Deputy Director of Geospatial Data Technologies

DUTIES AND RESPONSIBILITIES

  • Initiating action on the review of Policies in Geospatial Data management in keeping with growing Professional demand within the Country in line with digital/automation governance framework,
  • Assist the County Director of Survey and Mapping in establishment and maintenance of a County Geospatial Data infrastructure and Land information management system for the County.
  • Validating the processing, cataloguing, creation and updating of Geospatial Data, overseeing the storage, archiving and retrieval of geospatial data.
  • Creation and publishing of metadata, maintaining and updating of the clearmg House.
  • Developing Standards on Geospatial data produced by both Private, Public Organizations and coordinate other County Departments in Geospatial Data collection.
  • Ensuring upgrades of Geospatial records equipment. :
  • Verifying the estimation and costing of Geospatial Data Projects.
  • Liase with the ICT Department to carryout programming to customize the system to user’s demand and maintain the systems of the County GIS Lab.
  • Controlling dissemination of County Geospatial Data and
  • Any other duties that may be assigned by the County Director of Surveys and Mapping.

REQUIREMENTS FOR APPOINTMENT

For appointment to this grade, an Officer must: –

  • Served in the Grade of a Geospatial Data Officer and above or a comparable and relevant Position in the Public Service for a minimum period of three (3) years.
  • Bachelor’s Degree in any of the following discipline, Geospatial Engineering, BSc. Information Technology/Bsc. Computer Science, Land Survey and Photogrammetry, Geomatics and Geomatics Engineering and any other related field from a recognized Institution,
  • Attended a Senior Management Course from a recognized Institution.
  • Certificate in Computer Applications.
  • Demonstrated managerial, administrative Professional competence in work performance exhibited through understanding of National goals, Policies, Objectives and ability to relate them to the Geospatial data records function.

County Director, Skills Development and Vocational Training

DUTIES AND RESPONSIBILITIES

  • Responsible to the County Chief Officer, Skills development and vocational training.
  • Actively participate in the Departmental budgeting making process.
  • Development of Vocational Training Annual Procurement and Annual Work Plans
  • Ensure timely implementation of County Vocational Projects.
  • Participate in developing appropriate County Vocational Policies and Legislations.
  • Assist in the implementation of National and County Vocational Progranimes.
  • Assist Skills Development and Vocational Development of project concept papers and proposals for funding.
  • Preparation of regular and periodic technical reports.
  • Create linkages and networking with Stakeholders to Vocational Development.
  • Perform any other duties that may be assigned from time to time by the other Senior Staff.

REQUIREMENTS FOR APPOINTMENT

  • Bachelor of Education from recognized University in Kenya.
  • Showed merit and ability as reflected in work performance and results.
  • Relevant work experience of not less than ten (10) years.
  • Satisfy the requirements of Chapter Six.
  • Demonstrate Professional competence in work performance and be result oriented in execution of duties and responsibilities and
  • Demonstrated understanding and commitment to the Values and Principles as outlined in Article 10 and 232 of the Constitution of Kenya, 2010.

Manager, Skills Development and Vocational Training

DUTIES AND RESPONSIBILITIES

  • Responsible for implementation of Policy guidelines, Professional practice in Vocational Education and Training Centers
  • Coordinate the development of Vocational Training Center.
  • Coordinate Public Participation in the formulation, implementation, monitoring and evaluation of Policies and Plans.
  • Responsible for a holistic approach towards meeting the needs of the trainee for the realization of their full potential.
  • Promotion of uniform Standards of Vocational Education and Training in the County.
  • Creating an enabling environment for equality, equity and non-discrimination in the Provision of vocational education and training and the recognition of trainees with special needs.
  • Promotion of innovativeness technology transfer and entrepreneurship culture.
  • Promote transparency in the allocation and utilization of public and private resources and in the implementation of programmes and activities relation to Vocational Education and Accelerate accountability through developmentally appropriate methods of monitoring and evaluation in tracking the skills and knowledge acquisition of a Trainee and the improvement of Vocational Education and Training Education Systems and Programs. Fast track collaboration with the National Government and relevant Stakeholders in the implementation of activities necessary for the Provision of Vocational Education and Training.
  • Enhance identification and prioritization of vulnerable and marginalized groups while striving to make system available and accessible to all.
  • Oversee the conduct of Education and Training in the Vocational Centers in accordance with the Provision of the Act or any other Laws.
  • Prepare annual estimates of revenue and expenditure on behalf of the Vocational Education and Training Centers, grants and donations.
  • Request any other financial resources and make disbursement on behalf of the Board of Management and the Skills and Vocational Training Department.

REQUIREMENTS FOR APPOINTMENT

  • Have Degree in Bachelor of Education from a recognized University in Kenya.
  • Have relevant work experience of not less than eight (8) years.
  • Demonstrate Professional competence in work performance and be result oriented in execution of duties and responsibilities.
  • Demonstrated understanding and commitment to the Values and Principles as outlined in Article 10 and 232 of the Constitution of Kenya 2010.
