MEAL Technology Manager
Job Purpose
Reporting to the MEAL Coordinator and the LEGO MEAL Advisor and technically supported by the Regional MEAL Technology Coordinator, the MEAL Technology Manager will be responsible for supporting use of MEAL technology to improve data management and quality for the TeachWell project and all projects being implemented in the IRC Kenya country program. The position will lead in overall database management, developing and deploying electronic data collection tools in ODK, Kobo collect and specifically CommCare, data analysis and creation of visual dashboard in Power BI, project system trouble shooting, training of users, improving electronic data flows, data quality, data analysis, creation of project dashboards and other information products. The position will ensure that the databases are integrated and interoperable with existing project partner databases and in line with the country programs and LEGO data quality guidelines. The position will take an active role in adaptive management through active participation in stakeholder engagements, reviews, learning and work planning meetings.
Key Responsibilities
TeachWell MEAL support
- Support the Teachwell MEAL Advisor in overseeing IRC and project partners’ MEAL activities, including supporting in the design of a MEAL project framework for results tracking.
- Support the LEGO MEAL Advisor in developing and managing a monitoring and evaluation system across all project components that leverages qualitative and quantitative methods.
- Contribute to design and development of project data tools through origination, deployment, user support, quality controls and data flow monitoring.
- Works closely with the Teachwell MEAL Advisor to co-design indicators, measurement tools, and identify monitoring responsibilities.
- Develop teacher professional development database with teacher profiles, electronic attendance registers, and teacher observation components for respective training modules.
- Harmonize TeachWell database with partner school database to link teacher and learners’ data targeted by the project.
- Extract and sub-set data for analysis and reporting as required.
- Contribute to produce to Teachwell M&E monthly, quarterly, semi-annual, and annual reports.
- Manage design and roll out of Teachwell technology and data collection tools, including leading on Project Indicator Dashboard (PID) and other Power Bi analysis tools.
- Develop and implement tools for spatial visualization of data across coverage maps.
- Organize repository for research, learning, assessments, and other information products generated from the project.
- Train users on databases, tools and other applications designed for the TeachWell Project.
Deployment of Technologies for Data Collection
- Regularly undertake MEAL technology needs assessments for IRC Kenya program.
- Lead the development and ongoing adaptations of the forms in CommCare and dashboards Power BI.
- Design and implement project plans for programs transitioning to new data collection tools.
- Configuration of non-standard project/program indicators in data collection tools.
- Ensure data validation is well embedded in the structure of data collection tools.
- Collaborating with programs, IT and supply chain teams to plan purchase of devices and licenses needed for data management.
- System training and ongoing end-user support for IRC and partner staff.
- Overall project database management ensuring system integrity and accuracy of data, as well as leading routine data quality checks.
- Ensure projects indicators data are systematically presented in their specific Program Indicator Dashboard (PID)
Supporting Data Management, Analysis, and Visualization
- Working from standard XLSX and PBIX templates, setting up indicator database and dashboard for visualizing MEAL data.
- In close collaboration with MEAL Coordinator, undertake Data analysis, Data Quality Assurance and Data reviews and use to inform the Project Programming
- Providing training to MEAL staff on indicator databases and dashboards
- Undertaking data quality assessments for current databases
- Migration or transformation of existing project or country level data into standard data structures
- Follow up with country MEL staff to ensure monthly data is uploaded in line with the standard operating procedures, check completeness and accuracy,
Understanding user needs and ensuring these needs are well understood throughout the team.
- Gathering user feedback on data tools during and after deployment
- Participating in requirements capturing and user acceptance testing (UAT) for new tools
- Sharing user feedback with relevant colleagues for improvement purposes.
Qualifications
- University degree in Information Technology, Database Development, Web Design and Networking, Data Science, or related studies.
- 5 Years’ experience in Project Database development, processes and management.
- Experience in data collection tool using mobile data collection systems such as Commcare, KoBoCollect or any ODK system.
- Technical skills in setting up Databases data quality controls, validation criteria, project staff training and capacity strengthening and system trouble shooting.
- Proficiency and experience with mobile data collection such as CommCare, ODK, Microsoft Excel, SPSS, STATA or other similar software’s, Power-Bi and GIS software tools.
- Confirmed ability to lead, mentor and empower a small to a medium professional team.
- Self-motivated with good organization, and planning skills, including prioritizing work and multi-tasking.
- Willingness to travel to various field-level offices (50%).
- Knowledge of MEAL functionality across different thematic areas is an added advantage.

Senior Coordinator for Program Quality
Scope
The Senior Coordinator for Program Quality works closely with and under the supervision of the Deputy Director of Programs (DDP) to design and deliver on high quality, innovative programs in close coordination and collaboration with other Senior Program Coordinators. The role has a particular focus on driving program quality and strategy, leading the technical coordinators in implementing high quality projects with particular attention to enhance program integration, strategic alignment with country, and global technical policy and guidance and supporting expansion of IRC work. S/he will ensure timely and effective program delivery and coordination in all IRC program locations. The SPCQ will provide a focus on outcomes, client responsiveness, and represent IRC programs to major stakeholders, relevant government authorities and other program partners. The position directly supervises the technical Coordinators for health, nutrition, WASH, Education, ERD, Protection and WPE.
Responsibilities
Program quality and development
- Provide leadership to Program Technical Coordinators in setting priorities and delivering outcome focused programs which align with Strategy Action Plan.
- Ensure that program design is evidence based and uses theories of change that place crisis-affected people and their voice at the center of IRC’s response, and lead program integration to support this.
- Maintain a situation awareness in the country and monitor changes in the context that will be relevant or consideration in program adaptation.
- Alongside our existing focus on humanitarian programming, analyze gaps and needs, and help to drive a new focus on early recovery programming in appropriate geographic areas, working across the humanitarian-development nexus.
- Feedback from beneficiaries is strategically used to adapt programming and organizational policies were applicable.
- Review all programs implementation through periodic field visits and ensure that program implementation strategies are compatible with overall program goals and objectives.
- Coordinate with other Technical Coordinators on appropriate management, compliance, and performance standards, as well as effective systems for knowledge and risk management.
- Formulate integrated programming initiatives that complement the other IRC sectors and promote integration/ main streaming of GEDI-responsive approaches.
- Support to improve quality of specialized services available in country in addition to contributing to the standardization of protocols and procedures.
- Support the use of global technical resources to promote program quality and holistic approaches,
- Work closely with Technical Advisors to benchmark programming to global standards and that of relevant institutions and statutory bodies, ensure application of best practices, review and advance protection sector programming policies and guidance. Along with program staff and the Technical Unit/Advisors, support the development of Standard Operating Procedures and Guidance Notes for program activities.
- Promote quality by setting up quality assurance mechanisms and providing technical supervision of program staff.
- Ensure that donor reports produced by the programs team effectively demonstrate the impact of IRC’s interventions.
- The position is responsible and will provide leadership to the program team for IMPACT delivery and adoption of the IMPACT standards across program design and implementation, in coordination with MEAL and with other departments in the country program.
Project Management
- Provide overall leadership to the technical team ensuring strategically coherent program direction, well-managed growth, and compliance with IRC and donor regulations.
- Continually seek out ways to build the capacities of team members, individually and collectively.
- Conduct regular travel to the field to support program implementation review and provide technical guidance to the implementation teams.
Business Development
- In coordination with the Sr. Grants Coordinator provides leadership to the technical coordinators and coordinator quality assurance for the proposal development process for all proposal development activities.
- Conduct strategic engagement with key stakeholders, donors, and other funders in collaboration with the DDP and DDGA and represent the IRC Kenya with humanitarian donors including accompanying strategic donors on field site visits.
Monitoring Evaluation, Accountability and Learning
In coordination with the MEAL Coordinator:
- Provide guidance, strategies, and tools to ensure that programming choices are based on needs assessment findings (primary & secondary data) and analysis, input from communities, partners, a thorough understanding of context, technical standard methodologies, and operational viability.
- Provide direction on implementation of accountability mechanisms for beneficiary feedback and review sector M&E and accountability data with grants, program implementation staff to identify areas for operational improvement.
- Ensure that the stated goals and objectives for the programme are met with strong monitoring and evaluation (M&E) follow up, including design of robust M&E plans, lead the technical inputs to assessments design/adapt for education program development.
- Develop methodologies and tools to strengthen the quality of data collection, analysis, and reporting and any required operational research, with technical support from Technical Advisors as needed.
- Ensure that ethical and sound data collection and information management systems are in place with associated information sharing protocols for education in emergencies (EiE) analysis, planning, evaluation, and advocacy. Provide technical guidance on confidential and safe data collection, case identification, safe information sharing and referral mechanisms in line with internationally recognized best practices.
- Review donor reports in collaboration with Technical Coordinators and the Technical Advisors.
- Review and adoption of data and inputs to the Annual Statistics activities
- Enhance the use of Program Indicator Dashboard (PID) and other MEAL-related technology for program implementation.
Partnerships
- IRC Kenya has committed in its SAP to spend 8% of funding through local partners by FY2024. The program delivery unit facilitates this process by ensuring the specific tasks under this component of the role and in coordination with the Partnership Coordinator include:
- Contribute to achievement of goals related to the SAP partnerships ambition including identification and onboarding of Strategic Partners
- Embody and model IRC values related to partnerships (partner as equals, partner first etc.) and lead this approach in implementation of IRC projects across the project locations.
- Enable development and maintenance of strategic partnerships with local organizations.
Representation and Advocacy
- In coordination with the DDP/DDGA, actively develop and maintain effective working relationships with stakeholders including local communities, donors, government actors, UN agencies, international and local NGOs, and other relevant actors. Liaise with county and national governments, donors, NGOs, and other operational partners in Kenya via attendance at meetings, consultations, and other forums.
- In coordination with the SPCI, assist in organizing donor visits by supporting staff in the smooth design and running of field visits.
Staff Management and Development
- Coach direct reports with the aim of strengthening their technical and management capacity, exchanging knowledge within the team, and providing professional development guidance.
- Supervise and mentor direct report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
- Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.

Country Program Management

Qualifications
- Master’s degree preferably in Health, Nutrition, Water, Sanitation and Hygiene, International humanitarian Law International Development or Humanitarian Assistance.
- At least 7 years of experience working in program management Demonstrated experience in program management, project design and use of project design tools.

Senior Coordinator for Program Implementation
Job Description
The International Rescue Committee’s (IRC) Kenya country program provides life-saving and developmental services that empower vulnerable local and refugee communities, enabling them to lead secure, productive, and healthy lives. Collaborating closely with national and county governments, community organizations, and partner NGOs, the IRC operates across health, nutrition, protection, livelihood, education, and WASH sectors, in Turkana, Garissa, Samburu, West Pokot and Nairobi counties. The IRC responds to emergencies such as drought in Garissa and Turkana counties, supports refugees in Hagadera and Kakuma Refugee Camps, and implements urban programming for livelihoods in Nairobi’s informal settlements.

Program Implementation
-Provide direct oversight and mentorship to Program Coordinators to effectively manage program implementation and complete on the following tasks:
- Ensure effective grant start-up, progress towards program deliverables is systematically tracked using key indicators and actions are taken because of its monitoring.
- Ensure adherence of program implementation with donor and IRC policies.
- Ensure the alignment of workplans with IRC and project plans and continuously review progress of IRC and partners implementation.
- Ensure implementation review and close-out meetings are planned and conducted in a timely manner the schedule PCM including the engagement of partners.
- Coordinate with the finance, grants and partnership department and support program coordinators to ensure sound budget development and spending oversight using adequate financial management tools, including regular BVAs and spending plans review.
- Program documentation and learning of IRC programs. Organizational learning can be prioritized and used in program design and implementation (including re-design of long-term programs), as well as external communication and advocacy.
- Feedback from beneficiaries is strategically used to adapt programming and organizational policies were applicable.

Deputy Director for Grants and Accountability
Job Description
Across two refugee camps, Dadaab and Kakuma, and five counties (Garissa, Turkana, Samburu, West Pokot, and Nairobi), the IRC implements programs in the sectors of health, Nutrition, governance & rights, Education, and women’s protection & empowerment, Economic Recovery and Development, as well as providing emergency response through a network of four field offices and a range of institutional and community-based partnerships.
Scope
The Deputy Director for Grants and Accountability (DDGA) is a central figure within the IRC country program management and support infrastructure and a member of the senior management team (SMT). Under the supervision of the Country Director (CD), the DDGA leads a team of approximately 20 staff with a portfolio focusing on effective awards and donor relationship management, oversight of business development processes, partnerships, monitoring, evaluation, and learning and client accountability. The DDGA is responsible for significant elements of IRC’s SAP100 and Kenya strategy implementation plan including leading on achieving partnerships and client accountability goals, as well as management of key humanitarian donor relationships together with the CD. The DDGA collaborates closely with all SMT members, but particularly the Deputy Director for Programs (DDP) to ensure effective delivery on all awards.
Responsibilities
Awards Management and Business Development (40%)
- The DDGA is the lead of IRC Kenya’s Grants & Partnerships unit. This unit is responsible for ensuring effective and efficient management of all awards and sub-awards including leading award reviews, ensuring timely and accurate submission of all required technical and financial reporting, coordinating Project Cycle Meetings (PCM) and budget vs. actual (BVA) reviews, and ensuring compliance on key elements of the awards. This component of the work is led by the Grants Coordinator with direct oversight from the DDGA. This unit is also responsible for implementing IRC Kenya’s fundraising strategy including developing engagement strategies with key donors, reviewing funding calls and leading go/no go meetings, coordinating the proposal development process and ensuring submission of responsive and quality proposals. Specific tasks for the DDGA include:
- Provide direct oversight and mentorship to Grants Coordinator to effectively manage the Grants & Partnerships unit to complete the following tasks:
- Review grant agreements and contracts to identify compliance issues and contribute to the implementation of appropriate solutions as necessary.
- Ensure proper post-award management of grants based on both donor and IRC policies.
- Development, review, and submission of all donor reports by Grants Managers is monitored and supported to ensure high quality, accuracy, and timeliness. Donor reporting requirements are understood and met, reporting calendar is maintained and distributed, financial & management tracking occurs, and reporting tools exist and are updated regularly.
- Develop a deep understanding of donor policies, regulations and procedures and train other country team members in these areas
- Ensure an information management and filing system exists and is maintained by Grants Managers; this ensures all donor contractual documents, reports, key correspondence etc. are appropriately filed in up-to-date soft and hard libraries available as meaningful in IRC Kenya offices
- Review all funding opportunities and schedule go-no go meetings with key stakeholders
- Coordinate the proposal development and submission process including developing the proposal calendar and work plan, scheduling key meetings, coordinating the review process, ensuring relevant and timely inputs, and reviewing the proposal for compliance with the call.
- With Grants Coordinator, serve as interlocuter with Regional Awards Management Unit(AMU) and International Philanthropy and Partnerships (IPP) units and mobilize regional and HQ resources in support of Country Program priorities, particularly for proposal development support and training.
- Lead grant portfolio reviews and ensure SMT is informed of spending trends and any other awards management issues that could impact future funding.
- Ensure effective and professional communication with donors on any award or implementation issues.
- Develop and maintain a Kenya-focused Business Development Strategy and Pipeline for tracking business development and fundraising opportunities based on the established SAP strategy and other identified gaps. Identify new donors for engagement and fundraising opportunities.
- Ensure proposal development systems are in place for management, programs, finance, and operations departments to produce timely and quality submissions
- Provide quality assurance for the proposal development process and conduct final reviews of all proposals before submission. Work with the CD, Deputy Director for Programs(DDP), technical coordinators, and grants team to lead proposal development, writing, editing, and coordinating and consolidating technical input
- With the mentorship of the Country Director, conduct strategic engagement with donors and other funders and represent the IRC Kenya with humanitarian donors including accompanying strategic donors on field site visits
Partnerships (25%)
- IRC Kenya has committed in its SAP to spend 8% of funding through local partners byFY2024. The Grants & Partnerships unit facilitates this process bringing together the programs, finance, HR, and operations departments to ensure effective partner management. The DDGA serves as the strategic leadership and focal point within the country program for achieving the Partnerships ambition. Specific tasks under this component of the role include:
- Ensure achievement of goals related to the SAP partnerships ambition including funding and identification and onboarding of Strategic Partners
- Embody and model IRC values related to partnerships (partner as equals, partner first etc.) and lead organizational change process related to partnerships
- Understand IRC partnerships processes outlined in the Partnership Excellence for Equality and Results (PEERS) system and mentor other country program members on the approach
- Mobilize resources from IRC’s HQ Partnership Unit in support of country program needs, including training
- Provide troubleshooting support to partnerships team to address any partnership management challenges
- Regularly report to SMT on progress towards partnership goals and work with other DDs to clear any inter-departmental obstacles
- Manage and mentor the Grants Coordinator and partnerships team to complete the following tasks:
- Identify potential partners and maintain a tracker of partner interactions
- Ensure timely onboarding of new partners following the process outlined in PEERS including conducting due diligence and vetting, coordinating organizational capacity assessments, drafting partnership agreements, and facilitating internal review processes
- Management of existing partners in alignment with all sub-awards, ensuring timely submission of narrative and financial reporting
- Oversee drafting and implementation of capacity sharing plans working with other departments to provide requested trainings for partners
- Ensure an information management and filing system exists and is maintained
- Ensure regular meetings of Partnership Working Group (PWG)
Monitoring, Evaluation, Accountability & Learning (25%)
- The DDGA oversees the MEAL unit which includes responsibility monitoring and evaluation, learning and client accountability roles. Under this unit sit responsibility for IRC Kenya’s ambitions related to client centeredness and data utilization for program quality. The DDGA will provide strategic leadership for the unit including the following tasks:
- Lead efforts related to the Client Accountability SAP ambition and Client-Centered IMPACT standard. Create systems and processes to ensure feedback from clients is effectively integrated into program design and delivery.
- Coordinate closely with the DDP to manage the transition of Client Accountability responsibility from the Protection Unit to MEAL
- Ensure MEAL data is reviewed and used by program leadership for better decision making and for program adaptations as needed
- Advocate for MEAL resources during budget development processes
- Manage and mentor the MEAL Coordinator to complete the following tasks:
- Lead the M&E team and work with them to revise the way IRC Kenya measures quality programming and responds to stakeholders
- Oversee MEAL staff at all field sites to ensure quality MEAL data is collected
- Regularly review MEAL systems and processes to ensure they are effective and efficient
- Conduct regular data quality audits (DQAs) and joint monitoring visits
- Maintain program assessment tracker and regularly consult with DDP to align planned assessments with program needs
- Lead the design, implementation, and analysis of all assessments and surveys including the bi-annual Client Satisfaction survey
- Compile and review Annual Statistics
- Lead on uptake of Program Indicator Dashboard (PID) and other MEAL-related technology
Country Program Management (10%)
- Serve as SMT member and contribute to resolution of management challenges identified during SMT meetings
- Actively participate in and contribute to strategy discussions, including SAP revision processes
- Stay updated on new IRC priorities, policies, or process updates and ensure Grants &Partnerships and MEAL units are informed of any changes
Requirements

- Master’s degree or equivalent experience in international development or related subject
- At least 8 years of experience working in grants management and business development, ideally in a humanitarian and development context
- At least 3 years of experience leading M&E functions within a humanitarian organization
- Sound knowledge of donor regulations (ECHO, US Government donor, UN agencies ,FCDO).
- Fluency in English in addition to superior writing/editing and budget skills
- Good communicator with strong organizational, time management and analytical leadership skills
- Excellent inter-personal, cultural, and diplomatic skills
- Working in a Non-governmental organization will be an added advantage.
