Data Management Officer
JOB SUMMARY:
Reporting to the M&E Manager, the Data Management Officer will be responsible for overall management of databases for tracking program implementation and results. S/He will be responsible for development and operationalization of platforms for data collection, storage, protection, promotion and delivery of data that meets the quality standards. The Data Management Officer will ensure timely and controlled access in facilitating data drive decision making in the program.
KEY RESPONSIBILITIES:
- Responsible for M&E processes automation, database development and management as well as responsible for review of the existing data collection and management systems.
- Define and lead the process of M&E tools, standard operating procedures and guidelines development for the program as well as oversee its implementation at all levels.
- Provide technical support in data management for KRCS and its implementing partners/Sub-Recipients.
- Lead data quality audits, data processing, verification, cleaning and ensuring forms are filled according to protocols to assure data quality at all levels.
- Guides strategies for improving the quality of data at the community, and overall data dissemination and utilization at grant level.
- Lead review, and strengthen capacity of SRs to effectively collect, store, retrieve, use, and transmit data to inform program decisions.
- Provide guidance and technical support in defining research methodologies during program surveys and evaluations.
- Conduct data analyses and generation of routine program reports for informed decision making.
- Lead Tracking of indicators performance and make recommendations to improve grant performance.
- Develop and maintain a system for archiving projects’ M&E guidelines, tools, data files, analysis files, reports and presentations.
- Facilitate and ensure all data queries are addressed in an accurate and timely manner to improve program implementation.
KEY COMPETENCIES, EDUCATION AND EXPERIENCE:
- A minimum of university degree in Mathematics, Applied Statistics, Epidemiology, Computer Science/IT or related field from a recognized institution.
- A minimum of 3 years work experience in managing large program data, analysis (qualitative and quantitative), research and donor reporting.
- Over 3 years’ experience in database development and management for Public Health, HIV and AIDs, Human Rights and Gender, Community System Strengthening, etc.
- Ability to lead generation of ideas that create value and improve processes for data management and program implementation.
- Highly motivated, self-confidence, team work and able to work under high pressure and within a limited time frame.
- Demonstrated proficiency in computer applications and languages in databases management.
- Strong analytical skills, data organization, assessments, mining, validation, analysis and security.
- Strong communication and presentation skills, including ability to develop reports and prepare relevant publications.
- Knowledge of and interpretation of key indicators in HIV/AIDS
Finance and Administration Manager
Summary:
The American Red Cross in partnership with the Bill & Melinda Gates Foundation, Gavi the Vaccine Alliance, U.S. Centers for Disease Control and Prevention, the United Nations Children’s Fund (UNICEF), United Nations Foundation (UNF) and the World Health Organization (WHO) leads the Measles & Rubella Partnership (M&RP). The American Red Cross activities within the M&RP program have recently moved towards supporting routine immunization. Because routine immunization coverage has stagnated over the past 10 years, the American Red Cross has developed a new innovative program called the 5-Point Plan which, if successful, will help break the stagnation barrier and increase routine immunization coverage. The Finance and Administration Manager will lead both the M&RP finance aspect of the American Red Cross Kenya Office and provide financial support to the M&RP programs aimed at supporting either vaccination campaigns or routine immunization programs focusing on the newly developed 5-Point Plan (https://www.youtube.com/watch?v=UqpeIgs62s4). The position reports to the Finance Manager -American Red Cross National Headquarter and to the MR&P Field Representative based in Nairobi Kenya who may assign additional specific finance oversight responsibilities as needs dictate.

Specific DUTIES Responsibilities AND accountabilities
- Manage the funds and financial assets of the delegation, under the overall direction of the NHQ International Service Finance. This will include cash flow and cost control management as well as the management of the payments, cash, bank signatory and payroll functions. Advise the MR&P Field Representative and other staff on financial and administrative matters.
- Coordinate the compilation of the delegation’s budget and financial plan, under the direction of the MR&P Field Representative and Finance Manager -NHQ, using budgets templates provided by American Red Cross.
- Train, support and advise delegates and other ICN staff on financial and administrative matters
- Train, support and advise the National Society in the development of its financial and administrative systems including budgeting and internal control systems.
- Support the management of contracts negotiated on behalf of the delegation by Kenya Red Cross, with the advice of the American Red Cross Legal Counsel and the MR&P Field Representative.
- Support and train the locally hired financial staff of the delegation, as well as build capacity of the NSs finance staff
- Compile accurate, regular, and timely financial and narrative reports for American Red Cross and for donors. Ensure Field Monthly Reports are completed and supported by appropriate documents, uploaded on the share point including analytics.
- Monitor the budget of the delegation and ensure accurate accounting, authorization & internal control procedures. Investigate and address significant variances.
- Review the finance sections of funding proposals for the National Societies and other partners.
- Review all payments made by the delegation and all reports from the various programs supported by the delegation.
- Visit the NSs to undertake financial risk assessments of their system, guide the NS on budgeting requirement, train the staff on American Red Cross compliance requirements before any project begins.
- Perform other duties as assigned by Supervisor.

Person SPECIFICATIONS and QUALIFICATIONS
Qualifications
- Basic Red Cross Training Courses or equivalent knowledge
- Professional /academic qualification in finance or accounting: Bachelor Degree in Business Administration, Commerce or any other relevant field plus full professional accountancy qualification, CPA (K), ACCA, etc and knowledge of accounting software. A post graduate qualification is and added advantage
Experience
- Experience of managing & supporting staff
- Experience of working for the Red Cross/Red Crescent
- Experience of working for a humanitarian aid organisation in a developing country
- 3 years professional work experience in financial management and reporting, audits, budgeting, and accounting.

Regional Monitoring Evaluation Officers
JOB SUMMARY
Reporting to the Regional Program Coordinator (RPC), the officers will be responsible for providing MEAL technical support, oversight to KRCS and its partners within the region. This will include coordinating and supervising KRCS MEAL resources and processes, implementation of monitoring and evaluation techniques, quality reporting of program results, and continuous assessment of MEAL capacities for improvement. The RMEOs are expected to develop and implement data quality assurance plan in the region, lead learning and reflection initiatives that inform continuous improvement, lessons learned, best practices and strengthening accountability.
KEY RESPONSIBILITIES:
- Develop and implement M&E frameworks, data management, and data analysis and results‐oriented programming, and reporting systems.
- Ensure quality of routine data and reports in the region through regular report review and triangulation and initiate capacity building initiatives for data quality.
- Lead program learning through documentation of lessons learned and innovative approaches for analysis and utilization of data for decision-making.
- Provide technical support through regular monitoring visits, supportive supervision, spot checks to projects and support coaching and training of staff and partners to improve M&E practices.
- Ensure utilization of appropriate reporting templates that facilitate the acquisition and aggregation of data.
- Regularly updates the MEAL guidelines and tools as well as lead the implementation and adherence across the program.
- Data reporting and analysis to inform the development of monthly, quarterly, annual and ad-hoc reports.
- Assess the capacity of the implementing partners, implement and track capacity initiatives for effective monitoring, evaluation, accountability and learning.
- Ensure adherence to national and other reporting requirements and strengthen the implementation of community engagement and accountability frameworks.
- Manage project evaluation and learning i.e., surveys, baselines, evaluations, joint projects monitoring and reviews / lessons learning workshops/events.

EDUCATION AND EXPERIENCE:
- At least University degree, preferably in Public/Environmental Health, Mathematics/Applied Statistics, Social Sciences, or related fields.
- Over 3 years’ experience in capacity building, monitoring, evaluation, accountability, and learning for public health programs.
- Knowledge and experience in Kenya Health Information system and community health system in Kenya.
- At 2 years’ experience in developing M&E framework for HIV/AIDs, Key and Vulnerable population, Human rights intervention, Community System Strengthening.
- Grounded understanding of qualitative and quantitative methodologies in research and evaluation.
- Knowledge of community led monitoring (CLM) practices that integrates Collaborating, Learning, and Adapting (CLA), risk-based monitoring and implementation.
- Advance knowledge in computer packages and data management for large programs in Kenya.
- Demonstrated strong creativity and problem-solving skills.
