Person Specifications.
For appointment to this grade, a candidate must have: –
- Bachelor’s Degree in Civil Engineering or its equivalent from a university recognized in Kenya;
- Master’s Degree in Civil Engineering, Business Administration, or equivalent qualification from an institution recognized in Kenya;
- Professional qualification and membership to Engineers Board of Kenya (EBK);
- Membership of the Institution of Engineers of Kenya (IEK) or other recognized professional body;
- Leadership Course lasting not less than four (4) weeks from a recognized institution;
- A minimum period of twelve (12) years relevant work experience with at least five (5) years’ experience in a management position;
- Fulfilled the requirements of Chapter Six (6) of the Constitution;
- Proficiency in computer applications;
- Demonstrated competence in work performance and results;
- Valid Annual Practicing License from the Engineers Board of Kenya (EBK) and any other qualifications as may be adjudged by the Board.
Corporation Secretary and Director (Legal Services)

Job Description.
Reporting to the Director General, the Corporation Secretary and Director, Legal Affairs shall be responsible for provision of legal advice, undertaking the Board Secretarial function, legislative drafting, legal drafting, litigation, ensuring statutory compliance and offering contract advisory services.
Duties and responsibilities at this level will entail: –
- Assist in the provision of Board Secretarial services to the Board
- Advise on Corporate Governance within the organization;
- In liaison with the Director General, ensure timely preparation and circulation of Board papers;
- Take Minutes, during Board meetings;
- Ensure Board members are knowledgeable of relevant laws;
- Communication to management of Board resolutions for implementation;
- Development and implementation of Capacity building programmes for the Board of Directors;
- Custodian of Board documents as, Board Minute Books, Board policy documents, Board register of Conflict of Interest Authority seal and register of Board attendance;
- Development and implementation of the Board operational documents as Board Charter Board Committee charters, Board Work Plan and Code of Conduct and Ethics;
- Facilitate induction of Board members, annual Board evaluation and Governance audit;
- Oversee the provision of legal advice to the Authority;
- Manage the function of advise on statutory compliance;
- Manage the litigation function of the Authority;
- Manage legal/legislative drafting;
- Coordinate the activities of the directorate;
- In liaison with relevant directorates and departments ensure capacity building of staff within the directorate;
- Oversee the receipt of court processes on behalf of the Authority;
- Develop preventive legal strategies for management of disputes;

Person Specifications.
For appointment to this grade, a candidate must have: –
- Bachelor of Laws Degree from a university recognized in Kenya;
- Master’s Degree in Law or equivalent qualification in Social Science from an institution recognized in Kenya;
- Postgraduate Diploma in Legal Studies from the Council of Legal Education (CLE);
- Admission as an Advocate of the High Court of Kenya;
- Certified Public Secretary, Kenya (CPSK) or its equivalent;
- Membership of the Law Society of Kenya and Institute of Certified Secretaries of Kenya (ICPSK);
- Minimum twelve (12) years equivalent work experience with at least five (5) years in management role in a position in the Public Service or in the Private Sector;

Deputy Director, Environment and Social Safeguards

Job Description.
Duties and responsibilities at this level will entail: –
- Formulating environmental and social strategies and action plans that ensure sustainable roads development;
- Ensure that projects and programs comply with the environmental and social safeguards and other relevant compliance policies throughout the project cycle as well as coordinate management responses to complaints on projects on the same;
- Ensuring environmental and social concerns are properly addressed;
- Reviewing progress on environmental and social performance systems;
- Oversee the preparation of periodic reports on the status of environmental and social safeguards to ensure compliance with the Authority’s standards and requirements;
- Oversee preparation of Environmental and Social Impact Assessment (ESIA) Studies and Social Impact Assessment (SIA) Studies of new road projects as required;
- Providing support to project development initiatives in the Authority and ensuring environmental and social development issues are addressed;
- Reviewing environmental priorities for the Authority in collaboration with other stakeholders with a view to managing associated risks;
- Monitoring emerging environmental regulatory and legislative policy changes and/or initiatives and facilitating incorporation and implementation of those changes within the Authority’s operations;
- Ensure that cross-cutting issues such as involuntary resettlement, gender and labour among others are properly addressed in all the Authority’s programmes and projects;
- Establish linkages with consultants and other stakeholders on environmental and social matters for mutual benefit of the authority;
- Create strategic partnerships and collaborations, internally and externally to strengthen the delivery of the work of the department and the Authority; and
- Coordinating the technical and administrative activities of the Department.

- Bachelor’s Degree in Environmental Studies, Environmental Science, Environmental Planning & Management, Environmental Health, Environmental & Biosystems Engineering, Environmental Conservation & Natural Resources Management, or equivalent from a university recognized in Kenya;
- Master’s Degree in Environmental Studies, Environmental Science, Environmental Planning & Management, Environmental Health, Environmental & Biosystems Engineering, Environmental Conservation & Natural Resources Management, Physical Sciences, Biological Sciences, or equivalent qualification from an institution recognized in Kenya;
- Registration with NEMA as a Lead Expert;
- A minimum of ten (10) years’ experience in relevant work and at least five (5) years in a supervisory role in the Public Service or in the Private Sector;
- Valid Annual Practicing License from NEMA;
- Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
- Fulfilled the requirements of Chapter Six (6) of the Constitution;
- Proficiency in computer applications; and
- Demonstrated competence in work performance.
Deputy Director, Human Resource Management

- Forecasting and planning on human resource needs of the Authority;
- Initiating best practices in the management of human resource function;
- Championing change management programmes in the Authority;
- Managing succession plans of the Authority;
- Monitoring and evaluating the effectiveness of training and development programmes;
- Leading the Authority in formulating and implementing efficient Performance Management Systems;
- Overseeing the provision of efficient records management and information services in the Authority; and
- Coordinating the preparation of periodic progress reports.
Person Specifications.
For appointment to this grade, an officer must have: –
- Bachelor’s Degree social sciences such as Human Resource Management, Personnel Management, Economics, Public Administration, Business Administration or its equivalent from a university recognized in Kenya;
- Master’s Degree in Human Resource Management, Human Resource Development, Industrial Relations, Business Administration or equivalent qualification from an institution recognized in Kenya;
- Have a Post Graduate Diploma in any of the following disciplines from a recognized institution: – Human Resource Management, Human Resource Development, Industrial Relations, Business Administration
- Certified Human Resource Professional Level 6 (CHRP 6) or any equivalent qualifications from a recognized institution.
- Be a registered member and in good standing of the Institute of Human Resource Management (IHRM);
- Served for a minimum period of ten (10) years with at least five (5) years’ experience in a supervisory capacity;
- Have a valid Annual Practicing License;
- Have a certificate in Leadership Course or its equivalent lasting not less than four (4) weeks;
- Be proficient in computer applications;
- Fulfilled the requirements of Chapter Six (6) of the Constitution; and
