Medical Officer – Advanced HIV Disease – 3 Posts
The project
The University of Nairobi is implementing a United States Agency for International Development (USAID) project (USAID Fahari ya Jamii) to support implementation of the Kenya Health Partnerships for Quality Services (HIV, FP/RMNCAH, Nutrition and WASH) in Nairobi and Kajiado Counties. To successfully implement, the project seeks to competitively fill three (3) positions.
The Position
This is a fulltime position 2 based in Nairobi the other in Kajiado.
Job Summary
The overall function of this position is to ensure the effective implementation of quality HIV care and treatment services in supported counties. Responsible for working closely with the facility staff at assigned facility to strengthen HIV/TB service delivery and ensure that the quality of HIV prevention, care and treatment, and TB supported at the facility is consistent with the national/County Health Services quality standards and guidelines. Responsible for supporting direct clinical client reviews, OJT, mentorship, coaching, and regular updates to staff in Inpatient department (where applicable), PMTCT, HIV care and treatment, and TB care for all populations.
Duties and responsibilities
- Scaling up of Differentiated Service Delivery models (DSD) and multi-month dispensing (MMD): As HIV treatment is simplified, HIV programs are adopting more clientcentered approaches including providing > 80% of the clients served with medications for at least 3-6 months. This reduces the frequency of clinical visits and in turn fewer appointments for clinical staff.
- Improving advanced HIV care for children, adolescents, and adults: Nearly 95% (94%) of the HIV infected clients are virally suppressed. The medical officer will prioritize care to those who are not virally suppressed or have other chronic illnesses such as noncommunicable diseases (NCD), that make them unstable. The care shall extend to HIV patients in IPD where applicable.
- Integration of NCDs into HIV Care: The medical officer will provide support for screening and management of PLHIV who are diagnosed with NCDs.
- Ensure achievement of the facility’s annual service delivery targets and develop remedial plans where the targets fall short.
- Ensure synergy with the sub-county technical (Hub) teams in site-level mentorship and supervision.
- Review monthly/quarterly reports and quality of care indicators routinely and provide guidance and recommendations related to tracked indicators and outcomes.
- Support site level Continuous Quality Improvement (CQI) and strengthen capacity of facility MDT to increasingly use their data to support improvements for patient case management.
- Support facility WIT team to identify gaps subsequently prioritizing, analyzing, and implementing QI projects.
- Maintain thorough documentation of activities and tracks deliverables.
- Coordinate dashboard reviews of clinical outcomes and utilize project data to prioritize interventions.
- Maintain current knowledge of medical practice standards and developments.
- Any additional duties as assigned
Job specifications
- A degree in Medicine and Surgery with at least four (4) years’ experience.
- Advanced HIV/TB Care and Treatment trainings will be a distinct advantage. Preferably the Kenya 2022, revised guideline.
- Hands on clinical experience in HIV service delivery and technical coordination.
- Proven experience and familiarity with MOH/GOK health systems.
Terms of appointment
- This a position whose tenure is one (1) year contract renewable based on performance and by mutual consent. The salary is negotiable depending on the level of education and work experience.
Monitoring, Evaluation and Learning (MEL) Specialist

Job description
The MEL Specialist will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes and impact. He or she will lead data analysis and overall data management for reporting, learning, knowledge sharing, documentation of best practices, and lessons learnt.
Specifically, the MEL will perform the following job duties:
- Lead and coordinate technical Fahari ya Jamii-supported HIV, MNCAH/FP activities by ensuring that performance monitoring systems are in place and are compliant with current USAID and PEPFAR policies and guidance.
- Actively lead efforts in local M&E capacity building, training and support for focus counties and MoH to strengthen the collection, analysis, visualization, management and use of quality data for strategic planning, program design and direction as well as for establishing activity targets for implementation.
- Establish schedule for and implement M&E of program activities at the operational level, including periodic data quality assessments (DQA) and Site Improvement through Monitoring Systems (SIMS).
- Provide documented site visit reports that track progress against program descriptions, implementation plans and work plans; assess progress and barriers to achievement; recommend action for improvement and/or modifications to address programs; and document and highlight results.
- Stay current on training, policy and strategy related to PEPFAR M&E and SI and overall impacts on program design, implementation and oversight.
- Maintain up-to-date knowledge of HIV and AIDS survey and surveillance data, epidemiological and evaluation literature on both national and international levels.
- Manage the development, review and approval processes for program performance evaluation activities, evaluation design, statistical analysis plan, evaluation implementation and management, data collection management and data use and final report outlines.
- Manage evaluation activities (where appropriate) and support sub-partners in evaluation process from start to completion, with full adherence to, and implementation of USAID’s Evaluation Policy.
- Ensure that evaluation recommendations are referenced in program reviews and integrated into new project designs for HIV/AIDS programming.
- Manage evaluation data and facilitate its use and importation to inform decision making processes.
- Support program teams and LIPs with the ability to visualize, analyze and better use evaluation data products.
- Review, analyze and synthesize all inputs submitted by sub- partners and LIPs.
- Lead and coordinate the substantial review, technical insights and direction provided to LIPss in development and monitoring of work plans and Performance Management Plans (PMP); use of standardized indicators; tracking and reporting of results and progress; documentation of lessons learned and best practices; and reporting of activity performance and data in quarterly and annual progress reports.
- Supervise regular site visits and routinely meet with LIPs and CHMTs to monitor program implementation and any barriers to achievement.
- Provide clear and timely guidance to programs on reporting requirements as well a undertaking data clean up.
- Provide expert advice on program targets and analyze program results against targets and make recommendations for corrective actions if needed.
Job specifications
- At a minimum, the MEL Specialist will be required to have:
- A Master’s degree in either Biostatistics, Biometry, Informatics Monitoring and Evaluation or a related field.
- Ten (10) years’ experience in implementing monitoring and evaluation of activities in complex programs in a resource-limited setting
- Experience in providing technical support in setting up and maintaining integrated Monitoring and Evaluation systems.

The Position
This is a fulltime position based in Nairobi.
Job Summary
The Office Assistant will provide general administrative duties in finance and administration units for the project and work closely with the accountants to provide logistical support for documentation flow, filing, archiving and retrieval for daily operations of the finance department. In addition, the Office Assistant will support other administrative duties within the administration departments.
Duties and Responsibilities
- Specifically, the Office Assistant will perform the following job duties:
- Help organize and maintain finance common desks for documents on the approval transit process to promote orderliness, optimize space and keep track of all documents.
- Manage the flow of documents (invoices, advance requests, activity payment documents etc) between the originating department, the accountants and the signatories.
- Scan all finance documents once payments are done ensuring an organized electronic filing system of the scanned document.
- Maintain an organized physical filing system of all finance documents per financial year, ensuring ease of archiving and retrieval. This will entail being custodian of the filing room where any document required from the filing room will be retrieved by the Office Assistance as well as the re-filing.
- Maintaining the asset register for non-computing equipment for the Fahari Ya Jamii project.
- This will include such equipment at the FYJ office premises and those at the various health facilities supported by FYJ.
- On a rota basis with the general Office Assistant, maintain custody of duplicate office key and ensure general safety of office by locking doors & windows.
- Hold forte on behalf of the general Office Assistant when they go on leave.
- Performing general office clerk duties and errands with guidance from the supervisor
Job specifications
- A minimum of a Diploma in Business Administration or its equivalent
- A least two years progressive hands-on experience in a similar role, preferably in a busy NGO set up.
- Excellent written and verbal communication skills.
- Proficiency with office applications, and aptitude for learning new software and systems

Program Lead, Advanced HIV Disease (AHD)

The Position
This is a fulltime position based in Nairobi Position Profile: The overall function of this position is to ensure effective implementation of quality HIV care and treatment services in supported counties. Responsible for working closely with the program staff to build capacities and institutionalize HIV care key strategies including advanced HIV disease (AHD) diagnosis and package management following national policies and World Health Organization (WHO) recommendations.
Duties and responsibilities
The specific job responsibilities will include:
- Oversee the implementation of AHD Program at all USAID Fahari ya Jamii supported sites in Nairobi and Kajiado Counties.

The Strategic Information Associate will coordinate and maintain health information infrastructure for routine patient management, quality improvement and reporting of FP/RMNCAH, Nutrition and WASH data.
Specifically, SI Associate will perform the following job duties:
- Provide technical assistance to promote monitoring and evaluation strategies to facilitate data usage and ownership in a manner that enhances the program and promotes sustainability
- While working collaboratively with other consortium members, increase local capacity for the identification of data needs and the collection, analysis and communication of appropriate information.
- Work to design and review data analysis for all program areas which goes beyond routine quarterly performance tracking to help identify problems and opportunities to improve program performance.
- Analyze findings, treatment outcomes, and supportive supervision data in order to develop recommendations for strengthening program performance..
- Conduct multi-site analysis of health facility data on key reports required by SMT and stakeholders
- Compile and create trends for monthly, quarterly and semi-annual reports
Job specifications
- A Bachelor’s degree in Health Information/Computer Science/Information Technologyfrom a recognized institution.

Program Officer Key Population Lift Up

Job description
The overall function of this position is to ensure the development and implementation a range of behavioral change and mobilization in reaching the young key populations (15 -24 yrs.). The aim will be to improve access and uptake of quality health services in supported counties (10 counties) for the most pressing health issues. The program officer will work to ensure quality care for young key populations i.e., FSW, MSW, Transgender and MSM in the supported counties through the lift up intervention. The position will be based at the project’s main office in Nairobi with significant travel to supported counties and health facilities. The KP program officer will report to the KP/VMMC technical lead.
Duties and Responsibilities
- Provide coordination in implementation of LIFT UP activities in the 10 supported counties.
- Provide high quality clinical patient care including ensuring implementation of recommended clinical protocols and national guidelines for young KPs.
- In collaboration with the KP/VMMC Lead, KP stakeholders, County technical leadership and management of Fahari Ya Jamii integrate young key population servicing strategies to achieve project goals.
- Focus on improving the quality and sensitivity of health services for young key populations at the facility level
- Integrate young key population approach into the wider health systems strengthening objectives and ensure integration
- Support the implementation of HIV prevention combination packages specific to various young key populations
- Support clinical team in implementation of harm reduction strategies including management of HIV and related diseases targeting young key population.
- Provide mentoring to clinical teams with the goal of performance improvement in the overall patient care
- Organize and facilitate in various continuous medical education at facility level for staff sensitization
- Organize and co-ordinate review meetings and CMEs at designated facilities serving the young key population.
- Support and Ensure HTS for Young KEY POPULATION and linkage of the same to care and treatment
- Support reporting and documentation of success stories in the different supported counties implementing Lift up key population initiative.
- Provide support to develop Data Driven intervention targeted for the Young Key populations in supported counties.
