Principal Legal Officer – 2 Positions
KCAA GRADE 4 (REF: CS/03/23)
Job Description
Duties and responsibilities will entail:
- Providing legal advice to operational and functional areas of the Authority to avoid vulnerability to liabilities under the Law.
- Preparing and reviewing legal briefs for the initiation of legal action.
- Drafting for enactment of proposed legislation and promulgation of regulations by the Authority.
- Initiating review of Aviation legal instruments and Aviation policy documents on behalf of the Authority.
- Preparing and filing pleadings for and on behalf of the Authority.
- Prosecuting for and representing the Authority in law courts, tribunals and quasijudicial tribunals.
- Rendering professional legal advice to the Authority on the ratification and domestication of international conventions related to Aviation matters.
- Reviewing Drafting contracts, MOUs, bilateral agreements, legal instruments and policy documents on behalf of the Authority.
- Assisting in the preparation of the Legal department’s budgets and expenditures. Undertaking legal research and preparing opinions on matters affecting the Authority.
- Undertaking legal research and preparing opinions on matters affecting the Authority.
- Ensuring proper maintenance and management of legal records.
- Articulating key legal and regulatory issues of the Authority in international, regional and national fora.
- Identifying legal and compliance risks arising from the operations of the Authority.
- Managing the risk exposure of the Authority by ensuring compliance.
- Reviewing and interpreting ICAO directives and Annexes and advising the relevant departments.
- Liaising with external lawyers on all cases filed for and against the Authority to ensure expeditious resolution.
- Advising on alternative dispute resolution measures.
- Representing the Authority in defense or prosecution in litigation matters
Person Specifications
For appointment to this grade, an officer must have at least:
- A minimum of ten (10) years’ work experience as a legal officer in a Law firm or related field, three (3) of which must be in a supervisory role.
- Bachelor of Laws degree from a recognized Institution.
- Master’s degree in any of the following disciplines; International Aviation Law, Public International Law, Environment Law, Employment/Labour Law, or equivalent qualification from a recognized institution;
- Post graduate Diploma in Law from the Kenya School of Law.
- Admitted as an advocate of the High Court Kenya.
- Hold a valid practicing certificate.
- Member of the Law Society of Kenya in good standing.
- Certificate in Management Course lasting not less than four (4) weeks from a recognized institution.
- Shown merit and ability as reflected in work performance and results.
- Proficiency in computer applications; and
- Fulfilled the provisions of Chapter Six (6) of the Constitution
Principal Legal Officer – Aviation Governance and Compliance
KCAA GRADE 4 (REF: CS/04/23)
Job Description
Duties and Responsibilities will entail:
- Rendering professional legal advice to the Authority on the ratification and domestication of international conventions related to Aviation matters.
- Initiating drafting of national laws to enhance implementation of international conventions related to the Aviation sector.
- Ensuring proper maintenance and management of records related to Aviation Law and prepare periodic reports.
- Ensuring enforcement of the Civil Aviation Act and regulations.
- Ensuring the key issues and needs of Authority in terms of the Aviation industry are astutely represented in legal fora in international, regional and national conferences, meetings and workshops.
- Collaborating with other organizations and networks where appropriate, locally, regionally and internationally to improve the Aviation legal sector.
- Initiating review of Aviation legal instruments and Aviation policy documents on behalf of the Authority.
- Implementing amendments and changes of international Aviation legislations and other Kenyan laws.
- Undertaking legal correspondences relating to Governance and compliance with the Aviation Safety Security Regulations, ICAO annexes, SARPs and Civil Aviation Regulations as well as enforcement.
- Maintaining a register of Aircraft securities, including mortgages and liens.
- Preparing and/or interpreting legal opinions and offering guidance on Aviation Law.
- Providing legal advice on registration matters (including aircraft, Aviation personnel, legal instruments) and compliance to the Aviation Law and conditions thereof.
- Undertaking legal research and preparing opinions on matters affecting the Authority.
- Initiating the enactment of the legislation proposed by the Authority through the Attorney General’s chambers and the line Ministry.
- Advising on the participation in International, regional and national forums related to the Aviation Law sector; and
- Coordinating the implementation of Board resolutions in furtherance to safe
- Aviation Safety Security Regulations.
- Facilitating the undertaking of legal audit and governance as appropriate.

Aviation Security Inspector – 4 Positions
GRADE 6 (REF: ASSR/AS/05/23)
Job Description
Duties and responsibilities entail assisting in:
- Carrying out routine security inspections at airports, airlines, regulated agents, catering operators, aviation training organizations, air navigation service providers, ground handlers and aviation security service providers.
- Conducting Ad-hoc (surveillance) inspections and reporting on non-compliance for necessary action.
- Undertaking periodic (intermittent) security inspections,
- Conducting follow-up inspections to ensure rectification of identified noncompliance; and
- Collecting information on operator compliance levels and other security matters that could adversely affect civil aviation operations.
Person Specifications
For appointment to this grade an officer must have at least:
- Bachelor’s degree in any of the following disciplines: Aviation Management, Law, Criminology, Economics, Public/Business Administration, Structural Engineering, Security Studies or equivalent qualification from a recognized institution.
- Certificate in Aviation Security Basic (123) Course from an institution recognized by International Civil Aviation Organization (ICAO).
- Certificate in Cargo and Mail Security Course from an institution recognized by International Civil Aviation Organization (ICAO.
- Proficiency in computer applications; and
- Fulfilled the requirement of chapter six (6) of the Constitution
