JOB PURPOSE
Amref Health Africa is seeking an experienced professional to provide overall strategic and technical leadership, capacity building and TA in developing and implementing communications and knowledge products strategies to increase the directorate’s and organization’s visibility. The candidate will work under the supervision of the Senior Director, Health System Strengthening and in close collaboration with the pillar directors and the HSS team.
Primary Responsibilities
Program Management
- Providing strategic leadership and overarching management of HSS directorate knowledge management objective by leading communication and knowledge management workstreams.
- Advising and collaborating with HSS staff to identify key stakeholders in implementing countries, and projects, assessing challenges and building capacity to enable and empower them to implement evidence-based interventions to increase the knowledge exchange around health initiatives.
- Working with HSS pillar directors and teams to assess knowledge management and mobilization needs of the directorate to increase the sharing and uptake of knowledge, learning and tools in support various programs.
- Influencing and promoting mechanisms to increase the use of evidence for action in the public-private space for the health system strengthening, across disciplines and countries while promoting communication in knowledge products translation.
- Developing and reviewing case studies, policy and advocacy briefs, blogs, and/or other documents for dissemination on a variety of media platforms, working closely with the HSS team
- In collaboration with Amref’s M&E team and other country teams developing and executing a communications and knowledge management workplan and approaches
- Ensure monitoring, evaluation, and research findings, lessons learned, and best practices are documented, stored, and shared within the HSS directorate, relevant stakeholders and Amref Health Africa at large
- Overseeing the organization and planning of events and webinars to share project knowledge and learnings, working with Amref’s dissemination and learning platforms and other forums, and engaging a diverse set of partners and a wide audience
- Identify and propose knowledge-sharing strategies and tools, including categories and types of knowledge products, their sources of origin, target audience, and dissemination channels
- Providing overall leadership to the communication and knowledge management portfolio and line managing direct reports including supporting work plan development and performance management to ensure team synergy and high-quality technical project delivery in time and budget
- Develop and maintain communication materials that are tailored to the needs and interests of different stakeholder groups
- Facilitate building capacity for knowledge management and use
Business Development
- Identify and develop new opportunities for communication and knowledge management partnerships and collaborations.
- Negotiate and secure funding for communication and knowledge management initiatives.
Stakeholder Engagement
- Develop and implement strategies to engage a wide range of stakeholders, including government officials, donors, media outlets, community leaders, and project beneficiaries.
- Facilitate dialogue and collaboration among stakeholders to ensure alignment and ownership of communication and knowledge management initiatives.
- Build relationships and connections with key stakeholders, including government officials, donors, media outlets, and community leaders utilizing various channels for information sharing, learning, to influence and help shape and advance the communications agenda
- Working with directorate and project staff conduct regular stakeholder engagement activities, such as workshops, meetings, and surveys, to gather feedback and inform program improvement while promoting communication and knowledge management best practices.
- Create relationships and connections utilizing various Review reports and external stakeholder engagement materials and collaborate with MEL to organize learning and knowledge sharing events facilitate knowledge sharing and engagement with a broad range of internal and external audiences
- Liaise with the project team to map high level advocacy elements that must be considered in the Communications and Engagement Plan.

REQUIRED QUALIFICATIONS
Education
- Master’s degree in journalism, Communications, international development, marketing, public relations, Public Health, Social Sciences, or a related field
- Bachelor’s degree in journalism, Communications, Public Health, Social Sciences, or a related field
- Training in any of the following areas is an added advantage: health communications, public health and health economics.
Professional Qualification and Competencies
- The ideal candidate will have ten (10) years dedicated experience with progressive responsibilities in communications and knowledge management, 3 of which must be in international sector development working on health
- Possess strong communication skills and fluent in written and verbal English and ability to effectively communicate (orally and in writing) with diverse stakeholders, functions, cultures and levels in the organization
- Possess excellent writing and presentation skills for multiple audiences, (technical and non-technical) particularly informed, non-expert audiences.

Primary Health Care Director
JOB PURPOSE
Amref Health Africa is seeking an experienced professional to provide PHCs overall strategic and technical leadership on policy analysis, generation and translation, while building the team’s capacity on policy issues and network with relevant decision makers at national, regional and global level. Under the supervision of Senior Director, Health System Strengthening and in collaboration with Directors; Health Financing, Reproductive Maternal Child and Adolescent Health [RMNCAH], and Social Determinants of Health (SDoH), the incumbent will support partner countries in direct guidance and technical oversight of PHC.
The PHC Director will be responsible for supporting a portfolio of work focused on understanding PHC system efficiency, the contribution of PHC systems to health outcomes, as well as deeper analyses of specific PHC system drivers that ultimately create a compelling product that will support policy makers, funders, advocates and researchers to improve the quality of global health decisions.
Primary Responsibilities
Strategic Program Management
- Provide technical expertise on how to strengthen implementation of the Primary Health Care model in the various countries by overseeing national and sub-national technical support to partner countries.
- Work closely with HSS pillar directorates in building and ecosystem of partners in support of PHC for Universal Health coverage.
- Support partner countries and Amref’s Country Offices (COs) in the costing of their PHC packages and advocacy to increase domestic funding for PHC.
- Work closely with stakeholders in driving conceptual and strategic project alignment, overall workplan execution, and deep dives on specific policies while monitoring program budgets, tracking expenditures and identifying potential savings.
- Advise on best practices regarding Universal Health coverage (UHC) and PHC to ensure the highest level of quality for the delivery of health care in Amref’s COs and partner countries.
- Oversee the development and implementation of all PHC programs, ensuring they are aligned with strategic objectives and donor requirements by technically supporting Amref’s COs in the region to develop the relevant analyses aligning with their national context.
- In collaboration with health economists, develop package of guidance, tools and terms of reference for defining and estimating the costs of PHC packages, measuring PHC progress and financing, ensuring alignment with Amref’s PHC frameworks, PHC global guidance frameworks and comparability across countries/regions.
- Support Amref’s COs to prepare, present and summarize PHC financing findings for advocacy and use at country, regional and global level.
- Contribute to cross-country analyses of findings in support of emerging issues in health while building an ecosystem of technical partners working in priority countries and advocacy partners for PHC services.
- Advocate, during strategic discussions with Ministries of Finance and Health and other key decision makers and stakeholders, including Amref’s COs, to influence agenda setting in favor of PHC.

- Build consensus on PHC priorities and strategies and advocate for PHC policies and programs at the national and regional levels.

Data Scientist/Analyst
JOB PURPOSE
Amref Health Africa is seeking a highly skilled Data Scientist/Analyst to join the Health System Strengthening Directorate. The successful candidate will play a crucial role in leveraging data to enhance decision-making, drive programmatic impact, and contribute to the overall goal of improving health outcomes in Africa by making sense of existing data, developing a system of data collection and analysis and presenting the data to key stakeholders for utilization
PRIMARY RESPONSIBILITIES:
Program Management:
- Lead in the development of an HSS Data Management and information use blueprint and Implementation Plan with representation of all the four strategic pillars within the HSS directorate
- Continuously reviewing and improving data management processes, analytical methodologies, and reporting mechanisms to enhance the efficiency and effectiveness of program management with the Directorate
- Contribute to the development and implementation of performance monitoring frameworks to track and assess the effectiveness of health system strengthening programs within the Health Systems Strengthening Directorate
- Contribute to the Directorate’s evidence-based work planning and budgeting efforts
- Lead in the review and adaptation of essential data-related policies, Minimum operating Standards (MoSs), and Standard Operating Procedures (SoPs)
Work closely with the Health System Strengthening team and Amref country offices to identify opportunities for data-driven interventions to improve health systems.
The specific roles under program management include: –
- Maintain the data for Health System Strengthening Directorate:
- Maintain the data dashboards of the HSS data
- Develop data collection systems, data analytics and other strategies that optimize statistical efficiency and quality ensuring the database is updated as per schedule.
- Acquire data from primary or secondary data sources and maintain the data, identify, analyze, and interpret trends or patterns in complex data sets.
- Work with management to prioritize business and information needs of the HSS directorate.
- Locate and define new data process improvement opportunities while providing technical support in data collection, compilation and quality control.
- Regularly review, analyze and evaluate business and user needs and experience to improve the design, development and implementation of the database.
- Collect and analyze feedback from users to assess the quality, relevance and usefulness of the portal and the data in particular.

REQUIRED QUALIFICATIONS
The successful candidate will have a strong technical background in data management, analysis, synthesis, and modelling. The incumbent will contribute to the implementation of the directorates research vision to maximise the value of data and information systems as strategic research assets ensuring relevance, accessibility and usability of health system data and analysis.

Senior Health Economist
JOB PURPOSE
Amref Health Africa is seeking a highly motivated and dynamic person in the deepening of the health financing functions and their interactions in strengthening health systems in Africa. The successful candidate should have strong experience in providing strategic and technical advice across various stakeholders including governments, development partners, implementing partners and internal directorates within the context of health economics and health financing. As a Senior Health Economist, the candidate will provide thought leadership to Amref Health Africa and its partners in the areas of revenue mobilization, pooling, purchasing, and benefit entitlement.
PRIMARY RESPONSIBILITIES:
Evidence Generation and Translation:
- Develop and design different economic analyses [at micro and macro-economic] levels to include fiscal space analysis in the health sector,
- Reviewing policies and guidelines related to medication reviews in Swedish healthcare regions.
- Lead, coordinate, monitor, and roll out health economic analysis [ to include health technology assessment [HTA], technical and allocative efficiency, economic evaluation, fiscal space analysis among others that generate evidence to inform decision making for strengthening health systems]
- Conducting econometric analysis using large register-based datasets.
- Develop and support the translation of evidence through high-quality learning products to include manuscripts for peer review papers, policy briefs and other forms of publications that target high-level decision-makers and stakeholders in the health sector,

Medical/Social Anthropologist
JOB PURPOSE
Amref Health Africa is seeking an experienced professional who will be responsible for providing expertise and guidance on social determinants of health (SDoH) to enhance health initiatives and interventions for improved health outcomes, including delivery of TA, evidence generation and translation to grow the SDoH portfolio. The successful candidate should have global exposure in any of the following areas of social determinants in health: culture and environment, syndemics and health disparities, modern and traditional/indigenous health climate change, human trafficking, violence, migration and natural/human made disasters. Working closely with teams across Amref and the Health System Strengthening Directorate, the successful candidate will provide specialized strategic, technical and situational anthropological advice, overall strategic leadership in conducting research and evaluations, collecting and interpreting medical data in liaison with relevant stakeholders.
PRIMARY RESPONSIBILITIES:

- Promote measurable anthropological programming which contributes to achieving suitable and concrete results through communications, engagement and the empowerment and participation of stakeholders, communities, implementing partners and government counterparts.

- Support in the establishment of sustainable partnerships with governments, and regional blocks to influence SDoH priorities, resolve challenges and barriers with a view to strengthen approaches in addressing SDoH.
- Identify interrelationships between SDoH and other pillars within the HSS directorate to build the synergy and coherence needed for efficient health systems through development of essential policy documents, guidelines, job aids, and toolkits
- Support in the development of HSS work plans and budgets.
Evidence Generation and Translation
- Develop and support the generation of evidence through high-quality learning products to include manuscripts for peer review papers while supporting analytics to identify, consider, and propose reforms to strengthen multi-sectoral collaboration towards a unified approach in addressing SDoH.
- Lead and provide guidance to the HSS directorate and the Amref Health Africa’s country offices on applying an SDoH lens to their work.
- Develop and support the translation of evidence through high-quality learning products to include policy briefs and other forms of publications that target high-level decision-makers and stakeholders in the health sector.
- Support the institutionalization of reforms on SDoH within government systems; national and sub-national.
- Participate and represent Amref Health Africa in policy dialogue forums to disseminate evidence generated on health financing and health systems.
Business Development
- Support proposal development to secure funding and business for the HSS directorate and Amref Health Africa at large.
Stakeholder Engagement & Capacity Building
- Support in building capacity on social determinants of health at the intersection with health to Amref Health Africa and key stakeholders.
- Foster relationships with key stakeholders in the health sector [Donors, implementing partners, learning institutions, and governments and establish and strengthen strategic partnerships with regional and international stakeholders.
Special Projects and Initiatives
- Support leadership in new, high priority efforts as opportunities arise in PHC and related areas
- Perform other relevant HSS interventions in coordination with the supervisor
REQUIRED QUALIFICATIONS
- The successful candidate will have a strong technical background in medical/sociology anthropolgy as well as solid experience in the delivery of technical assistance. The candidate should be highly motivated, a creative problem solver, and have strong analytical, communication, process facilitation, and collaboration skills.
Education and Professional Qualification
- An advanced degree in medical anthropology, socio anthropology, sociology, public health social sciences or any other relevant field.
Professional Qualification and Competencies
- Minimum ten (10) years of experience working in global development and technical knowledge of policy, advocacy and governance in Social Determinants of Health (SDoH).
- Proven skills in social research methods including systematic review of evidence, qualitative operational research skills and translation of evidence into practice.
- Proven leadership in developing strategies, conceptualizing, planning, and implementing projects or programs.
- Experience in research, conceptualizing and technical support and leading stakeholder engagement in the Social Determinants of Health areas.
- Technically sound in DEIB-focused approaches.
- Experience working on the development and roll-out of cross-cutting initiatives and programmes across multi-level organizations and stakeholder groups
- Ability to develop workplans and proposals collaboratively
- Excellent written and verbal communication skills, including demonstrated ability to effectively facilitate high-level meetings; prepare clear and concise briefs, presentations, and reports and translate knowledge products to both technical and non-technical audiences.
