Senior Coordinator – Recovery and Resilience – P4
Core Functions / Responsibilities:
- Oversee and coordinate the formulation of country specific policies, strategies pertaining to emergencies, peace, human mobility in the context of climate change, and identify and develop new programmes to address emerging needs in Kenya.
- In close collaboration with the Chief of Mission and Head of Programme and Policy
- Development, ensure that all components of relevant projects, programmes, and activities operate in a coherent and mutually supportive manner, ensuring a smooth coordination among all partners and stakeholders.
- Support IOM’s engagement in relevant forums by providing strategic and operational inputs, including representation of IOM, together with the Chief of Mission and Head of Programme and
- Policy Development in relevant meetings, forums, and platforms.
- Ensure adequate IOM’s response preparedness by:
- Improving coordination in the response preparedness capacity of programmes;
- Verifying and facilitating alignment of programmatic response preparedness with inter-agency common planning frameworks; and,
- Coordinating the implementation of the preparedness efforts envisaged by IOM in relevant thematic areas.
- Recommend how cross cutting issues including gender, age, education, disability, environment, and protection can be better incorporated for further enhancement of IOM’s programming leaving no one behind.
- Guide and supervise staff responsible for the implementation of relevant projects and programmes. Coordinate and provide training to staff to promote a common understanding and knowledge of ways and means to strengthen programming.
- Identify new opportunities for the relevant portfolio and participate in the development of project proposals in coordination with relevant Programme/Project Managers and Units in the
- Mission, the Regional Office, and HQ.
- Ensure the provision of timely, accurate, standardized, and adequate information to all relevant stakeholders on relevant IOM interventions, paying special attention to the situation concerning the vulnerable groups. Establish and strengthen liaison with donor representatives and periodically brief them on current and planned programmes in order to mobilize necessary resources.
- Undertake duty travel relating to need assessments, project monitoring, liaison with counterparts, problem solving, and new project development, as required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in international relations, Social Sciences, Disaster Management,
- International relations, Conflict Management, Human Rights/ Law, Information Management, or a related field from an accredited academic institution with seven years of relevant professional experience; or
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Professional experience in the field of emergency and humanitarian affairs, transition and recovery programming, knowledge on global policies and guidelines related to humanitarian affairs and recovery and resilience responses;
- Experience working in implementation and delivery of humanitarian response and recovery & resilience projects in a variety of contexts is a must;
- Strong project implementation and management experience, including project monitoring and reporting an advantage;
- Demonstrated experience in policy ad strategy development;
- Experience working in complex settings that requires sound judgment, and operational flexibility;
- Previous solid work experience in East and Horn of Africa and IGAD Region in a similar capacity with humanitarian agencies, in particular the UN, is a strong advantage; and
- Recent experience in managing multi-cultural teams in challenging circumstances to effectively meet programming goals.

Project Support Officer (P2)
Core Functions / Responsibilities:
- Support the Regional Health Assessment Programme Coordinator (RHAPC) in project development, implementation and reporting activities, including coordinating regular reports, providing inputs for budgets and project proposals and reviewing and updating United States
- Refugee Admissoins Program (USRAP)-specific policies in coordination with USRAP and Country Office management.
- Assist the RO Health Assessment Programme (HAP) Finance Team in monitoring spending across the project region, and flagging areas of under or overspending to RHAPC.
- Coordinate report drafting and informational materials, including flash reports, updates, surveys, bulletins, factsheets, and dashboards addressing a wide variety of USRAP-related topics. Facilitate collaboration and revision processes to produce high quality, timely, topical, and polished pieces that integrate relevant IOM approaches, policies, and guidelines. Support the production of materials with data visualizations and formatting and, where relevant, work with a designer and/or communications specialist to ensure materials are in line with
- Organizational branding and professional standards.
- Coordinate the organization of a wide range of events, including meetings and activities,
- Regional Office-level events, town halls and high-level visits. Supervise the production of event-related outputs, including briefs, meeting agendas and minutes, reports, fact sheets, and presentations. Provide coordination support for management and staff visits to other entities and IOM missions, including drafting visit agendas, scheduling appointments, and maintaining relevant correspondence. Where relevant, liaise between RHAPC and with other Chief Migration Health Officer (CMHO) on cross-departmental meetings.
- Oversee the development and maintenance of regional HAP key contact information, rosters, web resources and distribution lists, as well as organigrams for relevant HAP units/country offices.
- Coordinate between Management, the Resources Management Unit(s) (RMU) in the relevant
- Country Offices in the Region, and other relevant entities to help ensure the project is observant of financial, administrative and procurement requirements in line with IOM rules and regulations and that all resources management needs are being met within the project. Help ensure procurement-related work is organized efficiently and on time through the drafting and monitoring of Quarterly Procurement Plans.
- Supervise staff focused on project management support duties in the areas of project support, reporting, interpretation management and resource management coordination. Assist in hiring staff, provide training, technical assistance, and information on changes to workflows and procedures, assign duties, and give feedback on performance on a regular basis to facilitate high quality work and accurate completion of duties.
- Help identify knowledge gaps and recommend opportunities for the expansion of data collection activities that will contribute to future reports and informational materials.
- Oversee the periodic review and update of internal USRAP project administrative workflows and organizational charts to continually track and streamline procedures.
- Liaise with the USRAP HR Business Partner in IOM USRAP Washington, D.C. and HR units in various Country Offices in the Region regarding the background check process for new and current staff. Alert the RHAPC of any process issues.
- Maintain and ensure the confidentiality and integrity of all USRAP project-related information by implementing control procedures in line with USRAP program integrity guidelines, standards of conduct and data protection rules. Alert RHAPC or the relevant CMHO of any non-compliance to SOPs or codes of conduct.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in social science, International Relations, Health Sciences, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in USRAP, particularly in processing or movement operations activities, such as field support, movements, data processing, employment verification, case creation, pre-screening, USCIS adjudications support, scheduling, field support and out-processing, is a distinct advantage;
- Knowledge of USRAP program implementation and familiarity with IOM’s administrative, financial, and business rules and practices is desirable; and,
- Demonstrated proficiency with START is an advantage.
Skills
- Strong written and verbal communication skills and ability to effectively communicate with and lead a team is essential;
- Excellent computer skills and a high level of proficiency in spreadsheet and database applications; and,
- Strong organizational skills.

Programme Officer (Emergency and Stabilization) (P2)
Core Functions / Responsibilities:
- Participate in the development of new strategies as opportunities emerge especially related to the emergency and community stabilization fields in the East and Horn of Africa Region.
- Assist in the quality control of donor proposals, donor reports and updates as part of overall reporting requirements for the emergency programmes in EHoA Region
- Support the EPC RTS and Country Offices in assessment and development of concepts for proposals for emergency, recovery, stabilization and transition programming for the East and Horn of Africa Region.
- Coordinate and document regular monthly engagements with country offices in the EHoA region and support monitoring of follow up actions and strengthening the knowledge management initiatives within the unit.
- Strengthen the engagement of IOM with Office of the Special Envoy to the Great lakes (OSESG-GL) through support to the implementation of the UN Strategy for Peace Consolidation, Conflict Prevention and Conflict Resolution in the Great Lakes region.
- Act as a seconded member of the inter-agency Integrated Secretariat support in the coordination and co-organization of the inter-agency events and meetings and donor briefings on the Strategy and its Action Plan and in enhancing knowledge management.
- Assist the EPC RTS in overseeing and managing all activities of the EPC Unit, including research and analysis for stronger programming approaches at the Regional and Country Office levels.
- Assist with the establishment and review of administrative and operational requirements during emergencies in EHoA Region, and initiate actions to fulfil and monitor those requirements.
- Draft regular Situation Reports and other relevant reports for IOM, and any special reports covering IOM activities in EHoA Region.
- In coordination with the EPC RTS, support IOM’s engagement in, and participate in, the
- Humanitarian Country Team, Inter-cluster and other multi-agency mechanisms in the countries in the Region, as needed.

Experience
- Minimum of two years of work experience either on project development, project management, database management, project monitoring and evaluation relevant to emergency and community stabilisation; and,
- Experience of working in a multi-cultural setting.
Skills
- Advanced English writing, communication and negotiation skills.
- Ability to collect and analyze data on emergency and community stabilization topics, and,
- Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat and Photoshop with experience of maintaining a website.
