Program Coordinator – Capacity Building and Systems Strengthening

Key Responsibilities:

Program Support

  •  Support LIPs to work with the Department of Children Services to strengthen the use and reporting using the Child Protection Information Management System. (CPIMS)
  • Support LIPs to do assessment and identification of organizational capacity gaps and support them to address the gaps.
  • Support LIPs in the annual capacity needs assessment for implementing partners to track progress and ensure that areas of concern are addressed.
  • Promote identified evidence-based organizational capacity strengthening tools, methods or approaches for the LIPs to use in addressing identified capacity gaps.
  • Support capacity strengthening to partners through trainings, workshops, facilitate group interactions as well as accompaniment through regular communication via email, telephone and site visits to support the successful implementation of system strengthening project activities across implementing partners.
  • Coordinate and monitor financial and material resources relevant to achieve the assigned project outcome through planning and oversight to ensure efficient use of project resources.

Monitoring, Evaluation, Learning and Reporting

  • Work with the MEL to ensure availability of data collection and reporting tools
  • Coordinate dissemination of all project deliverables (technical assistance, technical reports, training curricula) in accordance with WVK, USAID, PEPFAR and GOK requirements.
  • Ensure documentation of best practices and innovations for donor engagement
  • Coordinate in the dissemination of best practices in capacity building and system strengthening and the implementation of approaches/models among the partners.
  • Work closely with the Project management and technical leads to assign realistic targets and budget to LIPs for all required and customized indicators.
  • Participate in monthly, quarterly and annual reviews with program teams, LIPs and stakeholders
  • Ensure timely preparation of periodic reports and project documents in line with the donor and World Vision standards.

Advocacy, Partnerships, Engagement & Networking

  • Mapping of other stakeholders at the county, sub county, ward level and to leverage on what the project will be providing and create synergy informed by a clear referral pathway.
  • Participate in related Technical Working Groups (TWGs) at County levels

  • Establish partnership with private sector and County players to leverage OVC and AGYW services.

KNOWLEDGE/QUALIFICATIONS FOR TE ROLE

  • A bachelor’s degree in Public Administration, Public Health, Social sciences, Business Administration, Organizational Management or Leadership, or equivalent degree
  • A Master’s degree in a relevant field is an added advantage
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

Monitoring Evaluation Accountability & Monitoring (MEAL) Officer

Key Responsibilities:

Program Planning

  • Together with the Program team and partners, organize and facilitate Strategic/multiyear Plans/designs and budgets for the overall program
  • Support the development of annual project plans and budgets.
  • Support local partner engagement forums including project beneficiaries.
  • Support review and update logframes, M&E Plans, Program indicators and periodic targets and detailed implementation plans.

  • Support the implementation of a digital data collection and beneficiary tracking system and database

Technical Specialist – Livelihood and Resilience

Key Responsibilities:

Project   planning and implementation

  • Lead implementation of an innovative Food security and Livelihoods Project, through community-based systems, addressing the needs of the most vulnerable members of society;
  • In consultation with the Project manager, develop operational work plans (AOPs) and detailed implementation plans (DIPs) in accordance with the budget, results framework, and administrative guidelines approved by the Project Steering Committee (PSC);
  • Implement operational work plans in accordance with the budget, results framework and administrative guidelines approved by the Project Steering Committee (PSC);
  • Under the guidance of the Project manager, ensure the Project operates efficiently and effectively; – stewardship of allocated resources
  • Participate in budget processes and periodic budget reviews for Food security, Livelihoods and Resilience, Economic Development related activities;
  • Provide technical assistance in the areas of resilience and diversified livelihoods; sustainable income from climate smart resilient value chains; production, productivity and post- harvest practices; climate resilient value chains; inclusive access to markets and farm inputs, other agri-enterprise services as well as access to gender inclusive financial services among households.
  • Coordinate the adoption of new products and/or approaches in Food security integrating nutrition and Livelihoods development and marketing;
  • Implement decisions made by the Project Steering Committee (PSC) and the County Project Steering Committee (CPSC);
  • Select intervention sites, expansion areas and (new) Project partners based on set criteria by the county and after consultation with all stakeholders;
  • Technical support to the project team in launching tenders and calls for proposal; contract service providers and implementing entities;
  • Monitor progress of work plan implementation, identifying issues (technical and coordination) and formulate solutions to address the identified issues

Capacity building

  • Facilitate training needs identification for community producer, saving groups, cooperatives, county staff and other public and private partners;
  • Facilitate capacity building of producer groups and other value chain actors on climate resilient marketing and value chain development
  • Train farmers on climate smart production and post-harvest management practices
  • Capacity building to enhance access to appropriate financial product/loans and business plan development

Advocacy, strategic partnerships, Networking and collaboration

  • Strengthen Project linkages and foster good working relations with consortium peers, civil society organizations, government representatives, private sector and community-based organizations;
  • Identify and document strategic needs/agenda for country engagement
  • Respond to queries from Project donors and stakeholders in a timely and sound manner on all Food Security and Livelihood related issues from the county
  • Forge strategic collaborations with financial service providers including MFIs, banks, government funds to ensure Savings groups members access financial services
  • Broker linkages between farmers and market/value chain actors
  • Available to represent CAM Project at critical functions and moments at the county level as needed;
  • Stay abreast of new developments in Food security and Livelihoods and participate actively in related technical working groups and relevant policy forum

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • At least 4 years’ experience in designing, planning, implementing, supervising and reporting on integrated Food security in ASAL, Livelihoods and Resilience Project
  • A broad grasp of socio – economic policy issues with respect to food and nutrition security, and livelihood development in rural and ASAL setting
  • Technical knowledge and facilitation skills in Food security, Livestock and other Livelihoods, Value Chain Development, Savings Groups, Social Protection, Gender issues and Environment
  • Experience in working with consortium partners, county governments, civil society, donors and local communities;
  • Highly flexible and organized, able to coordinate government and private sector players for effective support and implementation of program intervention

Program Manager

Key Responsibilities:

Program Coordination and Management

  • The jobholder will be the accountable person for the Program under World Vision Component and will work in close collaboration with the AP Managers, program staffs, Government line ministries in the Counties and Cooperating partners of this grant – Self Help Africa, World Agroforestry Centre (ICRAF), Justdiggit, Africa Harvest, Green Belt Movement, and Conservation Alive Kenya.
  • Provide technical support and guidance in implementation of the project’s objectives
  • Monitor and ensure that grant is managed and executed as per plans within time and budgets, meeting donor, World Vision and community accountability;
  • Monitor Budget Utilization in line with planned Detailed Implementation Plan (DIP) as per WVK Financial Standards and donor requirements
  • Provide effective, innovative and strategic coordinating role in the CAM project implementation;
  • Ensure that all CAM project initiatives within the program’s area of influence meet or exceed planned outcomes and are implemented timely;

  • Contextualize and utilize planning guidelines for the CAM project.
  • Ensure accurate and quality Annual Operation Plan (AOP) and Detailed Implementation Plan (DIP) for the program in place and utilized
  • Work closely with CAM project Secretariat MEAL to effectively support the program to carry out all measurements and assessments – baselines, assessments, designs, monitoring and evaluations – in accordance with donor requirements and WV established standards, policies and procedures;
  • Ensure the program achieves Child Well-Being Outcomes in line with the organization’s Ministry Framework and Development Approach, and WVK’s strategic priorities and the program designs.

  • Coordinate and Manage Relationships with credible research institutions and private sector to support research component and market systems strengthening component in the program under the agreed framework.
  • Participate in Narok, Elgeyo Marakwet, Kwale, and Kwale Counties Environmental Stakeholders forums/technical working groups as well as supporting WVK the program staff and cluster managers on engagement in relation to Natural Resource Management as well as articulating Environment and Climate change objectives in the forums
