Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The focus of this position is financial research and management related to the organisation’s income, funding partners with focus on member states.

This position is located in the Public Sector Partnerships & Resource Mobilization Section, Corporate Services Division at the Nairobi duty station. Under the supervision of the Programme Management Officer, the incumbent will be responsible for the following duties:

Responsibilities

  • Prepare accurate and timely financial analysis and reports to management and funding partners
  • Research, analyze and present findings on the organization’s income data and patterns including funding needs and gaps, preparation of profiles of the funding partners and their contributions to the organization and responses to the auditors.
  • Develop surveys and design data collection tools as well as the review and interpretation of the responses and preparation of conclusions.
  • Review, analyze and prepare annual income estimates and revenue proposals, including preparation of the Voluntary Indicative Scale of Contributions and other instruments that support resource mobilization.
  • Provide data and financial expertise for the development and maintenance of automated income information, reporting and management tools by using platforms, e.g. Power Business Intelligence and assesses and monitors the data accuracy, completeness and relevance.
  • Prepare draft submissions to statutory, other standard and ad hoc reports to the Governing Bodies, Senior Management and other funding partners.
  • Monitor integrity of various financial databases to ensure accuracy of income information based on actual pledges and payments received.
  • Coordinate and reviews invoicing for Environment Fund and corporate funds managed by the Section in collaboration with UNEP’s Finance Management Section and UNON including ensure accurate banking details, invoice pledge amounts and all relevant information.
  • Monitor receipts/payments of Environment Fund pledges and contributions to the corporate funds managed by the section, requests for receipts and notifies payee of status of payment as well as provides status reports of unpaid pledges.
  • Monitor and report on the financial performance of the corporate funding agreements including, budget implementation/expenditures, allotments, reallocation and re-phasal of funds and ensures compliance with relevant regulations, rules, policies and guidelines, as well as the funding agreements in collaboration with other finance and budget staff.
  • Provide up-to-date financial information and income analysis for the Section’s intranet website and UNEP’s website.
  • Assist funding partners, staff members, Fund Management Officers and Programme Managers regarding queries on contributions, payments and deposits relating to income on corporate funding agreements and Environment Fund.
  • Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to resource mobilisation and income analysis ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Provide guidance, training and daily supervision to interns in the area of responsibility relating to income on Environment Fund and other sources of funding.
  • Draft or directly responds to enquiries from funding partners and colleagues in respect to relevant financial and budget matters.
  • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assist with visualizations and updating information material such as web pages or brochures.
  • Perform other related duties as assigned.

Education

  • High school diploma or equivalent is required.

Job – Specific Qualification

  • Supplemental training in accounting and finance or related field is required.

Work Experience

  • A minimum of ten (10) years of progressively responsible experience in finance, budget, accounting, administrative services or related area is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first level university degree or higher.
  • Experience in an Enterprise Resource Planning (ERP) accounting and finance system and International Public Sector Accounting Standards (IPSAS) is required.
  • Experience in preparation, analysis and presentation of financial reports using MS Excel in a public sector or international organization is required.
  • Experience working with UN or similar international organization is desirable One (1) year or more experience in corporate data analytics tools (e.g. Power BI, Qlik, Self-Service Analytics) is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
  • NOTE: ‘Fluency’ equals a rating of ‘fluent’ in all four areas (speak, read, write and understand) and ‘Knowledge of’ equals a rating of ‘confident’ in two of the four areas.

Assessment

  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
