Chief Finance Officer Scale 15 (XIV)
RE-ADVERTISEMENT – CHIEF FINANCE OFFICER SCALE 15 (XV) — ONE (1) POST

- The Chief Finance Officer shall, under the general direction of the Vice-Chancellor, be the technical person responsible for the financial matters of the University.
Duties and Responsibilities
The Chief Finance Officer shall be responsible for:-
- Providing guidance on the implementation of financial policies and procedures in the University;
- Formulation and implementation of financial strategies for the University:
- Organizing, controlling and supervising Finance and Accounting Units of the University;
- Reviewing, planning, coordinating, designing, implementing and developing accounting services and systems in the University;
- Timely submission of annual University financial statements and reports;
- Setting and maintaining high Accounting Standards in the University; and advising the University Management Board on all financial matters.
For appointment to this position, a candidate must:-
- Have a Master of Science (MSc), Master of Arts or Master of Business Administration (MBA) degree in Finance, Accounting, or related field;
- Have a Bachelors degree in Finance, Accounting, Economics, or any other related field;
- Have a Certified Public Accountant (CPA) (K), Association of Chartered Certified Accountants (ACCA) or Chartered Accountant (CA) qualification and be a member of the Institute of Certified Public Accountants and in good standing;
- Have at least ten (10) years of experience four (4) of which should have been served as Chief Accountant or Deputy Chief Finance Officer or its equivalent in a university setting or public institution;
- Have demonstrated outstanding qualities of leadership, and coordination and organizational capabilities at top management level;
- Provide evidence of information communication technology skills; and meet any other requirements as may be set by Council.
- An earned Doctorate degree from a recognized university, majoring in Finance, Accounting, Business Administration or equivalent will be an added advantage; and a certificate in a strategic leadership or management course of not less than four (4) weeks’ duration from a recognized institution will be an added advantage.
Chief Legal Officer Scale 15 (XIV)
RE-ADVERTISEMENT – CHIEF LEGAL OFFICER SCALE 15 (XV) – ONE (1) POST –

- The Chief Legal Officer shall be in charge of control and co-ordination of the University legal affairs. The officer shall be the Chief Legal Advisor of the University Management and Council and shall represent the University on legal matters.
Duties and Responsibilities
The Chief Legal Officer shall, under the general direction of the Vice-Chancellor:-
- Be the head of the Legal Department; ‘
- Provide legal counsel and representation to the University Management Board and the University, and where necessary, to Council in all legal proceedings including litigation, arbitration and conciliation;
- In consultation with the user departments, negotiate, draft and review all agreements and contracts between the University and other parties and report to the University Management Board;
- Assist in preparation of legal or quasi-legal documents for the University as may be required from time to time;
- Advice the University on compliance with all the relevant statutory and regulatory requirements in its operations;
- Ensure formulated policies and procedures adhere to internal and external regulations; and
- Perform any other duties as may be assigned by the University Management.
For appointment to this position, a candidate must:-
- Be a holder of at least a Master of Laws (LL.M) degree from a recognized university;
- Be a holder of a Bachelor of Laws (LL.B) degree from a recognized university;
- Be an advocate of the High Court of Kenya;
- Have at least ten (10) years post-admission experience four (4) of which must have been at the level of Deputy Chief Legal Officer or equivalent position;
- Be an active member of the Law Society of Kenya and in good standing;
- provide evidence of information communication technology skills; and meet any other requirements as may be set by Council.
- an earned Doctorate degree in Law (Ph.D., LL.D or SJD/JSD from a recognized institution, will be an added advantage, and
- A certificate in a strategic leadership or management course of not less than four (4) weeks’ duration from a recognized institution will also be an added advantage.
Supply Chain Manager Scale 14 (XIV)
RE-ADVERTISEMENT – SUPPLY CHAIN MANAGER SCALE 14 (XIV) – ONE (1)
POST – Ref. MU/ADM/03/7/2023
- The Supply Chain Manager will be the overall officer in charge of the procurement and disposal services in the University and will be reporting to the Vice-Chancellor.
Duties and Responsibilities
An officer at this level will be responsible for:
- Reporting to the Vice-Chancellor in all matters of procurement, supplies and disposal management in the University;
- Advising the University Management on Policy and Regulatory matters relating to procurement and management of supplies;
- Defining systems, drafting and issuing procedural manuals and procedures for procurement and management of University Goods, Work and Services; ensuring that Procurement procedures, regulations and the applicable laws are properly implemented and continuously improved and that supplies acquired are properly accounted for;
- Advising on Training and Development Needs of Procurement Staff;
- Advising Management on matters relating to staffing of Procurement Department;
- Monitoring the overall usage of University Supplies and reporting to the Vice-Chancellor;
- Preparing Professional opinion to the Vice-Chancellor for award of Contracts;
- Responding to Audit queries on procurement issues whenever they are raised;
- Recruiting and training of Procurement Staff;
- Preparing Procurement Reports to the Vice-Chancellor; and
- Any other duties as may be assigned from time to time.
- Requirements for direct appointment
For appointment to this grade, a candidate must:
- Have Master’s degree in Supply Chain Management or equivalent from a recognized University;
- Have Certified Procurement and Supply Professional Part IV (CPSP-K) or equivalent from a recognized institution;
- Provide evidence of computer skills in relevant packages from a recognized institution;
- Have fourteen (14) years’ relevant working experience five (5) of which must have been as Head of a Procurement Unit in a busy organization;
- Have valid registration with the Kenya Institute of Supplies Management;
- Have a certificate in strategic leadership course lasting not less than four (4) weeks from a recognized institution; and
- Have shown ability, initiative and merit in managing Purchasing and Supplies function in a busy organization.
- PhD in Supply Chain Management or equivalent will be added advantage.
Requirements for Serving Officers
For appointment to this grade, an officer must:
- Have Master’s degree in Supply Chain Management or equivalent from a recognized University;
- Have Certified Procurement and Supply Professional Part IV (CPSP-K) or equivalent from a recognized institution;
- Have served in the grade of Deputy Supply Chain Manager, Scale 13 (XIII) for at least three (3) years;
- Provide evidence of computer skills in relevant packages from a recognized institution;
- Have valid registration with the Kenya Institute of Supplies Management;
- Have a certificate in strategic leadership course lasting not less than four (4) weeks from a recognized institution; and
- Have shown merit and ability as reflected in work performance and results.
- PhD in Supply Chain Management or equivalent will be added advantage.
