Regional Humanitarian Access and Networking Advisor
RESPONSIBILITIES
Context analysis
- Carry out on-going in-depth analysis of the region, monitoring the political, economic and military dynamics, in synergy and in coordination with Operations department (Epool, Cells and missions involved)
- Together with the operations, ensure a regular actor mapping is carried out of all political, military, and civil society actors that have relevance to our area of operations
- Monitor and analyze regional developments and links between countries in the region to help operations understand the impact of political developments across the region on our operations
- Provide regular updates on political developments according to priority contexts/groups set by operations and analysis department, especially when it comes to positions/threats/opportunities regarding aid actors
Networking
- Support the Head of Missions and Operations Coordinator on networking and humanitarian negotiations
- Support the operations in the development of a country level networking strategy that is coherent across the region.
- Identify ways to support operations in its engagement with governments and civil society (based on identified gaps) at regional level
- Liaise with the MSF East Africa Office, the Humanitarian Representatives and other MSF missions in the region on access and networking issues
- Network with external specialists in coordination with operations and analysis department colleagues
Support and coaching
- Develop a strategy to support and coach senior field based national staff positions that are involved in context analysis and networking (including through the exchange of best-practices, training opportunities, regular meetings etc. at regional level)
- Facilitate and support Humanitarian Negotiations trainings in the region
- Organize periodic workshops for MSF networkers in the region to provide updated context analysis and networking strategies
Operational support
- Participate in explos to identify potential new operations (emergency or regular projects)
- Short-term gap-filling to support operations in the region (maximum 2 months)
REQUIREMENTS
Education & Experience:
- A degree in a relevant field (medical qualification, political science, sociology or other relevant field)
- At least ten years of operational experience in humanitarian contexts
- Senior level field experience (Coordination roles) with MSF
- Experience of working in insecure environments, and emergency response operations
- Experience in humanitarian negotiations
- Proven track record in context analysis, negotiation and networking

CONDITIONS
- Expected starting date: October 2023
- Location: Nairobi (Kenya)
- Regular travel to visit field locations (3 x per year) and short periods based in the field (up to two months)

Supply Chain IS Project Manager
RESPONSIBILITIES AND MAIN TASKS
General responsibilities and tasks
- To coordinate the project activities in close collaboration with the Projects & IT team and the Logistics & Supply Chain Department.
- To understand the broad lines of the social, economic and technological context where our field staff is operating, as well as the main processes of the MSF OCBA Supply Chain and their connection with other processes in the organization (finance, medical, operations), and to identify the main barriers and enablers for potential new technologies that could support the supply chain management processes. It will also include the analysis of field missions’ enterprise architecture and infrastructure / communications necessary to support new information systems.
- To manage the project on a day-to-day basis to deliver the required products within the agreed constraints.
- To successfully manage the project in all its relevant areas: scope, schedule, cost, quality, resources, communications, risks, procurement and stakeholders.
- To plan the scope management, collect requirements and to define, validate and control the scope of the project.
- To plan the schedule management, define and sequence activities and estimate their durations, and to overall develop and control the schedule of the project in its different phases.
- To plan cost management, estimate and control costs and estimate the required project budget.
- To plan, manage and control quality of the different project products.
- To plan, estimate and control the required resources, developing and managing the project team.
- To plan, manage and monitor communications, ensuring the successful implementation of the project communication strategies.
- To manage project risks, including their identification, analysis and monitoring, as well as planning and implementing risk responses.
- To manage project procurement, the selection and contracting processes with external partners and suppliers, as well as to coordinate their activities throughout the initial phase and potential subsequent delivery.
- To implement a successful stakeholder engagement strategy, managing and continuously monitoring stakeholder engagement in the project.
- To support the Project Steering Committee for project governance, reporting as required and preparing all the information needed for decision making.
Responsibilities and tasks specific to the initial phase
- To manage and ensure the analysis of the different market solutions for supply chain management, as well as potential custom or internal solutions, based on MSF OCBA needs and requirements, and to compare them in order to provide proper understanding of the different options that could shape a future new supply chain technological ecosystem.
- To manage and guarantee the selection of the different tools that will conform the future supply chain technological ecosystem, both for Field and Headquarters, based on the needs of the organization and more specifically of the Logistics & Supply Chain Department, and in alignment with the guidelines to be defined by the EA/IT architecture team of OCBA, as well as the rest of Projects & IT.
- To manage and deliver a complete business case for the project, along with a project delivery strategy that would complement it, that should fully support a go/no-go decision for the delivery phase.
Responsibilities and tasks specific to a potential delivery phase (after go/no-go decision)
- To guide the implementation of the new supply chain technological ecosystem, consisting by the corresponding new information system(s) as well as their integration with other relevant information systems (finance, reporting, etc.), focused on the expected benefits for MSF operations and taking into account the perspective of user experience, technical viability, cloud transition and digital transformation, including as well potential usage of mobile devices (smartphones/tablets) for relevant functionalities.
- To manage the evaluation, in close collaboration with the Field ICT Unit and the Infrastructure & Service Desk Unit, of the conditions in field operations in terms of device suitability, connectivity and accessibility, etc., taking into account key constraints and/or evolution possibilities for the design of the new ecosystem and the design of the deployment strategy.
- To manage the identification, development and implementation of user training programs for the new tools of the ecosystem and/or new processes in the context of the project.
- To ensure that project implementation strategies are properly defined and implemented, including (but not exclusively) processes, data migration, integrations, implementation, etc.
- To manage and ensure a proper Target Operating Model is properly defined and implemented after the new ecosystem is properly implemented and rolled-out.
SELECTION CRITERIA
Education and experience
- Academic Background: Computer Sciences, Electrical, Telecommunications or Engineering, Business Administration and Management, Economics or similar.
- High command of Spanish and English. French desirable.
- Good knowledge of project management frameworks, agile methodologies and hybrid approaches. Relevant certifications (e.g. PMP, Prince2) will be an asset.
- Experience in managing technology providers.
- Proven working experience (4+ years) as a project manager for the implementation of information systems and/or business applications, having led at least one full cycle implementation of medium or large size.
- Proven working experience (4+ years) with systems design and development, from business requirements analysis through day-to-day management.
- Experience managing technology providers, including the development of strategic partnerships, negotiation of technology contracts, monitoring service delivery, Enterprise Architecture and addressing vendor performance issues.
- Relevant experience leading and managing teams with multinational and multicultural settings.
- Significant experience in change management and general understanding of process integration.
- Practical knowledge of process analysis, management and definition methodologies.
- Ability to establish and maintain effective relationships and partnerships with key stakeholders within a multinational and multicultural environment.
- Ability to understand the needs and constraints of operations and to navigate in a decentralized governance environment.
- Availability to travel occasionally.
- Experience in MSF is an asset.
Technical knowledge
- Good command of Microsoft Office and/or Open Office, Microsoft Project, Microsoft Visio
- Good knowledge about ERP systems and / or Supply Chain Management Systems, experience will be an asset.
- Good knowledge about Supply Chain processes will be an asset.
- Knowledge of cloud ecosystems and the architectural framework TOGAF is an asset
- Knowledge about mobile solutions is an asset.

Security Management Advisor
GENERAL OBJECTIVE AND JOB ENVIRONMENT
- The Security Management Advisor works closely with the Security Focal Point and other members of the SAG, contributing to the security and safety support to the missions of MSF-OCBA in terms of training, assessment and advisement. The Security Management Advisor is a member of the SAG and is accountable to the Security Focal Point.
- His/her main objective is to support in the deployment and implementation of risk management in the field missions of OCBA.
MAIN RESPONSIBILITIES AND TASKS
- Analyze needs and support learning and application of improved risk analysis in the field.
- Propose and implement improvements to standard security management tools.
- Guide and support field on context analysis practices and intra-mission security related discussion/communication.
- Guide and support field teams in implementation of OCBA security plan.
- Lead the development and roll-out of the Risk Management Support (RMS) position in field projects.
- Lead the development and roll-out of improved informed consent mechanisms for all field staff.
- Support the development of appropriate learning paths in security management for identified profiles.
- Facilitate regular and ad hoc training events related to security management.
- Lead or support ad hoc dossiers such as field guidance on humanitarian notification, common security context geo app initiative, “tool-maturity” in missions, etc.
Other Responsibilities:
- Reports regularly to SFP -and when relevant to Dirops/DepDirops or RECOs- on the state of projects and dossiers.
- Makes regular field visits to give in-person support and guidance as described above (up to 30% approx.).
SELECTION CRITERIA
- Relevant university degree.
- Minimum 2 years in the field in volatile context with MSF.
- Head of Mission and Field Coordinator experience with MSF.
- Fluent written and spoken English. French, Arab or Spanish are a plus.
- Proficiency Word & Excel user.
