Executive Secretary/Principal Office Administrator (1 Post)
Duties and responsibilities will entail:
- Receive incoming calls and respond to general queries in order to ensure that the callers’ needs are promptly addressed;
- Receive and screen visitors to the Governor’s office and ensure that they are assisted in good time;
- Provide secretarial and administrative support to the Office of the Governor and Chief of Staff , to include but not limited to typing letters, reports, and other correspondences; dispatching mails, sorting and photocopying documents as required;
- Maintain the Executive’s files and documents to ensure safe custody and ease of retrieval of all confidential records and documents;
- Receive, stamp and sort out incoming letters and other correspondences to the Governor’s office and dispatch them to the appropriate officers in the government;
- Maintain the Governor’s diary of events and ensure that Governor is informed of the engagements in a timely manner;
- Organize the Governor’s travel arrangements and ensure that air tickets and visas;where applicable; are obtained in good time;
- Administer the office imprest, maintain accurate records of all purchases and prepare monthly imprest reconciliation;
- Requisition for office supplies for the Governor’s office and ensure that the supplies are used economically; and
- Any other relevant work that may be assigned to the job holder from time to time
Person Specifications:
For appointment to this position a candidate must have:
- Bachelor’s degree in Secretarial Studies or Bachelor of Business and Office Management or Bachelor’s degree in Social Sciences or any other equivalent qualification from a recognized institution.
- At least five (5) years of experience in office administration or a relevant position in a comparable position in the Public Service/Private Sector;
- Proficiency in computer applications
- Fulfills the requirements of Chapter Six of the Constitution.
Senior Assistant Office Administrator (1 Post)
Duties and responsibilities will entail:
- Attending to visitors;
- Assisting with drafting of correspondence to clients;
- Handling telephone calls and appointments;
- Managing records and data associated with each file;
- Organizing office and boardroom meetings;
- Maintaining contact lists;
- Managing office materials, stationary and supplies;
- Compiling reports and data, expense reimbursement reports, etc.
- Assisting with tasks such as printing, making copies, proof reading.
- Any other duties that may be assigned from time to time
Person Specifications:
For appointment to this position a candidate must have
- Diploma in Secretarial Studies or its equivalent from a recognised institution;
OR
- Diploma in Business Administration or any administration related course with special emphasis on Office Practice

- Kenya Certificate of Secondary Education (K.C.S.E.) minimum mean grade of C or its equivalent from a recognised institution;

Principal Information and Communication Officer (1 Post)
Duties & Responsibilities
- Gather information on programmes, significant events in a specific sectoral area and the impact on the County;
- Assist in the development of communication and media strategy;
- Undertaking media monitoring;
- Development and distribution of press releases and other materials to the media;
- Oversee editing of stories on various topical issues before they are released to the public;
- Coordinate liaison with media practitioners and the public on issues of mutual concern;
- Schedule interviews with Government officials and other stakeholders;
- Manage assigned projects/programmes, and organizing events;
- Prepare, edit, review and finalize speeches, statements, messages and background notes for the County Executive;
- Draft speeches, statements and messages for the County Department’ by researching audience expectations, event agenda and topics, and tailor each communications product for audience appeal and impact;
- Develop core messages and talking points, ensuring materials are completed on time and with the adequate standards of quality;
- Research and draft background notes to assist and inform the County Department’s on external engagements;
- Research, collate and validate information to be used for all speeches, statements, messages and background notes;
- Identify the latest news, and reports and studies by both County and National Government’s on relevant devolution topics and retrieve relevant ideas, facts and figures;
- Support effective and timely internal communication;
- Draft and review the content of internal and external messages to convey important developments, brief on the outcomes of events and other relevant initiatives;

Person Specifications:
For appointment to this scale, a candidate must meet the following requirements:
- Be a Kenyan citizen.
- Be a holder of a Bachelor’s Degree from a University recognized in Kenya and a postgraduate qualification in any of the following: Mass Communication, Public Relations, Journalism, Media Studies/Science or a related field.
- Possession of a Master’s Degree will be an added advantage.
- Have working experience of not less than 5 years preferably in Speech Writing/ Communication and/or Public Relations.
- Possess good oral and written communication skills in both English and Kiswahili.

Duties & Responsibilities
- Creating visual text and imagery concepts using computer software, to communicate ideas that inspire, inform, or captivate the target audience.
- Developing the overall layout and production design for advertisements, brochures, magazines, corporate reports, etc.
- Designing graphics to meet specific commercial or promotional needs, such as packaging, displays, logos, or imagery for print and digital uses including banner ads, social media posts, website graphics, magazine advertorials, etc.
- Using various media to achieve artistic or decorative effects.
- Deciding how images and text work together in a specific layout.
- Transform statistical data into visual graphics and diagrams.
- Creating infographics, which can make complex ideas more accessible.

- Have working experience of not less than 5 years preferably in graphic design
- Expertise in Adobe Creative Suite, specifically After Effects, Premiere Pro, and Illustrator.
- Experience with 3D animation and video editing is a plus.
- Strong portfolio of motion graphics work that showcases creativity, attention to detail, and the ability to bring ideas to life.
- Possess good oral and written communication skills in both English and Kiswahili.

Principal Driver (2 Posts)
Duties and responsibilities at this level will entail:
- Drive the county executive vehicles for official travel and business, or as instructed by the Chief of Staff;
- Maintain high standard of service;
- Ensure strict punctuality and safe transport;
- Observing the road and traffic laws and regulations of the Republic of Kenya;
- Ensure that safe driving practices are adhered to including local driving codes and internationally agreed standards;
- Ensure that vehicles are kept clean, tidy and in good working condition at all times;
- Ensure that any vehicle in his/her possession is kept secure at all times;
- Ensure that vehicles are given regular/day-to-day maintenance checks including but not limited to checking oil, water, battery, brakes, tyres etc;
- Ensure that vehicles repairs are carried out properly to official manufacturers’ specifications’;
- Perform minor repairs and arrange for other repairs, prepare vehicle spare parts inventory;
- Prepare and submit vehicle monitoring report, including records of vehicle operations, maintenance, expenses and mileage, at end of each month;
- Ensure the vehicle insurance and registration is updated according to schedule;
Person Specifications:
For appointment to this scale, a candidate must meet the following requirements:
- Have a valid driving license;
- Possesses over 5 years’ experience working as an executive driver in a corporate environment in in either private or Public Sector;
- Be in possession of a Defensive Driving Certificate from the Automobile Association (AA) of Kenya or its equivalent qualification from a recognized Institution;
- Attended a refresher course for drivers lasting not less than one (1) week within three (3) years at Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized institution;)
- Must be able to communicate fluently in English and Kiswahili;
- A polite and professional disposition;
- Good Vision;
- Be in possession of a valid Certificate of Good Conduct from the Directorate of Criminal Investigations;
