Org. Setting and Reporting

This position is based in Nairobi, Kenya, and is located in the European Union – United Nations Global Terrorism Threats Facility, within the Counter-Terrorism Committee Executive Directorate Liaison Section of the United Nations Office of Counter-Terrorism (UNOCT). The Programme Management Officer reports to the Senior Programme Management Officer of the Facility, and will have the Head of the Gender Unit in the UNOCT Human Rights and Gender Section (HRGS) as additional supervisor. The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017.

The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of activities of the EU-UN Global Terrorism Threats Facility, with a specific focus on strengthening the full, equal, meaningful representation and representation of women within government entities involved in preventing and countering terrorism and in ensuring gender responsive approaches to CT/PCVE; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Undertakes consultations with the Counter-Terrorism Committee Executive Directorate, other UNOCT programmes, other UN entities, as well as European Union (EU) services and projects in exercising their functions, particularly in the design of Facility activities.
  • Performs consulting assignments, in collaboration with the clients of the EU-UN Global Terrorism Threats Facility, by planning and facilitating gender equality related workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change, in close cooperation with the EU.
  • Researches, analyzes and presents information gathered from diverse sources related to gender equality, gender mainstreaming and women´s full, equal and meaningful participation in preventing and countering terrorism.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies related to gender equality, gender mainstreaming and women´s full, equal and meaningful participation in preventing and countering terrorism.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions, in relation to the gender related activities of the EU-UN Global Terrorism Threats Facility.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc., in relation to the gender related activities of the EU-UN Global Terrorism Threats Facility.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc., in relation to gender mainstreaming in activities of the EU-UN Global Terrorism Threats Facility.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations; in relation to gender related activities of the EU-UN Global Terrorism Threats Facility.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc., in relation to gender mainstreaming within activities of the EU-UN Global Terrorism Threats Facility.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) in relation to the gender-related activities of the EU-UN Global Terrorism Threats Facility.
  • Performs other duties as required. Work implies frequent interaction with the following: Counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies. Representatives and officials in European Union institutions and EU funded-projects, national governments, international organizations, consultants. Results Expected: Develops, implements, monitors and evaluates assigned programme/projects. Provides thorough, well-reasoned written contributions, e.g., background papers, analysis, sections of reports and studies, inputs to publications, etc. Develops and maintains effective working relationships. Promulgate coherent policies, and consistent adherence to these by clients. Efficiently uses resources.

Competencies

Professionalism: Knowledge and understanding of theories, concepts and approaches for multilateral technical assistance on preventing and countering terrorism and violent extremism conducive to terrorism (CT/PCVE), in particular as it relates to gender mainstreaming, promoting gender equality and the full, equal and meaningful participation of women.. Ability to identify issues, analyze and participate in the resolution of issues/problems, in particular as it relates to gender equality, gender mainstreaming and women´s full, equal and meaningful participation in the context of CT/PCVE. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education

Advanced university degree (Master’s degree or equivalent) in management, international law, international affairs, security, gender affairs or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of three years of experience in the field of CT/PCVE is required. A minimum of three years working directly with gender and security related areas is required. Demonstrated experience is required working with government entities involved in CT/PCVE planning and operations, such as intelligence, law enforcement, judiciary, corrections, and other security bodies, as well as national gender machineries and women-led civil society organizations, in Sub-Saharan Africa or the Middle-East region.

Languages

Fluency in English, (both oral and written) is required; fluency in French or Arabic is required.
