Responsibilities
Budget:

Evaluation Consultant for Terminal Evaluation of the UNEP Project “Investing in Walking and Cycling Policies in African Cities (within least developed countries)
Duties and Responsibilities
ORGANIZATION SETTING.
- The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
- The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies, practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
- The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division, and the unit promotes sustainable, low and no emissions transport. UN Environment’s SMU wishes to engage the services of an Evaluation Consultant for a period of 5 months (106 days) to review the UN Development Account Funded project “Investing in Walking and Cycling in African Cities (within least developed countries).” The consultant will report to the SMU Project Manager responsible for the UNDA Project.
- The “INVESTING IN WALKING AND CYCLING POLICIES IN AFRICAN CITIES (WITHIN LEAST DEVELOPED COUNTRIES)” project aims to promote a global transition to zero-and-low emission transport for improved air quality and climate change mitigation through increased capacity of selected countries in Africa to better design and implement policies and make investment decisions that prioritize the needs of pedestrians and cyclists (particularly vulnerable groups).
- In line with the UNDA Project Evaluation Guidelines, the Guidance Note on Planning and Conducting Terminal Evaluations of 11th Tranche projects and the UNEP Evaluation Policy, the Terminal Review (TR) is undertaken at completion of the project to assess project performance (in terms of relevance, efficiency, effectiveness and sustainability), and determine outcomes and impacts (actual and potential) stemming from the project.
The TR has two primary purposes:
- to provide evidence of results to meet accountability requirements, and to promote operational improvement, learning and knowledge sharing through results and lessons learned among UNEP and main project partners. Therefore, the TR will identify lessons of operational relevance for future project formulation and implementation.
- The Evaluation will identify lessons of operational relevance for future project formulation and implementation, especially where a second phase of the project is being considered. Recommendations relevant to the whole house may also be identified during the evaluation process,
- Under the supervision of the SMU Project Manager responsible for the UNDA Project in line with relevant UNEP and UN Development Account evaluation criteria, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically,
the consultant will:
- Develop the desk review and interview protocols;
- Conduct preliminary desk review and introductory interviews with project staff;
- Draft the reconstructed Theory of Change of the project;
- Prepare the evaluation framework;
- Develop an inception report;
- Develop a preliminary Findings Note: typically in the form of a powerpoint presentation, the sharing of preliminary findings is intended to support the participation of the project team, act as a means to ensure all information sources have been accessed and provide an opportunity to verify emerging findings.
- Regularly report back to the SMU Project Manager on progress and inform of any possible problems or issues encountered and generally keep the Project Manager informed of the evaluation progress.
- Develop a draft and Final Review Report
- Develop a table of Recommendations containing the list of recommendations from the evaluation exercise.
The final version of the Review Report and table of recommendations will be assessed for its quality by the UNEP Evaluation Office.
Qualifications/special skills
- An advanced university degree (Masters or Equivalent) in urban development, sustainable transport or other relevant political or social sciences area is required.
- A minimum of 2 years work experience evaluating sustainable transport/mobility projects is required
- A broad understanding of sustainable mobility and the walking and cycling policy landscape in Africa is desirable.

Human Resources Management:

Intern – Environment Affairs, I
Responsibilities
The objective of the internship is to:
- Carry out research on Sustainable Development Goals (SDGs), sustainable consumption and production (SCP) and circular economy to support elaboration of briefings, articles, presentations, and other documents.
- Prepare regional and national concept notes and presentation on SCP and its environmental impacts for the difference regions, using UNEPs SCP-Hotspot Analysis Tool (SCP-HAT).
- Support with the coordination of GO4SDGs activities, including keeping an updated calendar of events, organizing periodical meetings with internal and external partners in priority topics.
- Support engagement of youth in regional and global dialogues around green jobs for youth – in close cooperation with ILO and UNICEF, including preparation of background papers and concept notes.
- Prepare power point presentations and briefings for GO4SDGs events.
- Supporting the communications and outreach of GO4SDGS events and cooperation with the team of “10 Year Framework of Programmes on SCP – (10YFP). COP28 Pavilion Coordination Consultant
Duties and Responsibilities
- The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.
- The consultant will report to the Deputy Director of Ecosystems Division,UNEP.
The consultant’s duties will include the following work:
Event planning and Coordination: Working with UNEP colleagues across the organisation including the Regional Office of West Asia, to lead internal coordination of the Pavilion strategy, including but not limited to:
- Manage the event and related activities oversee the planning and management of the UNEP Pavilion and other auxiliary spaces at CoP28, as requested:
- Compiling and consolidating inputs from across all key internal stakeholders and divisions to deliver one unified strategy for the Pavilion concept;
- Handle pre-event, the launch and post-event elements.
- Develop a production plan and overall event strategy detailed approach, concept, format, and timeline of the launch.
- Establishing and leading a task force that will meet on a weekly basis (as needed) to oversee coordination of the Pavilion;
- Organising regular updates (monthly, or as needed) to senior stakeholders in SMT and other fora as required to ensure internal buy-in.
- Fundraising coordination: Coordinate UNEP Divisions’ in identifying and proposing joint funding opportunities to implement events at the UNEP Pavilion, including but not limited to external partners.
- With relevant UNEP staff, coordinate and administer the allocated Pavilion budget.
- Event production planning and oversight:
- Oversee the selection of side events and information gathering for all production needs.
- Develop a production plan and overall event strategy detailed approach, concept, format, and timeline of the launch.
- With the UNEP team, oversee the coordination of daily themes and issues that should be promoted at the COP28 Pavilion, ensuring the side-events and outcomes of the event align with UNEP’s overall narrative;
- Draft and execute daily run of shows, or scripting as and when necessary;
- With the UNEP team, recommend, brief and coordinate speakers and moderators for events hosted at the UNEP Pavilion;
- Oversee the preparation, time management and execution of the Pavilion for successful implementation.
- Advisory/oversight: At the event, work in an advisory role with other team members to ensure the production and delivery of the high-level events are well produced and communicated:
- Oversee any event support personnel – manage overall production team of the events and screenings such as (inter alia): stage manager, event hosts, professional photo and video coverage team, ensuring that all the event requirements are fully met based on the agreed plan with UNEP;
- Liaise with relevant UNEP and external media/communications personnel to assist in marketing the Pavilion, and any media requests on sessions.
- Review the UN support proposal to COP 28, advise on overlapping elements of the proposed Pavilion activities.
- Event reporting and evaluation: Prepare and submit a full qualitative and quantitative accomplishment report and overall event documentation. Provide suggested follow-up actions and lessons learned, information materials, guest list and attendance sheets where possible.
Qualifications/special skills
- Master’s degree in communications, international relations, political science or related field is required.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree
- Minimum seven years of work experience in communication, event production, media relations or related field is required.
- Experience in organizing and implementing events in an international organizational setting is required.
- Knowledge and expertise in high-level environment and sustainable development issues, including in the UNFCCC context, is desired.

- Reviews, analyses and ensures the financial management and budget administration of the Framework Agreements in compliance with the UN Rules and Regulations and European Commission requirements.
