NCBA CLUSA seeks to recruit Regional Coordinators, MEAL Assistant and Office
Administrator/Assistant for the Financial Inclusion for Youths and MSMEs in Agriculture
(FIYMA) program.

Program information:
The Financial Inclusion for Youths and MSMEs in Agriculture (FIYMA) program is a bold, 5-
year nationwide initiative that aims to support financially disadvantaged young people and enable
youth work opportunities by strengthening farmer organizations, youth-led MSMEs, value chain
clusters, and access to affordable finance.
FIYMA, seeks to remove systemic barriers to financial inclusion and create sustainable economic
opportunities for young women and men in Kenya’s agricultural sector. The program targets
youth-owned and youth-led micro, small, and medium enterprises (MSMEs) across six priority
value chains (dairy, livestock and poultry, fisheries and aquaculture, Irish potatoes, pulses, and
fruits and vegetables) across 28 counties. The program aims to expand access to affordable finance,
strengthen savings and credit cooperatives (SACCOs), and equip youth with the skills, resources,
and networks to grow viable agribusinesses. The program is led by Micro Enterprise Support
Program Trust (MESPT), with consortium partners National Cooperative Business Association
(NCBA CLUSA), Women’s Empowerment Link (WEL), and East Africa Market Development
Associates (EAMDA). NCBA CLUSA’s component of the program focuses on:

  • Youth Group Mentorship and Skills Training: Providing mentorship and training to youth groups on financial literacy, entrepreneurship, business management, institutional growth, collective asset aggregation, and internal lending practices to foster collaboration and financial inclusion.
  • Formalization of Youth Groups into Registered SACCOs: Supporting youth groups to register as SACCOs, including awareness-raising, mentorship with established cooperatives and SACCOs, and guidance on regulatory compliance.
  • Establishment and Operationalization of Youth Academy for Leadership Development. Jointly working with consortium partner(s) to design the academy’s operational framework and develop skills-training curricula and modules.

Regional Coordinators

Report to: Senior Technical Specialist – FIYMA
Second level report: Chief Project Manager

Regional Postings:
Central Region (based in Meru), Eastern Region (based in Makueni), Coast Region (based in
Kilifi), North Rift Region (based in Eldoret), and Nyanza Region (based in Kisumu)
Scope and purpose:
The Regional Coordinator is responsible for providing leadership and coordination of NCBA
CLUSA’s Youth strengthening, youth engagement, and linkage activities within their assigned
region. This role ensures effective implementation of field operations, supports groups and youth
serving organizations, strengthens value chains, and maintains strong relationships with county
stakeholders. Each coordinator will serve as the primary point of contact for their region,
overseeing county volunteers work, coordination with partners and stakeholders to ensure the
timely delivery of outputs and high-quality program execution.

Key Responsibilities

Program Leadership and Coordination:
Share activity work plan with volunteers in the cluster region to ensure timely and quality
implementation of activities; regularly travel to field sites to supervise volunteers and offer
technical support in the Counties

Partnerships:
Build partnerships with financial institutions, agribusinesses, government agencies, and youth
serving organizations.

Stakeholder Engagement
Serve as NCBA CLUSA’s regional liaison to county departments, private sector associations,
cooperatives, and local organizations. Convene stakeholder forums, business networking
sessions, and learning events. Communicate program priorities and represent NCBA CLUSA
professionally in all county-level engagements.

Capacity Building:
Organize tailored trainings and leadership development opportunities for youth groups and youth
serving organizations.

Monitoring & Evaluation:
Track field activities, data, and progress against targets, and prepare timely regional reports to
measure impact. Document success stories, best practices, and learning outputs. Collaborate with
MEAL staff to ensure quality data collection and accountability, and identify regional risks,
challenges, and improvement opportunities.

Communication & Reporting
Submit monthly reports to Chief project manager on progress made on all activities in the field;
manage challenges for volunteers and report to Chief project manager for guidance in a timely
manner. Any other duties as assigned from time to time.

Qualifications

  • Bachelor’s degree in Social Sciences, Education, Agriculture, Agribusiness, Community Development Studies, Cooperatives, or related field or related field. Master’s Degree will be an added advantage
  • Minimum 5-8 years in program management, community development or youth development, with at least 3 years in a senior/regional role.
  • Strong skills in project management, communication, and stakeholder coordination.
  • Knowledge of county governance structures and youth-related policies.
  • Ability to work independently and lead diverse teams with minimum supervision.
  • Strong knowledge of agricultural value chains, young men and young women inclusion models, and youth groups graduation to SACCOs and Cooperatives.
  • Proven ability to lead multi-country teams, manage budgets, and coordinate complex projects.
  • Excellent written and verbal communication skills; ability to engage diverse stakeholders and represent the program at high-level forums. Regional Coordination: Ensure harmonization of activities across counties, fostering knowledge-sharing and best practices.
  • Partnership and Linkages: Be able to create linkages between the groups and other stakeholders, NGOs, Development partners, National and County Governments.

Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

Reports to: Chief Project Manager – FIYMA
Post: Nairobi, Kenya

Scope and purpose:

The Monitoring, Evaluation, and Learning (MEL) Officer is responsible for supporting the
effective implementation of the project’s MEL system by ensuring high-quality data collection,
verification, management, and reporting. The MEL Officer works closely with program staff,
implementing partners, and beneficiaries to ensure that project activities, outputs, and outcomes
are accurately tracked and documented in line with donor requirements and organizational
standards. The MEL Officer supports evidence-based decision-making, learning, and adaptive
management to improve project performance and results.


Essential areas of responsibility
Monitoring and Data Collection

  • Implement routine monitoring activities in line with the approved MEL Plan andindicator definitions.
  • Collect quantitative and qualitative data from field staff, partners, and beneficiaries using approved data collection tools (paper-based and/or digital).
  • Support monitoring of trainings, meetings, mentorship sessions, service delivery activities, and other project interventions.
  • Ensure accurate completion of attendance registers, activity reports, and beneficiary records.
  • Conduct regular field visits to verify reported data and observe activity implementation.

Data Quality Assurance and Data Management

  • Verify, clean, and validate collected data to ensure accuracy, completeness, consistency, and timeliness.
  • Enter data into project databases or MEL information systems in a timely manner.
  • Maintain secure and organized filing systems for all original data collection tools and supporting documentation.
  • Support routine data quality assessments (DQAs) and spot checks in collaboration with the MEL Manager or Specialist.
  • Ensure confidentiality and ethical handling of all beneficiary and project data.

Reporting and Analysis Support

  • Prepare routine monitoring summaries and basic data analyses to support internalmanagement and reporting.
  • Provide accurate data and narrative inputs to monthly, quarterly, and annual donor and internal reports.
  • Support the preparation of dashboards, presentations, and feedback materials for program staff and partners.
  • Track progress against targets and flag data gaps, risks, or implementation challenges.

Learning and Adaptive Management

  • Support learning and reflection activities, including data review meetings and after-action reviews.
  • Document lessons learned, best practices, and success stories from project implementation.
  • Support the use of MEL data for adaptive management and continuous program improvement.

Surveys, Assessments, and Evaluations

  • Support the implementation of baseline, midline, endline, and special studies or assessments.
  • Assist with enumerator training, supervision, and field logistics during surveys.
  • Support data collection, cleaning, and preliminary analysis for evaluations and assessments.

Capacity Building and Coordination

  • Train and mentor field staff, partners, and community structures on data collection tools, reporting requirements, and data quality standards.
  •  Perform any other MEL-related duties as assigned by the supervisor.

Education and experience

  • Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Social Sciences,Development Studies, or a related field.
  • Minimum of five (5) years of progressively responsible experience in monitoring, evaluation, data collection, data management, or data analysis for development or donor funded projects.
  • Demonstrated experience supporting routine monitoring systems, including indicator tracking, data verification, data cleaning, and reporting.
  • Experience with field-based data collection and working with community groups, implementing partners, and project beneficiaries.
  • Experience using digital data collection platforms (such as Kobo, ODK, CommCare, SurveyCTO, or similar) and proficiency in Microsoft Excel or other data analysis tools.
  • Prior experience working on donor-funded projects (e.g., USAID, Mastercard Foundation, EU, FCDO, DFAT) is preferred.
  • Experience supporting project surveys, assessments, or evaluations (baseline, midline, endline) is an advantage.
  • Experience in writing internal and donor reports

Office/Administrative Assistant

Reports to: Finance & Administration Manager

Scope and purpose:
The Office / Administrative Assistant provides administrative, logistical, and operational support
to the Administration and Finance function of the project. The position requires strong
organizational, communication, and coordination skills, as well as flexibility and the ability to
work effectively with staff at all levels of the organization, external vendors, and service
providers. A high level of discretion and sensitivity to confidential matters is required. The
Office / Administrative Assistant supports the smooth day-to-day operation of the project office
and contributes to effective project implementation through timely administrative and logistical
support in compliance with organizational policies, donor regulations, and local laws.

Essential areas of responsibility

  • Provide support to procurement processes, including receiving invoices, preparing payment documentation, liaising with vendors, and ensuring that all required supplies and services are properly documented and available.
  • Support the preparation, tracking, and follow-up of purchase requests and purchase orders in accordance with organizational and donor policies.
  • Provide support in the management of office maintenance, utilities, telephone, and internet services.
  • Prepare, organize, and distribute minutes of project and staff meetings as required.
  • Maintain up-to-date inventories of office equipment, project assets, consumables, and office supplies, including regular updates to asset and stock registers.
  • Provide support and follow-up for service and goods requests, travel arrangements, per diems, and travel expense liquidations for project staff.
  • Ensure proper organization and maintenance of physical and electronic filing systems for administrative documents, correspondence, reports, and meeting records.
  • Ensure office equipment is maintained in good working order and that adequate stocks of office supplies are available at all times.
  • Maintain and update vehicle fuel and mileage logs where applicable.
  • Support preparation of routine administrative and operational reports for the project office.
  • Ensure that all supporting documentation for payments, reports, and audits is complete, accurate, scanned, and properly archived.
  • Perform other duties as assigned by the supervisor to support project operations.
