Program Assistant – Refugee Affairs (USEFMs Only)

Duties

  • The EFM Refugee Program Assistant in the Political Section’s Refugee and Humanitarian Affairs Unit of U.S. Embassy Nairobi reports to the Regional Refugee Coordinator.  The Refugee Program Assistant provides administrative support to the Refugee and Humanitarian Affairs Unit staffed by three FSOs and one LE staff position.  The Unit is responsible for: covering regional humanitarian assistance issues across East Africa, the Horn of Africa, and the Great Lakes; managing all aspects of the U.S. Refugee Admissions Program (USRAP) for 21 countries in East Africa, the Horn of Africa, and Southern Africa; and, overseeing PRM humanitarian assistance in Kenya and Somalia.  The Refugee Program Assistant supports all four staff in the unit and coordinates with the Political Section OMS as needed.   The Refugee Program Assistant may have opportunities for travel to refugee camps in Kenya and throughout the region.

Qualifications and Evaluations

Requirements:

Experience

  • Three years’ administrative work experience in an office setting is required.

JOB KNOWLEDGE: 

  • Must have knowledge of office management systems and procedures.  Knowledge of refugee and humanitarian issues is desired.

Education Requirements:

  • Completion of secondary-level education is required.

Evaluations:

LANGUAGE PROFICIENCY: 

  • English Level III (Good) Speaking/Reading/Writing is required.

SKILLS AND ABILITIES:

  • Must hold at least a Secret-level security clearance.  Must demonstrate proficiency in Microsoft Office package, especially MS Outlook, Word, and Excel.  Must demonstrate ease at drafting emails, reports, and memos on a computer.  Ability to make basic calculations using MS Excel is required.  Must be able to handle sensitive information in a confidential manner.  High sensitivity to cross-cultural issues is required.  Good customer service skills are required.  Must have strong written and verbal communication skills.  Strong organizational and planning skills are required.  Attention to detail and problem solving skills is required.  Excellent time management skills and ability to multitask and prioritize work is required.  Must be able to work in a high-stress, high productivity environment independently with little supervisory oversight.

Security Support Assistant – All Interested Applicants

Duties

  • The incumbent provides security support to the Regional Security Office (RSO) by collecting, documenting and writing/submitting situation and incident reports in order for RSO personnel to have the most recent security data available. The Security Support Assistant will be called upon to brief RSO personnel with clear and concise reports on trending criminal tactics/techniques and latest open source collection and tabulation of security activities. The position entails extended periods of time outdoors and the incumbent will also be used for other security tasks as directed.

Security Support   (90% of time)

  • Job holder is responsible for conducting security analysis within an assigned area.  Job holder’s primary duties include identifying suspicious activity and submits information to support analysis; engages in close observation to identify and report potential threat directed against U.S. Government facilities, employees, family members, and residences.  Job holder initiates emergency responses to possible threats, as necessary, to safeguard life and property. 

Reporting   (10% of time)

  • Job holder makes verbal and written reports on findings to the responsible supervisory security personnel.  May be required to maintain records and/or perform data entry into software applications. 

Qualifications and Evaluations

Requirements:

EXPERIENCE: 

  • A minimum of one (1) year of military, police, or private experience in the field of security required.

JOB KNOWLEDGE:  

  • Familiarity with local pedestrian and vehicular traffic patterns and habits, awareness of cultural norms and customs is required.  The position requires good working knowledge of the host city’s geography and general culture

Education Requirements:

  • Completion of high school is required.

Evaluations:

LANGUAGE: 

  • Level II English (Limited Knowledge, Writing/Reading/Speaking) is required. (This may be tested) and Level III Swahili (Good Working knowledge, Writing/ Reading/ Speaking) is required.

SKILLS AND ABILITIES:

  • Must have a valid driver’s license
  • Must be able to write clear and understandable reports
  • Must have knowledge of local customs and local laws.
  • Must be able to work in different shifts and during inclement weather conditions.
  • Must have good data entry skills. Must be able to use cameras.
  • Must be competent in MS Office software application
