Project Officer (Project Management) (P2)
- Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Operations Resettlement and Movement Management, East and Southern Africa, the Project Officer (Project Management) will be based in Nairobi, Kenya and will have the following project management duties and responsibilities in the areas of project support, budget support, reporting, public affairs, event coordination, interpretation management and resources management coordination.
Core Functions / Responsibilities:
- Support the Project Manager in project development, implementation and reporting activities, including providing inputs for budgets and project proposals and reviewing and updating USRAP-specific policies in coordination with USRAP and Country Office management.
- When requested, assist the Project Manager in monitoring spending across the project region, and flagging areas of under or overspending to Project Management.
- Coordinate report drafting and informational materials, including flash reports, updates, surveys, bulletins, factsheets, and dashboards addressing a wide variety of USRAP-related topics. Facilitate collaboration and revision processes to produce high quality, timely, topical, and polished pieces that integrate relevant IOM approaches, policies, and guidelines. Support the production of materials with data visualizations and formatting and, where relevant, work with a designer and/or communications specialist to ensure materials are in line with Organizational branding and professional standards.
- Oversee the organization of a wide range of events, including meetings and activities, Country Office-level events, town halls and high-level visits. Manage the production of event-related outputs, including briefs, meeting agendas and minutes, reports, fact sheets, and presentations. Provide coordination support for management and staff visits to other entities and IOM missions, including preparing visit agendas, scheduling appointments, and maintaining relevant correspondence. Where relevant, liaise between Project Managers and with other Project Officers (Project Management) on cross-departmental meetings.
- Oversee the identification, recruitment, and training of interpreters for USRAP activities. Maintain a roster of Interpreters with the languages, citizenship, recommendations on further engagement with USRAP and assist with bringing them on board as required for these Country Offices.
- Coordinate between Management, the Resources Management Unit(s) (RMU) in the relevant Country Offices in the Region, and other relevant entities to ensure the project is observant of financial, administrative and procurement requirements in line with IOM rules and regulations and that all resources management needs are being met within the project. Ensure procurement-related work is organized efficiently and on time through the preparation and monitoring of Quarterly Procurement Plans.
- Oversee staff focused on project management support duties in the areas of project support, reporting, interpretation management and resource management coordination. Hire staff, provide training, technical assistance, and information on changes to workflows and procedures, assign duties, and give feedback on performance on a regular basis to ensure high quality work and accurate completion of duties.
- Help identify knowledge gaps and recommend opportunities for the expansion of data collection activities that will contribute to future reports and informational materials.
- Oversee the periodic review and update of internal USRAP project administrative workflows and organizational charts to continually track and streamline procedures.
- When required, liaise with the USRAP HR Business Partner in IOM USRAP Washington, D.C. and HR units in various Country Offices in the Region regarding the background check process for new and current staff. Alert the Project Manager of any process issues.
- Maintain and ensure the confidentiality and integrity of all USRAP project-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert Project Manager or the Senior Project Coordinator (PDA) of any non-compliance to SOPs or codes of conduct.

Required Qualifications and Experience:
Education
- Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in USRAP, particularly in processing or movement operations activities, such as field support, movements, data processing, employment verification, case creation, pre-screening, USCIS adjudications support, scheduling, field support and out-processing, is essential; and,
- Knowledge of USRAP program implementation and familiarity with IOM’s administrative, financial and business rules and practices is desirable.
Skills
- Strong written and verbal communication skills and ability to effectively communicate with and lead a team;
- Demonstrated proficiency with START is an advantage; and,
- Excellent computer skills and a high level of proficiency in spreadsheet and database applications.

Senior Digital Communications Assistant
- Under the overall supervision of the Chief of Mission and direct supervision of the Media Communications Officer, the successful candidate will support IOM Somalia’s digital communication efforts. The incumbent will be responsible for producing high quality content that highlights, explains, and promotes the work of IOM and its programmes, with the overall objective of raising the visibility of IOM programmes in Somalia. The incumbent, will take the lead in identifying and producing compelling and impactful audio-visual stories, narratives and reports about IOM’s work and activities, using video, photography and audio, and other technologies.

Core Functions / Responsibilities:
- Provide technical and administrative support for coordination activities with partners in the field of communications within the framework of the Regional Migrant Response Plan (MRP) for the Horn of Africa and Yemen and Southern Route.
- Participate in the implementation of the MRP’s internal and external communications strategies in line with the MRP’s guidelines and donor requirements, helping to promote an accurate narrative on migration and other issues central to the MRP with the media, general public, donors, the UN and other key partners.
- Contribute to the development, implementation, and reporting on project visibility and communication plans in line with donor requirements, while maintaining close contact with donor communications focal points and providing them with regular updates and information.
- Participate in the implementation of communications campaigns (e.g., global advocacy initiatives, regional public information programmes) and joint communications strategies in humanitarian and development contexts in close coordination with relevant thematic specialists for the positioning and visibility of the MRP.
- Draft and/or coordinate the preparation of specific communications content produced by MRP partners in a timely manner, including stories, blogs, videography, photography, audio production (podcasts) and graphic/digital design and social media content.
- Liaise with relevant Communications Working Groups and other relevant actors to assist in the development of media messages on key issues, working closely for campaigns and on issues of joint concern.
- Provide technical support to the MRP working groups, such as the Migrant Protection Working Group and Information Management Working group, to facilitate their visibility and communications work.
- Participate in relevant meetings and conferences. Support information networks, and assist inorganizing media coverage, briefings, interviews, seminars, outreach activities, joint activities with MRP partners, lectures, conferences, media trips, and public events on major issues and events concerning the MRP.
- Keep abreast of global migration-related developments and processes in the UN system by researching, collecting and analyzing information on displacement, migration and humanitarian developments and emerging issues.
- Act as a focal point for the MRP website: upload documents, update information and support its broadcasting; draft preliminary responses to press requests related to MRP issues. Maintain an updated database with contacts of journalists.
- Provide technical inputs for the preparation of a range of information communications products in support of priority MRP initiatives. Coordinate the publication processes.
- Track and monitor topics related to the MRP in the media, highlight points of interest, evaluate the impact of communications activities, and document developments, trends, and attitudes regarding the MRP and the broader response.
- Produce PowerPoint presentations and other digital and printed documents necessary for meetings or external presentations, working closely with the graphic design team for the development of internal and external products, including donor updates, infographics and situation reports.

Human Resources Officer (P2)
Context:
- Under the overall supervision of the Head of Resources Management Unit based in Somalia, the direct supervision of the Human Resources Officer (Head of Unit) for IOM Somalia based in Nairobi, Kenya, and in coordination with the Human Resources (HRM) unit at Headquarters (HQs), the East and Horn of East Africa Regional Office in Nairobi, the Manila Administrative Centre (MAC) and the Panama Administrative Centre (PAC), the Human Resources Officer will be responsible for monitoring, supporting and coordinating the human resources functions of all offices in the IOM Somalia Country Office (CO).
Core Functions / Responsibilities:
Unit Management
- Assist the HRO/RMO/SRMO or the Head of Resource Management (RM) in reviewing and monitoring the Human Resources Management services in the Country Office (CO) in accordance with the Organization’s HR rules, regulations, policies, procedures and practices and in light of project activities in the Region.
- Supervise the maintenance of personnel files and attendance records of international, national and sub-contracted staff in the CO.
- Facilitate the maintenance and upkeep of the CO’s HR and Training database, and in conjunction with the Security Unit, ensure staff abidance of all mandatory and recommended security briefings and trainings.
PRISM HR Administration
- Monitor the contractual status and the administration of entitlements of local staff in the PRISM HR module. Monitor and ensure effective administration of the PRISM HR Organizational Management module.
- Maintain the personnel files and attendance records of national staff correctly and in line with organizational standards.
- Assist in supervising the preparation of the monthly payroll for national staff and ensure its accuracy and timeliness. Assume the responsibility for Payroll Posting and work in close coordination with HR staff in order to validate and verify the payroll simulation before the monthly pay run and posting of national staff payroll in PRISM HR.
HR Policy and Advisory
- Coordinate with HQ, MAC and the Finance Team of CO on matters related to the benefits and entitlements to the international staff in the field such as, Danger Pay, Health Insurance/Medical Service Plan (HI/MSP), educational grant, home leave, rental subsidy, etc., and the administration of Rest and Recuperation travel.
- Assist in ensuring that the Third-Party Consultancy Management Contract is implemented.
- Monitor and supervise the administration and timely renewal of the visas and residence permit for international staff.
Talent Management
- Coordinate the recruitment processes in the CO in close liaison with the HRO/RMO/SRMO or the Head of Resource Management (RM) and provide support to the CO in filling the appropriate staff and non-staff vacancy needs by ensuring the relevant recruitment procedures are effectively and swiftly applied.
- Ensure that new staff are sufficiently briefed, including thorough and appropriately updated “Welcome Package”, and able to assume functions at the CO in a timely fashion.
- In coordination with the HRO/RMO/SRMO or the Head of Resource Management (RM), ensure timely and regular implementation of the Country Offices Staff Evaluation System (SES), encourage and provide guidance for the timely completion of the performance management process between staff and supervisor in compliance with the Organization’s deadlines.
- Assist the HRO/RMO/SRMO or the Head of Resource Management (RM) in coordination, planning and organization of staff development and training activities for the CO in close collaboration with Human Resources Management/Staff Development and Learning (HRM/SDL). Collaborate with line managers to assist in establishing staff development and training priorities and plans. Deliver induction and other forms of trainings to staff.
Monitoring and Reporting
- Assist the HRO/RMO/SRMO or the Head of Resource Management (RM) in the preparation of administrative reports that may be required in coordination with the Heads of Units/Programmes. Oversee the preparation of reports pertaining to personnel administration of international and national staff as required.
- Discuss audit recommendations on HR matters and in coordination with the HRO/RMO/SRMO or the Head of Resource Management (RM), implement them upon instruction within the HR function.
- Prepare special reports as required and participate in special HR projects in coordination with HRO/RMO/SRMO or Head of Resource Management (RM).
Perform such other duties as may be assigned.
