Operations Director – KENPHIA II

Program and Administration Officer – KENPHIA II
Job Summary
The Program Officer provides programmatic and technical support to field staff implementing the project and ensures effective delivery of the desired results. These include support in implementing the work plan, coordination of the technical team and maintaining synergy within projects, among other duties.
Roles and Responsibilities
- Lead in the setup and operationalization of the KENPHIA II Office in collaboration with the project leadership
- Coordinate and monitor multiple and diverse work processes and activities to ensure management decisions and directives are properly carried out for the timely delivery of products.
- Ensure that all personnel identifiable information is correctly and securely stored and that records are updated.
- Regularly schedule office maintenance of office facilities and equipment.
- Ensure the safekeeping of all office facilities and equipment.
- Support the Senior Program Manager to develop and update work plans and monthly calendar of activities.
- Support in the planning and organization of workshops, trainings and meetings.

Senior Procurement Officer
Primary Responsibilities:
- Oversee all procurement and supply management of health and non-health commodities for the grant
- Ensure that procurement of health commodities and overall pharmaceutical management procedures follow relevant guidelines for health commodities management protocols and are compliant with all regulatory requirements.
- Maintain accurate and up-to-date procurement records, reports, and documentation, adhering to organizational and regulatory requirements.
- Collaborate with internal teams to ensure a consistent and uninterrupted flow of commodities necessary to achieve the KENPHIA Project’s objectives.

Senior Program Manager
Job Summary
- The Senior Program Manager (SPM) brings together the different project components (following the technical team throughout the project cycle, coaching and guiding them in the process so they develop their capacities) and ensures quality and timely reports to the donor (monthly, ad hoc, interim and final reports to the donor). The SPM ensures constant engagement by/with different support departments to ensure timely support to the project team. The SPM supervises/monitors closely the financial planning, liquidity planning and budget utilization/burn rate working in close collaboration with the KENPHIA Director. Budget management is the SPM’s responsibility for the specific project, and they must ensure that this goes together with a close log frame and work plan monitoring.
Roles and Responsibilities
Reporting to the KENPHIA Director, the Senior Program Manager will;
- Ensure the planning, implementation and monitoring/evaluation and set targets as included in the project description. Flag significant deviation from the program implementation plan and estimated expenditures; alert Program Director.
- Guarantee efficient financial management for the project in compliance with Ciheb Kenya’s model and donor regulations.
- In Collaboration with the KENPHIA Director, deliver quality project activities reporting, including the findings regarding impact/changes at the level of beneficiaries achieved through the project, compliant and consistent reporting per Ciheb Kenya and donor requirements.
- Develop a clear understanding of Ciheb Kenya’s KENPHIA project and strategy to communicate the vision to the program team adequately – also ensure timely input/feedback by the team on strategic issues.
- Partnership engagement at the national and county level, working closely with the KENPHIA Director and Technical Leads.

Job Summary
The Data Systems and Health Informatics Advisor will play a pivotal role in the successful implementation of the Kenya Population-Based HIV Impact Assessment (KENPHIA II). This individual will oversee all aspects of data management, system development, and IT infrastructure support. The ideal candidate will possess hands-on experience and skills in the areas they manage, with an extensive understanding of specific technologies and systems such as SQL scripting, continuous integration/continuous delivery (CI/CD) pipelines, and the KENPHIA II study data system, which includes applications for real-time data monitoring, household monitoring, field team management, laboratory sample tracking, quality and proficiency testing, real-time dashboarding, and linkage-to-care tracking.
Key Responsibilities:
Data Systems
- Manage the data systems team responsible for developing and maintaining the Computer-Assisted Personal Interviewing (CAPI) software using CSPro and other components of the study data system.
- Ensure the proper design, implementation, and maintenance of databases and data management systems, including systems for real-time data monitoring, household monitoring, field team management, and more.
- Monitor the data systems to ensure they meet the needs of the KENPHIA II study, implementing updates and improvements as necessary.
IT Infrastructure Support
- Oversee IT support functions, ensuring the optimal operation and security of servers, both on-premises and cloud, mobile devices, and other IT tools.
- Establish and maintain processes for effective IT crisis management, including development and implementation of Disaster Recovery and Business Continuity Plans.

National Community Mobilization Coordinator
Job Summary
This position will coordinate all aspects of demand creation and community mobilization of selected communities and counties for the survey working with multi-sectorial stakeholders at national, county and community levels. S/He will work to support the coordination and implementation of the KENPHIA II community engagement/mobilization strategies that encourage awareness, trust, participation, assuring the community of confidentiality, safety and security. S/He will work very closely with the Senior Technical Advisor to ensure that the mobilization strategies are fully understood and reflected in the implementation plans by all persons they oversee. S/He will conduct monitoring to ensure that the communities are aware of the survey and willing to participate. S/he will ensure that the surveillance and tracking system put in place to identify any messages that may be misleading or harmful to participants on the survey is functional.
Primary Responsibilities:
- Identifies stakeholders, opinion leaders and community gatekeepers in target communities and Lead community mobilization efforts at the county, sub-county and community level
- Fully understand community structures to enable appropriate design and mobilization strategies that will leverage on these structures
- Working with other key stakeholders to recruit community mobilization personnel at county and sub-county levels within their catchment areas
- Have regular engagement with the Senior Technical Advisor to ensure that real time demands for community sensitization and awareness are reflected in micro plans
- Provides guidance and inputs to develop culturally sensitive content and specific mobilization products that will encourage and increase survey participation and mobilize targeted communities, create awareness and use creative messaging to disseminate messages using local media and other innovative strategies
- Partners with networks of people living with HIV and civil service organizations or other entities that can mobilize and ensure active participation in the survey.
- Ensure community entry procedures are completed and due process followed through the counties as well as actively advocates for the project with the National Government Administrative Officers (NGAOs), ward administrators, village elders, and civic/ religious leaders and develop and implement a plan to monitor community acceptance of survey activities
- Conducts knowledge, attitude and practice surveys to provide inputs for developing the questionnaires and methodology.
- Oversees the Media and graphics officers in terms of some key outputs and coordinates and provides guidance on the development of survey theme song, fliers, other key communication products.
- Coordinate the recruitment and day-to-day support of community mobilizers in target communities and Motivate and encourage survey teams and provide constructive feedback and oversight
- Foster good working relationships between the community mobilization teams and the field implementation team
- Ensure the team is adequately equipped and responsible for logistics and track the teams progress to ensure efficient completion of demand generation assignments at households
Qualifications, Qualities & Abilities:
- Master’s or Bachelor’s degree in Social Sciences with knowledge of Kenya’s health sector and Community Health Strategy and 5 – 10 years’ experience working in a similar role on field surveys in LMIC
- Extensive experience in implementing Community-Based Programs and development and planning of community mobilization strategies as well as a solid understanding of integrated community health programs including HIV/AIDS and community structures to enable development of strategies that can facilitate penetration of survey messages

Senior ICT Officer
Job Summary:
The Senior ICT Officer will be responsible for the strategic planning and daily operations related to IT, including but not limited to the management of server (both on-premises and cloud), network and storage systems for the Kenya Population-Based HIV Impact Assessment (KENPHIA II) survey. This person will oversee IT support, ensuring efficient and secure data collection, storage, and transfer. The role involves ensuring the maintenance and constant availability of physical and virtual servers, providing mobile device management, and delivering information security training to the team. A significant part of this role will also include overseeing the support team responsible for managing hundreds of mobile devices used in data collection across various locations in Kenya.
Key Responsibilities:
Infrastructure Management
- Manage and maintain all aspects of IT infrastructure including data centers, network equipment, servers, storage devices, and various cloud environments.
- Oversee mobile device management, including device provisioning, updating, troubleshooting, and decommissioning hundreds of devices deployed across Kenya for data collection.
- Collaborate with the data management team to ensure infrastructure supports the efficient collection and secure storage of survey data.
Information Security
- Develop, implement, and enforce IT security policies and procedures to protect data integrity and prevent unauthorized access.

Senior Technical Advisor
Job Summary
KENPHIA II Senior Technical Advisor (STA) will report to the KENPHIA Director and oversee provision of high-quality technical assistance and the day-to-day operations of a national population-level HIV impact assessment (PHIA) in Kenya. The Advisor will be responsible for the oversight/management and integration of efforts of all key technical leads and smooth roll-out and implementation of the survey. S/He will be responsible for coordinating and supporting the field teams, oversee the activities of sub-contractors, and support the overall implementation of the PHIA. The incumbent will also actively support staff capacity building activities on the study protocol, procedures, policies, and relevant regulations and ensure that the study protocol, standard operating procedures (SOPs), and other relevant policies and regulations are implemented with strictly fidelity. The STA will monitor and report on the study site’s progress.
Roles and Responsibilities
- Key member of the KENPHIA secretariat expected to capacity build and guide the technical teams on key strategies for successful and timely implementation of the KENPHIA II.
- Technically support all aspects of the PHIA project, including protocol development and development and implementation of SOPs as well as ensure the teams understand and adhere to the protocol, SOPs, and other appropriate regulations, procedures and policies as well as assist in drafting and revising training manuals, as needed.
- Work closely with representatives from the Ministries of Health (MoH), CDC and other key stakeholders and members of the technical working groups to discuss the project’s progress and address any challenges or issues that arise during the implementation of the project.
- Consistently engage with stakeholders to ensure that any changes in the direction, scope or strategies of the survey that may arise are integrated into the implementation plan and create effective and efficient communication channels between key stakeholder’s by organizing meetings, conference calls, and regular engagement forums.
- Technically support with identifying, recruiting, training and supervising the PHIA project staff, as needed.
- Create and ensure enabling environments for high-functioning technical teams that can deliver on PHIA projects by providing key technical oversight and working closely with all technical leads across the different aspects of the survey to ensure high quality outputs, timely execution of assigned tasks as well as carry out frequent field visits as necessitated to ensure timely recruitment of participants and collection of high-quality data.
- Work closely with, support and coordinate external contractors to ensure accurate and timely completion of contracted scopes of work while adhering to GCP and protecting human subjects’ research.
- Ensures that all technical leads are having cross-cutting interactions to drive the survey on all fronts with high level of quality and efficiency as well as ability to objectively review and provide critical feedback to country teams
- Act as a liaison and technical coordinator for all survey monitors during the course of field activities and bridge the administration and technical teams efficiently
- Ensure that PHIA staff maintain the confidentiality of study participants and adhere to principles of Good Clinical Practice (GCP) and ethics of human subject’s research.

- Doctoral degree or a Masters in Public Health, Medical, Social Sciences, or related discipline with 5 – 10 years’ experience implementing large-scale, household-based surveys or other donor funded programs of similar size, scope and complexity of which at least 3 years were at senior level supervising and/ or managing regional or national teams in a field/household setting
- Previous experience in field implementation of HIV/AIDS programs as well as knowledge and practical experience in HIV community-based research and ethical requirements

Survey Statistician
Job Summary:
Ciheb is seeking to recruit a sampling survey statistician to lead and provide coordination in the planned KENPHIA II. The Survey Statistician for Kenya’s second Population-based HIV Impact Assessment (KENPHIA II) will collect and review data and create reports based on the findings of survey. In addition to collecting and analyzing survey data, they will be expected to develop techniques or statistical models that interpret the data in a clear and accurate manner. The Survey Statistician will have a dual reporting to the Data and Systems HI Advisor as well as to the Director KENPHIA II
Responsibilities
Key functions:
- Work closely with representatives from the Ministry of Health (MoH), Kenya National Bureau of Statistics (KNBS), CDC and other key stakeholders and members of the relevant sub TWG to review the project’s statistical aspects and address any challenges or issues that arise during the implementation of the project
- Through survey methodology, demography and geostatistical modeling techniques yield estimates of national and subnational population estimates in line with the protocol objectives
- Implement sampling and weighting strategies for household and other data collection strategies including the use of geostatistical and geospatial modeling techniques
- Technically support with identifying capacity gaps and training the data management teams on relevant aspects.
- Providing technical assistance and training in sampling frame construction, sample design, sample size calculations, stratification, sample selection and weighting for the KENPHIA II team
- Prepare Descriptions of sampling procedures for KENPHIA II reports as well as provide techncial assiatnce or statistical advice to KENPHIA II project team
