Senior Reginal Clinical Advisor
Overview
- Reporting to the Project Director, the RISE and Maternal, Newborn and Child Health, the Senior Reginal Clinical Advisor will provide technical and programmatic leadership, coordination, monitor project implementation and track performance for all RISE projects and Maternal, Newborn and Child Health projects. He/She will oversee the implementation of two projects: RISE AD Hoc and AMPLI-PPHI project activities including the periodic planning, budgeting, technical oversight and program review in accordance with donor and Jhpiego policies.
Responsibilities
- Provide regional technical support to Nigeria and Zambia to ensure successful clinical adherence, drawing on lessons learned from Smiles for Mother’s Project and AMPLI-PPHI
- Mentor Kenya AMPLI-PPHI staff appropriately to support continued excellence in project implementation
- Strategic Coordination and implementation of RISE & MI projects including periodic planning, budgeting, technical oversight and program review in accordance with donor and Jhpiego policies
- Coordinate project management and discussions with the donor and ensure compliance to all donor requirements including timely submission of reports, plans, budgets, and other requested responses
- Coordinate with RISE & MI field and HQ teams and other home office staff in project implementation as necessary
- To ensuring maximum integration of all RISE activities and adherence to work plan, targets and budgets and maintain good relationship with donor and relevant government counter-parts
- Ensure good integration of RISE and MI activities with MOH partners and USAID projects
- Assist with development of protocols, work plans, proposals, budgets, liaising with Ministry staff and donors regarding implementation, monitoring and evaluation of programs. Including liaising with KCM and other partners to ensure C19RM TA activities are implemented per scope
- Ensure successful mentorship and service delivery of RISE TA to the Ministry Of Health (MOH) by supporting leadership, direction and coordination and ultimate decision-making
- Ensure the smooth data collection, analysis and dissemination of information to the MOH to inform strategy change in MOH capacity building
- Represent the project in country TWGs and National Oxygen or related COVID-19 Committee Meetings
- Coordinate COVID-19 activities in Jhpiego and offer updates on new information to staff and management

Required Qualifications
- MNH Clinical Advisor, with proven experience
- Medical Doctor or a health-related degree with post graduate training
- At least 10 years working experience in successful implementation of health programs
- Strong programming, management and technical skills
- Experience in pandemic/epidemic management or specifically COVID-19 interventions response and coordination
- Experience working with MOH personnel and good knowledge of health systems and programs
- Experience working with USAID funded projects
- A demonstrated track record of providing mentorship and supervision for strengthening healthcare services; training in quality improvement approaches
- Excellent analytical, communication and report writing skills
- Computer literacy, particularly in the use of MS word, Excel and PowerPoint
Knowledge: (functional or technical: i.e. federal legislation, finance, program planning, public healthcare standards, proposal writing, human resources practices, etc.)
- Basic understanding of COVID-19, MCH, HIV/AIDS, RH/FP and Health related issues, with a global focus is necessary
- Excellent organizational skills including the ability to multitask
- Be of high integrity and able to maintain confidentiality
- Computer skills including demonstrated hands on-experience with MS Word, MS Power Point, and MS Excel

Senior Regional Project Advisor
Overview
- The Senior Regional Project Advisor will have the overall responsibility for keeping the project on scope, delivered on time and within budget. S/he will lead the management of and reporting on the implementation, making key decisions and solving problems in short timeframes while ensuring operational and program quality and integrity. This includes ensuring effective organizational management and communication interacting with other projects, Ministry of Health, County Health Management Teams (CHMTs), and national and district stakeholders. S/he will ensure timely and cost-effective project implementation, reporting of activities, and will be responsible for all project deliverables to the donor. S/he will supervise a team of highly qualified staff and will report to the Country Director. S/he will also liaise, coordinate and work closely with the US based team and especially the Project Director to ensure optimal project outcomes.
Responsibilities

- Ensure compliance with the project award results and the oversight of project activities to achieve the stated goal, outcomes and outputs

- Develop and maintain strong working relationships and alliances with the Kenya Ministry of Health, especially Reproductive Health/Maternal Health/Community Health and District Health Management Teams, as well as other maternal health implementing partners, private sector partners and other key stakeholders in Kenya to maximize resources and avoid duplication of effort
- Collaborate closely with project partners, PATH and FIGO to ensure effective coordination between across implementation efforts
- Collaborate closely with Ministry of Health across all levels to ensure streamlined implementation to achieve project goal, outcomes and outputs
- Represent Jhpiego’s interests and present progress, achievements and lessons learned to key Kenyan stakeholders and implementing partners in public and professional circles through meetings, conferences, and presentations
- Provide technical leadership in the design, analysis, and synthesis of interventions
- Ensure the quality and sustainability of interventions particularly in the areas of PPH coverage, implementation research and access to quality medicines
- Drive project implementation towards sustainability, replication and scale up from Day 1 working closely with key stakeholders to build on to what is already in place as well as position key partners to expand efforts put in place under this project.
- Directly implement the project scalability plan, working closely with the Ministry of Health, and other key counterparts
- Participate in relevant national technical advisory groups with counterparts and partner institutions
- Lead the annual work planning process in close collaboration with project leadership, Unitaid, Ministry of Health, District Health Management Teams, project team and project partners
- Oversee preparation of periodic project reports to donor
- Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
- Write and/or review technical components of materials and publications related to integrated health and its development
- Ensure resources for project implementation are available
- Work with finance and project staff to develop and track project budgets
- Work closely with all technical staff including clinical Technical Advisors, Market Shaping Advisors to help support high quality outcomes and technical integrity of the project.
- Work with Monitoring and Evaluation (M&E) staff to generate and document data; b) conduct data analysis; c) document results to guide future implementation; and d) any necessary course corrections.

Required Qualifications
- Degree in medicine, public health or a related field
- 10 years’ experience in successfully implementing successful activities in areas such as maternal, newborn and child health, reproductive health, care and treatment and health systems strengthening
- Understanding of the Kenya social and political context, and developments in the health sector
- Expertise in research to practice—identifying best practices and adapting them to project realities
- Previous experience working in Kenya, with intimate understanding of local health system and health systems strengthening, malaria care and treatment, and maternal, neonatal and child health care gaps and opportunities, and solid relationships at government agencies
- Proven ability to steer at least 2 PPH project implementation successfully, as shown by results
- Demonstrated programming, management and technical skills
- Experience developing strategic and tactical plans in cooperation with others who represent a wide range of interests and needs
- Proficiency in Microsoft Office
- Fluent in written and spoken English
- Proven expertise in providing technical assistance

Regional Monitoring Evaluation and Research Advisor
Overview
- The Regional Monitoring Evaluation and Research (MER) Advisor will be responsible for program planning, monitoring, and evaluation in the project, strategies development, data management, reporting and feedback to the counties on data quality and best practice in documentation. He/she will lead in the development of project tools and data collection activities. The MER Advisor will support the learning agenda including IRB processes in the project. The MER Advisor is responsible for archiving of project documents.
Responsibilities
- Provide regional technical support to Nigeria and Zambia to ensure successful monitoring, evaluation and research support, drawing on lessons learned from Smiles for Mother’s Project and AMPLI-PPHI
- Contribute to the general M&E support for project wide efforts
- Mentor Kenya AMPLI-PPHI staff appropriately to support continued excellence in project implementation
- Provide leadership and direction on MER activities to ensure technical and financial integrity to achieve program goal and corresponding objectives and targets
- Develop and oversee the implementation of the monitoring and evaluation plan to capture project performance and results, including routine service delivery data reporting as well as supplemental data collection efforts for all supported projects
- Compile and analyze of project performance data for use and decision-making
- Collaborate with / serve as principle investigator for implementation research activities, including protocol and tool development, managing local ethical reviews, data management and analysis and management of consultants and/or research firm
- Foster a culture of data-use for decision-making both internally for the supported project teams and with project stakeholders
- Ensure quality of data through data verification procedures, including routine data quality audits and precise standard operating procedures
- Ensure compliance with Jhpiego data quality standards, donor’s operational policies and regulations, and international and national research ethical standards
- Work with project and financial staff to prepare work plans and project budgets and track progress of project activities and budgets ensuring that resources for implementation of MER activities are available
- Coordinate all MER capacity-building activities with project staff, implementing partners and facility staff
- Supervise and mentor Data Analyst
- Develop and maintain strong working relationships with government and private sector partners, PPH/MNH implementing partners, and other key stakeholders to maximize resources and avoid duplication of effort
- Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, key stakeholders through meetings, conferences, and presentations
- Work closely with Jhpiego home office staff to ensure effective, timely and coordinated implementation of MER activities
- Contribute results reporting to donors by providing written documentation on M&E activities and indicator results for progress and annual reports
- Ensure relevant data are entered quarterly into JADE, Jhpiego’ s organization-wide performance management system
- Contribute to the development and implementation of tools, strategies, mechanisms and processes to improve project’s ability to collect, interpret and aggregate data to demonstrate impact and enhance program accountability.
- Train/mentor Health Care Providers and CHVs on data documentation, guidelines and reporting.
- Lead in Human Cantered design strategies to better understand and streamline the service delivery mechanism
- Support the development, documentation and dissemination of project lessons learned, best practices, and experience.
- Ensure timely submission of project reports and other deliverables as specified in the result tracker, and Log frame
- Develop and maintain up‐to‐date data tables with key performance indicators
- Develop and maintain a system for archiving project guidelines, tools, data files, analysis files, reports, abstract, success stories and presentations
- IRB submissions to local and international bodies, protocol implementation and preparing IRB progress reports, Process ethical applications, renewals and IRB close outs.

Required Qualifications
- A bachelor’s degree in the statistics, health or related field – an advanced degree will be an added advantage
- Strong background in M&E + research. Experience supporting M&E on at least 2 PPH projects
- Eight years of work experience in leading monitoring, evaluation and learning of health projects and/or HMIS work in Kenya
- Extensive experience in monitoring, evaluation and research, and health information management systems
- Excellent analytical, oral and report- writing skills
- Computer literacy, particularly in the use of MS Word, PowerPoint. MS Excel, SPSS and STATA
- Must have hands-on experience in use of data visualization tools
- Ability to conceptualize and understand project needs
- Familiarity with national and global health indicators
