MEAL Measurement Framework Technical Director
JOB PURPOSE.
The DMEAL (Design Monitoring, Evaluation, Accountability & Learning) Measurement Framework Technical Director will lead the development, implementation and continuous improvement of a new WVI Impact Measurement Framework that will replace the current program and project baseline and evaluation framework. This role will leverage the Annual Impact Measurement (AIM) Framework while ensuring alignment with industry standards and best practices. The Technical Director will work closely with internal teams, donors, and field staff to ensure that high-quality, evidence-based data is gathered, analysed, and used to inform programmatic decisions. In addition to this, through effective tracking and monitoring of child impact, this role will leverage on data analytics for income generation, influence, and program impact. In alignment with Our Promise Phase 3, this role will promote a flexible, adaptive, and innovative approach that enhances data use and accountability.

Development of the new WVI Impact Measurement Framework
- Lead the design and development of an agile, adaptive, and innovative measurement framework that enables WVI to become a data-informed organization.
- Ensure the framework standardizes measurement across all FOs, allowing for data aggregation from local, FO, RO, and GC levels.
- Develop a system that facilitates the demonstration of impact for children, ensuring that data can be used to influence programming direction and increase income.
- Align the framework with Our Promise Phase 3, emphasizing data use, accountability, and adaptive programming.
- Leverage and integrate WVI’s prioritized standardized indicators to maintain consistency in impact reporting.
Design a methodology and sampling framework
- Develop a cost-effective and light sampling methodology that ensures high-quality, standardized data collection across all levels of the organization.
- Ensure that the measurement framework is adaptable for various funding streams, program models, and field realities.
- Provide technical leadership on quantitative and qualitative research methodologies to enhance WVI’s impact measurement capacity.
Development of Tools, Guidance, and Templates
- Design user-friendly tools, templates, and guidance to support Field Offices, SOs, and GC teams in implementing the new measurement framework.
- Ensure that documentation and resources are aligned with AIM methodologies, industry best practices, and WVI strategic priorities.
Lead collaboration and stakeholder engagement efforts to build use of the framework
- Work in close collaboration with Field Offices, Regional Offices, GC teams, and SOs to ensure adoption and contextualization of the framework.
- Engage with external experts, academic institutions, and industry bodies to align WVI’s measurement approaches with global best practices.
- Lead technical working groups and advisory teams to provide guidance on measurement strategies.
Continuous Improvement and Industry Alignment
- Continuously refine and enhance the processes for data collection, analysis and reporting based on emerging industry trends, internal lessons learned, and evidence from field implementation.
- Ensure the framework remains aligned with donor expectations, facilitating the demonstration of impact for children to donors through standardized indicators.
- Monitor global developments in impact measurement and ensure WVI remains a leader in evidence-based programming.
- Ensure compliance with donor requirements and industry reporting standards.
REQUIRED EDUCATION, TRAINING, LICENSE, REGISTRATION, AND/OR CERTIFICATION.
- Master’s in a relevant field (e.g., Social Sciences, Development Studies, Statistics, Economics, Monitoring & Evaluation, Impact Measurement).
REQUIRED PROFESSIONAL EXPERIENCE.
- At least 7 years of working in the field in the area of reach and impact measurement and reporting
- At least 3 years of working in the primarily grant funded fragile context
- At least 5 years of experience in monitoring and evaluation work for a development agency
- In-depth understanding of INGO measurement frameworks, this could include LEAP 3 baselines and evaluation methodologies and Annual Impact Measurement (AIM) as well as knowledge of IRC client impact approach, CRS Smiler, and others.
- Extensive experience in developing impact measurement frameworks for large-scale humanitarian and development programs.
- Strong expertise in sampling methodologies, impact evaluation, and cost-effective measurement approaches.
- Proven experience in capacity-building, training, and knowledge-sharing with field teams, particularly in large global organizations.
- Familiarity with global industry standards in impact measurement, including OECD-DAC, DFID, USAID, and SDG impact measurement frameworks.
- Proven ability to develop technical guidance, tools, and templates for diverse program contexts.
- Strong analytical and statistical skills, including proficiency in tools such as R, Stata, SPSS, or Power BI.
- Experience in working collaboratively across the various types of teams in a global organisation.
- Excellent written and verbal communication skills, with experience in training and capacity building.
REQUIRED TRAVEL AND/OR WORK ENVIRONMENT ACCOMMODATIONS
- This role may require international travel to Field Offices, Support Offices, and external stakeholder engagements.
PREFERRED EXPERIENCE, KNOWLEDGE AND/OR OTHER QUALIFICATIONS.
- Experience in leading measurement initiatives within INGOs, UN agencies, or research institutions.
- Knowledge of adaptive programming, innovation measurement, and agile impact assessment methodologies.
- Strategic thinker with the ability to align impact measurement approaches with organizational priorities and industry trends.
- Strong stakeholder management skills, with experience engaging across diverse cultural and geographic contexts.
- Ability to work in a fast-paced, complex, and dynamic environment.
- Passion for continuous improvement and learning in impact measurement and program effectiveness.

The Chief Finance Officer (CFO) reports directly to the Chief Executive Officer (CEO) and is an integral member of the Senior Leadership Team. The CFO works collaboratively across functions including ICT, Operations, Risk and Compliance, Legal, P&C, and Internal Audit, ensuring efficient Financial resource stewardship and strategic alignment across the company.
The CFO also works closely with the Africa1 Regional Finance Director -VisionFund International for financial reporting.
Key Responsibilities
Strategic Financial Leadership
- Act as a key advisor to the Executive Director and Senior Management on financial strategy, treasury, accounting, and administration.
- Provide financial insights and reports to the Board of Directors (BoD), senior management, regulators, and other stakeholders in a timely manner.
- Develop business and financial reports for the Board of Directors to support strategic decision-making.
- Continuously monitor the organization’s financial performance, comparing actual results with operational and business plans.
Financial Planning & Budgeting
- Support Head Office and Branches in the preparation of business plans, annual operating plans, and budgets.
- Ensure that branch plans are effectively incorporated into an overall business plan and projections model.
Financial Policies & Risk Management
- Establish, review, and update financial policies and procedures to ensure relevance and cost-effectiveness.
- Maintain finance management manuals, including treasury, accounting, and administration, ensuring updates reflect policy changes.
- Serve as a key member of the procurement committee, providing financial analysis to guide sound decision-making.
- Implement measures to enhance the credibility and objectivity of financial statements and reports.
Liquidity & Asset Management
- Control and monitor the institution’s funding requirements and cash flow management.
- Assess liabilities, explore borrowing arrangements, and manage access to funds.
- Ensure adequate control of cash and other assets through robust budgetary management and CBK regulatory compliance.
- Develop and update contingency plans to mitigate liquidity crises.
- Recommend and refine policies on liquidity and funds management to ensure applicability and practicality.
Regulatory Compliance & Reporting
- Ensure strict adherence to regulations concerning liquidity, capital adequacy, provisioning, and financial reporting as set by CBK and other regulators.
- Address inquiries from CBK, other regulators, and external auditors, providing necessary assistance during inspections.
- Liaise with tax authorities and consultants to ensure compliance and address tax-related matters.
- Manage the organization’s insurance portfolio and oversee claims settlement to prevent undue losses.
Ideal Candidate Profile
Educational Requirements:
- Master’s degree in Finance, Accounting, Business Administration, or a related field.
- A minimum of 8 years of relevant experience, with at least 4 years in a Senior Leadership role in Microfinance, Retail Banking, or Enterprise Lending.
Key Competencies:
- In-depth knowledge of banking principles, MFI industry practices, and current trends in microfinance and finance. Finance certifications and practicing licenses will be desirable.
- Strong leadership capabilities with a proven track record of driving performance and motivating teams.
- Excellent communication, negotiation, and interpersonal skills; adept at business development and stakeholder management.
- Proven high performance in similar senior roles, with a strong emphasis on growth, results, and team motivation.
- Demonstrated ability to act as a change agent, driving operational improvements and organizational growth.
- High ethical standards and commitment to personal and organizational integrity.
- He/she should have proficiency in Microsoft Office Suite (especially Excel), and familiarity with accounting software (e.g. QuickBooks, SAP).
- Strong analytical and problem-solving skills or abilities.
