Strategic Information Advisor

Background

The Center for International Health, Education and Biosecurity (CIHEB)-Kenya is a local non-governmental organization collaborating with the Ministry of Health and County Health Management Teams to strengthen health systems for improved quality of health care in Kenya. CIHEB-Kenya is collaborating with the county governments of Mombasa, Kilifi, Kwale, Taita Taveta, Machakos, Makueni, Kitui, Nairobi, Kisumu and Migori to support the implementation and expansion of high quality, sustainable and comprehensive HIV prevention, care and treatment programs and expansion of COVID-19 vaccination with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR)

Job Summary

The SI Advisor will be responsible for guiding the overall CIHEB – Kenya M&E strategy and coordinating the implementation of this strategy for quality and timely monitoring of CIHEB Kenya supported programs and activities in Machakos, Kitui and Makueni Counties. This includes but is not limited to designing and leading the implementation of the monitoring, evaluation and reporting (MER) systems that will ensure the program meets the required ministry, county and donor requirements including efficient systems for data management and reporting

Duties and Responsibilities:

  • Develop and maintain the overall framework for project’s M&E systems prioritizing efficient HMIS for HIV including mHealth applications, eHTS, KenyaEMR amongst others
  • Lead the baseline assessment and monitoring of the project by guiding the process of identifying key performance parameters and comparing these to targets and objectives outlined in the grant’s proposal
  • Develop a robust strategic information approach that can track the immediate and intermediate effects of program activities, including changes in knowledge, attitudes, responsiveness, data use and technical assistance demand.
  • Maintain a database to ensure all project outputs and results are accurately recorded and coordinated to inform program staff enhancing data demand and information use.
  • Ensure timely reporting of supported activities to county, MoH and the donor through DHIS2, 3PM, DATIM and all other reporting platforms whilst ensuring data concordance
  • Provide regular reports on the status of implementation against the project goals and objectives to PI, PD, Senior Technical Advisor and CDC and other program managers as required.
  • Building the capacity of the supported facilities, county health teams and project staff in collecting, utilizing, and disseminate data as well as ensuring harmonization of all data whilst working closely with the County M&E personnel and other stakeholders;
  • Ensure the timely production and storage of accurate, reliable data through conducting regular quality assessments and carry out analysis and interpretation of project data.
  • Support the preparation and facilitation of structured periodic project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops;
  • Supervise Technical Leads and support to coach staff in all aspects related to HIV monitoring and evaluation
  • Collaborate with MOH M&E department, Health informatics and Data warehouse to create platform for dialogue, data sharing, and addressing key M&E issues within MOH

Required Qualification:

  • Minimum of an MSc in Epidemiology, applied or bio statistics or Health informatics.
  • Proficient in use of data management and analysis tools and advanced skills in database construction and/or management (SQL, Access, Excel) and various statistical packages such SAS, SPSS or R including EPI-Info. Experience with programming software an added advantage
  • Proven expertise in quantitative and qualitative methodologies, evaluation and implementation research, health information systems, reporting, data quality assessments, data analysis, and presentation.
  • Minimum of 10 years’ of progressively responsible experience, designing, implementing and overseeing monitoring and evaluation tasks for health and/or development projects with at least 5 years at senior supervisory level with Ministry of Health and donor-funded programs including the US government PEPFAR programs
  • Solid understanding Kenya’s health information systems, and issues related to data (e.g. data security; tracking through the cascade etc.) on key and priority populations
  • Demonstrated analytical and problem-solving skills, capacity building skills, communication and interpersonal skills and providing technical assistance.

Prevention of Mother to Child Transmission Improvement Specialist

Job Summary
The overall function of this position is to ensure that pregnant and breastfeeding women and their infants receive sustainable, high quality and client focused health services including Prevention of Mother to Child Transmission of HIV (PMTCT), HIV exposed infants (HEI) receive recommended follow up and HIV infected children receive pediatric HIV services as per the Kenya national guidelines.

Roles and responsibilities

  • Organize and oversee capacity building activities for health providers and case managers working within MNCH clinics through trainings and continuous medical education
  • Providing supportive supervision, mentorship and on the job training on PMTCT for all the clinical staff at USAID Stawisha Pwani supported health facilities.
  • Work to improve patient management through identifying and improving client flow systems, data capture, clinical management, clinical recording, referral to laboratory and pharmacy and preventing loses to follow for pregnant and breastfeeding women and children
  • Oversee eligibility testing amongst pregnant and breastfeeding women in supported health facilities in line with the elimination agenda
  • Support facilities to ensure good client monitoring and viral suppression among pregnant and breastfeeding women
  • Institutionalize continuous quality improvement systems for continuity of care and patient care improvement
  • Develop and strengthen adherence and retention innovations and evidence-based interventions through staff mentorship and follow-up and document best practices
  • Develop and distribute appropriate job aides, educational material, and reporting tools for PMTCT and HEI to supported health facility staff
  • Support collection, collation, and review of critical PMTCT data, indicators and activities on a monthly and quarterly basis detailing proposed objectives and activities for PMTCT/HEI at USAID Stawisha Pwani supported facilities
  • To represent the program in technical working groups and stakeholder meetings at sub-county and county levels
  • Evaluate outcomes of PMTCT related activities and shares recommendations for program improvement

Required Qualification

  • Degree in Nursing, Clinical Medicine required with significant field experience in nursing and/or community-based care of persons living with HIV/AIDS.
  • 5 years’ experience providing and/or overseeing PMTCT services at facility and sub-county/County level
  • Training in PMTCT/ART
  • ToT on PMTCT/ART and related field is an added advantage
  • Program management experience in a supervisory.
  • Knowledge and experience with Kenya HIV Quality Improvement Framework.
  • Good report writing skills and data use to inform programming.

Job Summary

The overall function of this position is to ensure effective implementation of quality HIV Care and Treatment services in supported counties. Responsible for working closely with the MOH and County Health teams, partners, and service providers in the region to strengthen health systems and ensure that the quality of HIV prevention, care and treatment and TB supported across the program is consistent with the national MOH/County Health Services quality standards and guidelines. Responsible for supporting the training, on-site technical supportive supervision, mentorship, coaching and regular updates to service providers in PMTCT, HIV care and treatment and TB care for all populations.

 Roles and Responsibilities

  • Co-ordinate the planning, conducting, analyzing and disseminating results of site capacity assessments at supported facilities.
  • Provide technical support through training and on site mentorship to facility multidisciplinary teams in management of HIV,TB,NCD,AHD and related diseases as per the recommended national guidelines
  • Examine facility operations and systems and recommend ways to improve processes geared towards enhancing patient level outcomes
  • Represent the organization in technical capacity at county and facility level meetings
  • Ensure achievement of program’s annual service delivery targets for the region and develop remedial plans where the targets fall short.

  • Support site level Continuous Quality Improvement (CQI) and strengthen capacity of site level MDT to increasingly use their data to support improvements for patient case management including DSD.
  • Support facility teams to build local capacity for quality improvement activities by establishing work improvement teams (WITs) at different departments that identify gaps subsequently prioritizing, analyzing, and implementing QI projects.

  • Ensure timely submission of quality reports from the field,trainings,meetings,including Monthly, quarterly and annual reports as per the organization policy

Required Qualifications

  • B.Ch.B, MD or MBBS required with significant field experience in clinical and/or community-based care of persons living with HIV/AIDS.
  • Registered clinical officer with over five years’ experience in HIV/ AIDS program implementation may be considered.
  • Experience in Health Care programming at the field level and providing technical assistance to partner organizations knowledge and experience of ART programmatic and technical issues highly desired.
  • Program management experience and experience in a supervisory role is a plus.
  • Knowledge and experience with Kenya HIV Quality Improvement Framework.
  • Experience working with government institutions, counties and local partners.
