Special Assistant, Administration

Responsibilities

  • Perform analytical tasks for the Director and provide strategic and policy support to the Director:
  • Review and analyze policy papers, reports and other documents on environmental issues and prepare recommendations for consideration by the Director;
  • Support the Director in drafting policy papers on issues related to the work of the Division, in particular on climate emerging environmental issues;
  • Prepare substantive reports and briefing notes for the Director for use at conferences and meetings;
  • Organize independently and participate in the organization of major workshops and meetings supported by the Division, including drafting of Memoranda of Understanding, liaison with Governments and other officials;
  • Draft, review and finalize policy statements and speeches on environmental issues for use by the Director, and UNEP Senior Management;
  • Participate in meetings during the absence of the Director and prepare briefing notes for him/her as well as decide which issues need his/her immediate attention;
  • Coordinate the follow-up functions for the Director and ensure that the required actions are taken, deadlines are met and quick responses are provided;
  • Provide recommendations to the Director on the handling of emerging policy issues;
  • Oversee necessary analytical administrative procedures, e.g. on travel, to ensure that the Director’s decisions and circulars are adhered to.
  • Perform other related duties as requested by the Director.

Education

  • Advanced university degree (Master’s Degree or equivalent) in environmental Climate Change, social or political sciences, business administration, environmental management or a related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in the field of sustainable development or environment-related programmes, or public administration, including at the international level is required.
  • Work experience in United Nations system or similar international organization is desirable.
  • Experience in conducting in-depth research on climate change issues, including environmental policies, regulations, and scientific data is desirable.
  • Experience in preparing briefing materials, reports, and presentations for high-level meetings, ensuring accurate and relevant information is desirable.
  • Experience in engaging and coordinating input from internal teams and external stakeholders (governments, NGOs, scientific institutions) is desirable.
  • Experience in organizing meetings, retreats, conferences, and events, ensuring smooth programmatic and logistics and clear communication channels between all involved parties is desirable.
  • Experience in supporting teams during international climate change meetings, such as the UN Climate Change Conference (COP) is desirable.
  • A minimum of two (2) years or more of experience in data analytics or related area is desirable.

Detailed deliverables:

  • An inception meeting with the UNEP team, produce a brief inception report covering the approach and workplan; Finalisation of the review and clearance of 6 projects including RBM, risk and safeguard aspects; Support the rollout of implementation support.
  • Finalisation of the review and clearance of 5 projects including RBM, risk and safeguard aspects; Support the rollout of implementation support.
  • Finalisation of the review and clearance of 6 projects including RBM, risk and safeguard aspects.
  • Finalisation of the review and clearance of 3 projects including RBM, risk and safeguard aspects; Production of analytical report including trend and performance analysis, findings and recommendations.
  • Finalisation of the review and clearance of 6 projects including RBM, risk and safeguard aspects.
  • Finalisation of the review and clearance of 6 projects including RBM, risk and safeguard aspects.
  • Finalisation of the review and clearance of 4 projects including RBM, risk and safeguard aspects;
  • Support the analytical aspects to inform the annual report.
  • Production of analytical report including trend and performance analysis, findings and recommendations.
  • The payment schedule is performance-based, associated with the above eight deliverables to be concluded during the period of the consultancy. The expected start date of this consultancy is 1 May 2025.

Qualifications/special skills

  • Advanced university degrees (master’s or above) in Environmental Science, Social Science, Business or Public Administration, Project Management, Results-based Management or a related field is required.
  • A first level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven (7) years of progressively responsible experience with programme and project design; project implementation and management is required.
  • Good knowledge of the UN/UNEP quality assurance, risk and safeguards system(s) and good understanding of UNEP’s project cycle is required.
  • 5 years of relevant international experience in environmental, social safeguard systems is required. Demonstrated experience in data analytics (performance trends and patterns) in a development context is desirable.

NBSAP Co Chair Consultant

Reporting to the Head, Nature Frameworks Support Unit and the NBSAP Accelerator Partnership Global Coordinator, the consultant will undertake the following assignments: April-May

  • Develop work plan detailing the activities, tasks and delivery schedule.
  • Design of Steering Committee meeting including agenda, consultation with members and working documents.
  • Develop proposal for engagement of Technical and Scientific Cooperation Centers.
  • Design and delivery of Q1 Members meeting including draft agenda, Co-Chairs scripts, powerpoint presentation, meeting summary.
  • Present NBSAP Accelerator Partnership to existing and potential members and update recruitment and membership processes
  • Assessment of 3x NBSAPs as submitted to the Convention on Biological Diversity
  • Draft ToR for the NBSAP Accelerator Partnership Technical Advisory Committee June-July
  • Deliver Steering Committee meeting including meeting facilitation, development of powerpoint presentation, Co-Chairs script, run of show and meeting minutes.
  • Develop material for Co-chair outreach to potential donors: pager highlighting the main Partnership’s features, achievements, and opportunities for collaboration, talking points for bilaterals with strategic messages on resource mobilization.
  • Develop draft Members Work Program including consultation of members assessment of member benefits, services, and renewal processes
  • Present NBSAP Accelerator Partnership to existing and potential members and update recruitment and membership processes
  • Draft plan (agenda, participants, process) of donor roundtable
  • Oversee the establishment of the NBSAP Accelerator Partnership Technical Advisory Committee August
  • Report of Co-Chair engagement strategy and protocols of meetings.
  • Generate material for Co-Chair outreach and advocacy activities at international events.
  • Develop materials for onboarding of incoming Co-Chair, members and observers.
  • Design and delivery of 2nd quarterly Members meeting: powerpoint presentation, Co-Chairs script, run of show, background material.
  • Review and update of membership strategy and develop new policies relating to membership, governance, or organizational strategy
  • Report of membership status and composition.

Qualifications/special skills

  • An advanced university degree in biodiversity conservation, international development, environmental science, management or behavioural sciences or closely related field is required.
  • A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of 5 years of relevant experience in biodiversity and national biodiversity is required.
  • Experience in facilitating partnership building in diverse multi-stakeholder environments is required
  • Experience with meeting organization and developing projects is required
  • Experience with the National Biodiversity Strategic Action Plans is required A track record of international experience in the implementation of the Convention on Biological Diversity or related activities is required.
