International Consultancy: Child Protection Information Management Systems Consultant, ESARO
Scope of Work
Goal and Objective:
- The overall objective is to provide technical support to Country Offices and Governments in the region to enhance administrative data on child protection through the strengthening of the social services workforce via information management systems, and to support integrated Child Protection case management across the region, including Primero.

- ESARO Child Protection Work Plan Activity 1.2 Support inclusive and effective Child Protection Systems in preventing and responding to child protection violations (with particular emphasis on parenting, case management, CPMIS and the social service workforce strengthening)
Activities and Tasks:
- Under the overall guidance of the Regional Adviser Child Protection and the Child Protection Specialist (Child Protection Systems), the T4D Specialist, and with technical guidance from the Primero Project Lead at HQ, the Child Protection Information Management Systems Consultant will support Country Offices and the Regional Office in the assessment, planning, implementation and support of child protection information management systems throughout the region, with a focus on supporting the rollout of the Primero system.
The Specific Activities And Tasks Are
- Business analysis and mapping of national Child Protection systems to support CPIMS+ configuration/implementation in select countries in the region
- Workflow and data flow analysis for system interoperability in select countries in the region
- Business case for child protection information management systems targeted at governments for use by UNICEF Country Offices
- Specific training / country level support in five participating countries
- Fact sheet for the region on child protection information management systems/Primero
- Regular analysis of data from participating countries

Desired Competencies, Technical Background, And Experience
Deliverables & Payment Schedule
- Education
- Advanced university degree in information technology, social sciences, development studies or other relevant field.
- Work experience and skills
- At least 8 years of relevant international experience in planning, monitoring, evaluation and Child Protection. Strong data analysis skills and experience in strengthening Child Protection information management systems for development and humanitarian settings. Strong preference given to candidates with CPIMS+/Primero experience.
