Director Governor’s Security and Protocol

Duties and responsibilities
- Reviews, revises, maintains, and implements the Governor’s safety, security policies and procedures.
- Prepare event briefs, information and related documents for external visits, ceremonies
- and other occasions to ensure the Governor is fully apprised of all relevant issues.
- Providing protocol services, maintaining protocol standards, providing advice on protocol matters.
- Research and maintain current knowledge of developments in protocols and best practice event management in order to ensure the delivery of official activities.
- Liaise with County security and intelligence team on matters of security.
- Perform any other duties as may be assigned from time to time.
- Plan, arrange and recommend security operations and systems layout.
Requirement for appointment
- Must have served in the Military at the rank of Captain and above or in the National
- Police Service at the rank of Assistant police commissioner and above for a period of not less than seven (7) years or in a relevant and comparable field in the private sector, three (3) of which must have been in a Senior Management position in the disciplined forces or equivalent.
- Have first degrees from a university recognized in Kenya in any of the following; Criminology, Security, forensics, Military science or any related discipline;
- A relevant masterโs degree will be an added advantage;
- Member of a security professional body and in possession of any of the following certification courses- CSMP, CFE CPP or equivalent will be an added advantage;
- Certificate in Strategic Leadership and Command Programme lasting not less than three (3) months or its equivalent from recognized institution;
- Meet the requirements of Chapter Six of the Constitution of Kenya, 2010 on Leadership and Integrity and Article 232 on Values and Principles of Public Service; and
- Demonstrated high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of security function.
Director of Public Communications and Media Relation
Duties and Responsibilities
An officer at this level will head the Public Communications and Media Relations Directorate in the office of H.E the County Governor. He/she will be responsible to the County Chief Officer for professional, administrative and operational matters relating to public communications and Media Relations in the office of H.E the County Governor.
Specific duties and responsibilities will entail:-
- initiation/review of public communications policy and design of appropriate programmes and infrastructure to facilitate its implementation;
- Initiating research on various public communication issues and developing appropriate interventions;
- Developing standards and regulations in the management of public communications functions;
- Identifying Government events that require packaging for dissemination to the media and the public;
- Preparing and organizing fora where County Government policies, programmes and projects can be propagated and promoted;
- Carrying out research based on both local and national press on possible causes of negative publicity on the County Government and developing appropriate interventions;
- Preparing media supplements, documentaries, press release/media features;
- Deployment of public communications personnel;
- Succession planning as well as ensuring training and development of public communications personnel.

Requirements for Appointment
- Have serve comparable In the grade of Senior Assistant Director of Public Communications or in a and relevant position in the Public Service for n minimum period of three (3) years;
- Have a Bachelors degree in any of the following disciplines; Mass Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, Social Sciences or any other approved equivalent qualifications from a recognized institution;
- Have a Master’s degree in any of the following disciplines: Muss Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, Social Sciences or any other approved equivalent qualifications from a recognized institution;
- Have a clear understanding of the National Development Goals, Vision 2030, and Millennium;
- Possess strong leadership skills required at that level;
- Possess good oral and written communications skills in both English and Kiswahili;
- Be of high integrity, motivated and a team player;
- Possess advanced computer applications skills; and
- Have demonstrated high degree of professional competence and managerial capability in public communications work.
