Chief of Party (COP) (USAID/Sudan)
- ME&A is seeking an experienced Chief of Party (COP) for the anticipated USAID Sudan Monitoring Project (SMP) Contract. The purpose of this contract is to provide third-party monitoring and evaluation services for USAID Bureau for Humanitarian Assistance (BHA) funded humanitarian program activities in Sudan. These services will prioritize monitoring, verifying, and analyzing trends in programs implemented in Sudan’s South Kordofan and Blue Nile regions (also referred to as the \”Two Regions\”) as Task One. The secondary services, or Task Two, will include monitoring, verification, and analysis of interventions implemented in other inaccessible states and\/or localities in Sudan. An optional evaluation or set of evaluations is included (Task Three) that USAID\/BHA will activate as needed.
The job location will be in either Egypt, Kenya, or another neighboring country, depending on the final requirements in the solicitation.
This is a full-time position contingent upon the successful award of the activity.
Responsibilities
- The COP will be responsible for the management and technical leadership and provide overall oversight of the implementation of all components of the activity. S\/he will serve as ME&A’s principal liaison to USAID\/Sudan. The ideal candidate will be a dynamic individual who is effective in navigating volatile political environments and conflict zone challenges. S\/he will also bring expertise coordinating with government entities, partner organizations, and program stakeholders, and the ability to work effectively and respectfully with individuals from diverse backgrounds. This is a full-time position contingent upon the successful award of the activity.

- At least ten (10) years of progressively responsible experience related to MEL and a bachelor’s degree in international affairs, social science, statistics, or another related field. OR
- At least eight (8) years of progressively responsible experience related to MEL and a master’s degree in international affairs, social science, statistics, or a related field.
- At least three (3) years of experience managing teams to deliver quality results in complex development or crisis environments, preferably in M&E.
- At least two (2) years of experience working on complex humanitarian emergency situations.
- At least seven years of experience managing M&E support projects, preferably with a focus on complex projects in a humanitarian, crisis, conflict, or transition context.
- At least two years of experience conducting or overseeing quantitative and qualitative field research.
- Experience managing third-party monitoring projects, including remote management of staff and partners.
- Experience managing subcontractors and experience managing and implementing USAID-funded programs.
- Experience designing and\/or facilitating staff M&E training and\/or supporting M&E capacity-building initiatives.
- Excellent English oral and written communication skills and Arabic preferred.
- Strong analytic, interpersonal, and team management skills.

Deputy Chief of Party (DCOP) (USAID/Sudan)

The DCOP will also be responsible for supporting the COP In managing the overall technical implementation of this activity to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis. The ideal candidate will be a dynamic individual who is effective in navigating volatile political environments and the challenges of working in countries experiencing conflict. - At least five (5) years of progressively responsible experience related to MEL and a master’s degree in international affairs, social science, statistics, or a related field.
- At least three (3) years of experience managing teams, ensuring timely and quality submission of project reports and deliverables, preferably for USAID projects, programs, or activities.
- At least two (2) years of experience working on complex humanitarian situations and countries in crisis, preferably in the area of monitoring and evaluation, including third-party monitoring.
- At least five years of experience managing or implementing M&E projects, large evaluations, M&E plan design, data collection, and conducting quantitative and qualitative field research.
- Experience designing and\/or facilitating M&E training and\/or supporting M&E capacity-building initiatives in a humanitarian, development, or transition context.
- Experience designing and overseeing implementation of monitoring methodologies and data analysis tools and systems.
- Previous experience implementing, monitoring, or evaluating humanitarian programs in: WASH, health, logistics and relief commodities, countering violent extremism, conflict resolution, shelter, protection, and food assistance.
- Expertise in coordinating with government entities, partner organizations, and program stakeholders, and an ability to work effectively and respectfully with individuals from diverse backgrounds.

Data Capacity Building Manager (USAID/GHRC)
- ME&A is seeking an experienced Data Capacity Building Manager for inclusion in our proposal for the USAID\/Global Health Risk and Capacity (GHRC) Activity. The purpose of this activity is to provide services to USAID health programs in support of the Agency’s goals around localization.
This is a full-time position contingent upon the successful award of the activity.
Responsibilities
- The\u202fData Capacity Building Manager provides technical leadership in data analysis and ensures important data elements are captured, analyzed, and used to answer complex performance monitoring, evaluation, and research questions. The Data Capacity Building Manager also provides support in strengthening the capacity of USAID local health partners (both government and non-governmental) in analyzing data for informed decision making. This position will support data conceptualization for qualitative and quantitative analyses; perform data cleaning, analytics, and data visualization; summarize and present findings and recommendations; and provide training and mentoring to stakeholders. S\/he will support theory of change logic models, including review of outcomes, entry points, interventions, and underlying assumptions, and support the preliminary review of datasets for integrity.

- A Master’s degree or higher in computer science, statistics, sociology, epidemiology, economics, international development, or related field. A Bachelor’s degree plus additional work experience will be considered in lieu of a Master’s.

- Fluency in Arabic combined with strong English oral and written communication skills.
