Village Administrator

NO. 43/2023/KCPSB 

  • The Departments of Public Service & Administration wishes to recruit a Village Administrator in charge of Gombato Village Unit. He/She will be responsible to the Ward Administrator – Gombato Bongwe Ward.

Duties and Responsibilities

  • A village administrator shall coordinate, manage and supervise the general administrative functions in the village including
  • Ensuring and coordinating the participation of the village unit in governance; and
  • Assisting the village unit to develop the administrative capacity for the effective exercise of the functions and powers and participation in governance at the local level; and
  • Exercise of any functions and powers delegated by the County Public Service Board under section 86.

Requirements for Appointment
For appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education;
  • Certificate in any of the following disciplines: – Public Administration; Business
  • Administration Management, Community Development or any other Social Sciences from a recognized institution;
  • Served in an administrative position for a minimum period of 3 years
  • Certificate in computer application skills from a recognized institution.
  • Diploma in Public Administration; Business Administration Management, Community
  • Development or any other Social Sciences from a recognized institution is an added advantage.

Ward Administrator

  • The Department of Public Service & Administration wishes to recruit three (3) Ward Administrators in the following Wards: –
    • Tiwi Ward
    • Ndavaya Ward
    • Waa/Ng’ombeni Ward
  • The Ward Administrators will be responsible to their respective Sub-County Administrators.

Duties and responsibilities
The Ward administrator shall coordinate, manage and supervise the general administrative functions in the Ward unit, including: –

  • Facilitating citizen participation in development activities;
  • Assist in the development of policies and plans;
  • Coordinate developmental activities to empower the community;
  • Coordination and facilitation of citizen participation in the development of policies and plans and delivery of services;
  • Facilitating mobilization of resources at the local level;
  • Collecting and collating data on developmental activities;
  • and disseminating information to the Public. Handling public concerns and issues;
  • Managing of premises, assets and insurance policies; Provision and maintenance of infrastructure and facilities of public services;

Requirements for Appointment
For appointment to this grade, an officer must have:

  • Served in the grade of Senior Administrative Officer/ Chief Ward Administrator – Job
  • Group M, for a minimum period of three (3) years or an administrative position or its equivalent for a period of 5 years; and
  • Bachelor’s degree in any of the following disciplines: – Public Administration; Business
  • Administration/Management, Community Development or any other Social Science from a recognized institution;
  • Certificate in computer applications from a recognized institution; and
  • Demonstrated merit and ability as reflected in work performance and results.

Sub-County Administrators

  • Served in the grade of Assistant Director Administration Services/ Deputy Sub-County Administrator for a minimum period of three (3) years or in a comparable administrative position in the Public Service or Private Sector for (5) years; and
  • Bachelor’s degree in any of the following disciplines – Public Administration; Business
  • Administration Management, Community Development or any other Social Science from a recognized institution;

Deputy Director Human Resource Management

VACANCY 46/2023/KCPSB DEPUTY DIRECTOR HUMAN RESOURCE MANAGEMENT – JOB GROUP ‘Q’ – 1 Position

  • The Department of Public Service and Administration wishes to recruit a Deputy Director Human Resource Management. This position will be responsible to the Director Human Resource Management function.

Duties and responsibilities
Responsible to; –

  • Director Human Resource Management for planning, organizing, administration and control of activities in Human Resource Units;
  • Initiating formulation of Human Resource and Payroll Management Policies in liaison with the Director;
  • Preparation of the Division’s strategic/action plans;
  • Representing the Directorate of Personnel Management in meetings relating to Human Resource Management policies;
  • Analyzing the utilization of the human resource in the County and advising on proper deployment;
  • Making proposals on human resource planning and succession management;
  • Analyzing staff performance and career progression and making appropriate recommendations;
  • Preparing a forecast of human resource development requirements in the County public service;
  • Ensuring correct interpretation and implementation of human resource management policies, rules and regulations including those relating to pensions, salary administration, labour laws and other statutes that impact on the human resource;
  • Preparing training and Human Resource Management budgets;
  • Reviewing human resource development policies for the public service and maintaining up-to-date human resource development statistics;
  • Co-coordinating all Human Resource Development matters in the County, such as coordinating training, coordinating technical assistance programmes, forecast of skills requirements;

  • The Department of Social Services and Talent Management wishes to recruit a Director of Social Services who will be answerable to the Chief Officer Social Services and Talent Management.

Duties and Responsibilities

  • The Director will be responsible to the Chief Officer for the overall administrative and coordinative functions of the Department.
  • Providing overall strategic direction on the implementation of the social Services function.
  • Overseeing the formulating, implementing and reviewing social development, Sports & Cultural policies, plans, strategies & programmes:
  • Facilitating capacity building on mainstreaming of gender & disability in County Departments;
  • Ensuring the establishment & management of community cultural centers; art, galleries;
  • Overseeing monitoring & Evaluating cultural programmes;
  • Endorsing proposals to development partners aimed at empowerment of cultural practitioners, ensuring implementation of programmes on the National policy on Culture & heritage;

  • Liaising with Sports Federations, clubs and teams in conducting clinics to promote sports standards; endorsing the proposed exceptionally talented individuals to Sports Department Headquarters, Sports Federations, clubs or sports academies;
  • Facilitate and promote sports seminars, workshops, clinics, retreats and symposia for sports officials;
  • Oversee the improvement and maintenance of sports facilities goods and equipment’s in the county;
  • Oversea acquisition, distribution and maintenance of sports equipment and implements; participate in addressing sports complaints, petitions and disciplinary matters from sports federations and field offices;
  • In addition, the Director will be responsible for development & implementing the Department’s Performance Appraisal system & contracts & overseeing the Financial & Asset Management of the Department, overall supervision, control, discipline, recruitment staff training and development

Requirements for Appointment
For appointment to this grade, an officer must have: –

  • Served in the grade of Assistant Director, Social Services & Culture OR Assistant Director Sports & Talent management, Job Group ‘P’ for more than 3 years, Deputy Director Social & Talent Management for 3years or comparably or relevant position in the public service for a minimum period of three (3) years;
  • Bachelor’s degree in any of the following disciplines:- Sociology, Social Work, Psychology, Community Development, Anthropology, Counseling, Gender Studies, Gender and Development; Business Administration/Management Cultural studies, History, Philosophy, Archaeology, creative Arts, Theatre Arts, Music, Fine Arts, Kiswahili and Literary Studies, Political Science, Psychology; Indigenous languages; Physical Education, Sports Science or Leisure and Recreation Management or its equivalent from a university recognized in Kenya;
  • Master’s Degree in any of the following:- Sociology, Social Work, Psychology, Community Development, Anthropology, Counselling, Gender Studies, Social Studies, Gender and Development Project Planning and Management, Public Policy, Disaster Management or Business Administration/Management Cultural studies, History, Philosophy, Archaeology, creative Arts, Theatre Arts, Music, Fine Arts, Kiswahili and Literary Studies, Political Science, Psychology; linguistics ( African Languages), International Relations, Cultural Tourism; Physical Education, Recreation Management, Exercise and Sports Science or its equivalent from a university recognized in Kenya will be an added advantage;
  • Attended a Strategic leadership Development Course lasting not less than six (6) weeks;
