Marine and Coastal Environmental Management Consultant

The consultant will be responsible for the following:

  • Migrate the different web platforms (website, CHM, Community of Practice) to the Microsoft Azure web server and perform system upgrades to enable the platforms to be up to date with the latest technological standards to increase their performance and reliability.
  • Upgrade and structure the CHM with a dashboard of data visualizations such as the ArcGIS Online and the data categorization by country (under the major themes of ocean governance as addressed by the SAPPHIRE project and the Partnership Project demo activities) and ensure that the visualizations are interlinked and easily accessible from the Clearinghouse Mechanism platform.
  •  Develop secure forum pages based on topical issues such as Marine Spatial Planning (MSP) and Regional Ocean Governance, where the users of the platform can interact with the content by giving their comments or feedback to enhance the Science to Policy within the Western Indian Ocean Region.
  • Liaise with implementing partners to migrate data and information from SAPPHIRE demonstration projects to the CHM and upgrade the country pages with all the relevant data categorized. Structure the visualization relevant to each of the countries to include an online atlas and ensure that the information is easily accessible.
  • Standardize and optimize the search capability of the CHM so that all the linked platforms are searchable.
  • Integrate the partner-developed platforms (Climate hub, CORDIO) and create APIs to increase the visibility and searchability of the CHM.
  • Develop a story map for SAPPHIRE demo projects and activities. Similarly, for the SAPPHIRE demo projects, where the data and maps are available, create a dashboard of the demo project outputs.

Qualifications/special skills

  • Academic qualifications: A University degree is required in computer science, information technology, website design and programming or related field is required.
  • Minimum of 4 years of professional experience in implementing interactive web-based database applications supporting dynamic online updating of content is required.
  • Experience in relevant programming, image manipulation tools and web tools such as HTML/XML/ASP/ASP. NET/CSS coding, Drupal, Adobe Designer, Adobe Photoshop, Microsoft Azure Portal and ArcGIS is required
  • Experience in enabling metadata interoperability standards on both spatial and non-spatial data is desirable.

Duties and Responsibilities:

  • The primary scope of this consultancy is to prepare a ten-year ABS Strategy and Action Plan, which should broadly cover the following areas:
  • Propose a strategy for achieving the strategic objectives and key results.
  • Develop action plan for the protection of rights of local and indigenous communities, protection of traditional knowledge, capacity building of stakeholders, institutional framework, communication strategy and knowledge management, gender and social inclusion, etc.
  • Prepare a resource framework for the plan period.
  • Propose possible competent national authorities, checkpoints and develop a training need assessment.

Qualifications/special skills

  • Advanced university degree (Master’s degree or equivalent) in environmental law, environment, sustainable development, natural resources management, international relations, or a related field is required.
  • A first-level university degree in combination with seven years qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of 7 years of experience in environmental law is required including at least 4 years of experience working on drafting legal instruments related to Multilateral Environmental Agreements and the implementation of the Nagoya Protocol and ABS regimes.
  • A good/broad understanding of conservation of biodiversity and related international frameworks and commitments is required. Proven expertise in policy formulation and programme/project development is required.
  • At least 3 years of experience in drafting legal instruments in the context of South Sudan, and/or East African region preferably in the ABS and environment and natural resources area is desirable.

Climate Information Services Consultant

Specific tasks and responsibilities

  • Under the general supervision of the Head, Climate Services and Capacity Building Unit, in the Early Warnings and Assessment Division, the specific duties and responsibilities of the incumbent will be as follows:
  • Analyze documents/communications/reports to determine baselines with regard to CIEWS in the context of climate science and transparency in targeted countries.
  • Identify and contribute to the enhancement of strategic partnerships, technical support and capacity building with regard to CIEWS in the context of climate science and transparency.
  • Contribute to the development of funding requests under the project document on “Strengthening Climate Information and Early Warning Systems for science-based climate solutions”, including for the Systematic Observations Financing Facility (SOFF).
  • Serve as the primary point of contact for the SOFF-United Nations Multi-Partner Trust Fund Office (UNMPTF) gateway, ensuring alignment with project requests and facilitating collaboration with SOFF Secretariat.Draft a variety of documents including reports, presentations, studies and results-based project documentation based on identified country needs related to CIEWS in the context of climate science and transparency and following applicable standards.
  • Review a variety of documents including National Frameworks for Climate Services, Meteorological Acts, Market Assessment Reports, National Financing Policies, Climate Data Strategies, Early Warning System Standard Operating Procedures, etc. referencing best practice examples
  • Develop a robust database of evidence for results-based management in project oversight
  • Revise project documentation based on review comments from internal and external partners.
  • Maintain an overview of the status of assigned project portfolio, issue alerts and propose remedial measures when necessary.
  • Document lessons learnt in the implementation of the projects. Develop communication products, including web-based stories, newsletters, and briefs, for dissemination to various stakeholders, including, coordinating with the UNEP communications unit.

Qualifications/special skills

  • A 1st level degree related to Environment, Climate Change, International Studies or other relevant field is required.
  • An advanced higher degree (Master’s or equivalent) related to sustainable development, environment climate change or other relevant field an advantage.
  • At least 2 years of professional work experience at the national and/or international level in project design and climate services or other relevant programme is required
  • Experience in designing and implementing country projects is desirable.
