Director Qualifications Framework – Policy and Registration
Duties and responsibilities will include;
- Co-ordinating and supervising development of policies on national Qualifications;
Development of tools and instruments for registration and accreditation of institutions, qualifications and learners in the KNQF; - Creating and maintaining databases of accredited institutions, qualifications and learners;
- Preparing and submitting policy advisories regarding Qualification Frameworks (QFs) to the Ministry of Education and other stakeholders;
- Establishing and maintaining information and a library on Qualification Frameworks in Kenya to support research, training and capacity building in the sector;
- Carrying out regular stakeholder engagement and regularly updating the public about registered and accredited institutions, qualifications and learners;
- Creating and maintaining national and international collaborations in support of the KNQF; and organizing stakeholder meetings and conferences.
- Coordinating implementation of policy and guidelines on Recognition of Prior Learning;
- Building confidence in national qualifications and creating pathways to support student progression within the education system;
- Formulating research and innovation strategies for promotion of Qualification Frameworks (QFs) in Kenya; and translating the findings into actionable programmes at Kenya National Qualifications Authority;
- Carrying out research on emerging trends on Qualifications and management of National Qualifications Frameworks (NQFs);
- Publishing an annual report on the status of national qualifications; and
- Planning for and managing projects and activities of the directorate.

Person Specifications
For appointment to this grade, a Director must have:
- Bachelor’s degree in Education, Economics, Architecture, Engineering, statistics, Social Sciences, Science or related field from a recognized university in Kenya;
- Master’s Degree in Curriculum development, quality assurance, assessment and examination, Economics, Statistics, Project Management, Sciences, Social Science, Higher education, Comparative Education or related field from a recognized university in Kenya;
- At least twelve (12) years working experience five (5) of which must be at senior level management;
- Leadership course lasting not less than four (4) weeks from a recognized institution;
- Computer literacy;
- Fulfill requirements of Chapter Six of the Constitution of Kenya.
Director Qualifications Framework – Standards and Alignment
Duties and responsibilities will entail;
- Developing a system for assessment of national qualifications;
- Developing and reviewing interrelationships and linkages across national qualifications in consultation with stakeholders, relevant institutions and agencies;
- Publishing manuals, codes and guidelines on national qualifications;
- Defining the levels of qualifications and competencies;
- Setting standards and benchmarks for qualifications and competences, including skills, knowledge, attitudes and values define the levels of qualifications and competencies;
- Creating and coordinate implementation of assessment and Quality Assurance policies on Qualifications;
- Facilitating linkages, credit transfers and exemptions and a vertical and horizontal mobility at all levels to enable entry, re-entry and exit;
- Establishing standards for harmonization and recognition of national and foreign qualifications;
- Providing pathways that support the development and maintenance of flexible access to qualifications;
- Promoting the recognition of national qualifications internationally.

Corporation Secretary and Director Legal Services
Duties and responsibilities will entail;
- Supporting the Director General in the provision of secretarial services to the Council;
- Arranging the business of Council’s meetings, keeping records of the proceedings of the Council and performing other duties as the Director General may direct;
- Overseeing the provision of advice on legal and corporate matters to the Council through interpretation and writing legal opinions;
- Coordinating the development and review of relevant regulatory legal framework for the better implementation of the Authority’s mandate;
- Coordinating and ensuring representation of the Authority in courts or other judicial authorities;

- At least of twelve (12) years relevant experience, five (5) of which should be in management role;
- Post graduate diploma in Law from the Kenya School of Law;
- An advocate of the High Court of Kenya;
- A Certified Public Secretary (K);
- A member of the Authority of Certified Public Secretaries (K) in good standing;
- A member of the Law Society of Kenya in good standing;

Deputy Director Strategy Planning and Performance Management
Duties and responsibilities will entail;
- Coordinate the development, review and implementation of the Authority’s Strategic Plan, Performance Contract, Annual work plan and Service Charter;
- Establish and implement a Monitoring and Evaluation framework for the implementation of the Authority’s strategy; programmes and projects;
- Coordination, preparation, monitoring, evaluation and filing of the Authority’s Performance Contract;
- Coordination, compilation, monitoring and evaluation of the Authority’s Annual Work Plans;
- Develop and review institutional strategic objectives and policies and ensure alignment with National Development Plans;
- Coordinating corporate performance management process of all the Authority’s departments.

Principal Corporate Communications Officer (Replacement)
Duties and responsibilities will entail;
- Promoting a positive corporate image of Authority to the public through promotions and campaigns;
- Producing and distributing newsletters, corporate and other related publications;
- Planning and ensuring media engagements corporate activities and events;
- Monitoring Authority’s digital communications activities;
- Implementing communication policies, strategies, campaigns and departmental plans;

- Eight (8) years’ relevant work experience, with at least three (3) years in middle level management;

Driver
Duties and responsibilities will entail;
- Ensure that the work ticket is duly signed and authorized;
- Carrying routine checks of the vehicle before commencement of a journey;
- Maintaining cleanliness of the vehicle;
- Keeping up to date work tickets for vehicles;
- Driving the vehicle safely within the specified speed limits;
- Ensuring security and safety of the vehicle, passengers and goods on and off the road;
- Carrying minor repairs on the vehicle;
- Ensuring regular servicing of the vehicle as per the manufacturers schedule;
- Ensuring that the vehicles are insured and in good working condition;
- Reporting any mechanical/accident problems; and
- Submitting regular reports on motor vehicle assigned.
