Director Environment
REF: TUR/CPSB/015/2022/2023:DIRECTOR ENVIRONMENT, JOB GROUP “R”, POSITION: ONE (1)
- The County Director Environment will be responsible to the County Chief Officer in interpretation and implementation of existing environment laws, rules and regulations and any other related laws that may be enacted to guide environment function.
Duties and responsibilities
- Supervise programmes, control and coordinate functions in the environment section and handle administrative, human resource and asset management issues in the section;
- Develop, implement and evaluate relevant divisional structures, plans, programmes and projects in the environment sector in the county;
- Oversee preparation of annual work plans and financial budget and coordinate activities by scheduling work assignment, setting priorities and directing the work of subordinate employees;
- Formulation of policies, procedures, plans and evaluation & enforcement of the environmental laws and regulations;
- Coordinate aspect of pollution control, waste management, recycling, environmental health and conservation;
- Manage environmental process within the county operations to ensure proper waste management and minimization systems in accordance with county government waste management policy and public health Act;
- Establish monitoring and evaluation systems for environment action goals;
- Develop and conduct programs to manage county resource with regards to the environment;
- Implement policies and regulations related to environment in the county.
- Any other duties as may be assigned from time to time.
Requirement for appointment
For appointment in this grade, a candidate must have: –
- Served in the grade of Deputy Director of Environment for a minimum period of three (3) years or in any comparable and relevant position in the Public Service or Public Sector;
- Bachelor’s degree in any of the following discipline: Environmental Science, Environmental Management, Environmental Resource Conservation, Environmental Engineering, BioSystem Engineering, Environmental Waste Management, Disaster Management, Geography, Environmental Health, Public Health or any other equivalent qualification from a recognized institution;
- Master’s degree in any of the following disciplines: Environmental Science, Environmental Management, Environmental Resource Conservation, Environmental Engineering, BioSystem Engineering, Environmental Waste Management, Disaster Management, Geography, Environmental Health, Public Health or any other equivalent qualification from a recognized institution will be added advantage;
- Attended Senior Management Course lasting not less than four (4) weeks from a recognized institution in Kenya;
- Certificate in Computer Application from a recognized institution; and
- Demonstrate a thorough understanding for national goals, policies, objectives and the ability to relate them to the environment function.

Director Mineral Resources
REF:TUR/CPSB/016/2022/2023: DIRECTOR MINERAL RESOURCES, JOB GROUP “R”, POSITION: ONE (1)
- Director Mineral Resources will be responsible to County Chief Officer in matters related to mineral resources in the County.
Duties and responsibilities
- Develop, implement and maintain strategies to deliver profitable mining and geological consulting services within the county;
- Work with the community groups in the county to create a global service offering;
- Maintain high level of quality within the mining and geology groups and meet international standards;
- Promote innovation and the use of leading edge technology in the mining and geological studies undertaken by the local communities;
- Contribute to mining and geology success in securing business and maintaining profitability;
- Develop strategies, business plans/budget and business development to establish and grow the mining and geology sub sector into a profitable and successful consulting business within a diverse capability profile, a depth of skills and professional personnel and an enduring level of client and partner/associate loyalty that fits in with the county overall strategy;
- Active marketing of mining and geology group capabilities in order to secure a broad, diverse and well-resourced client base, and;
- Any other duties as may be assigned from time to time.
Requirement for appointment

- Served in the grade of Assistant Director Mineral Resources for a minimum period of three (3) years or in any comparable and relevant position in the Public Service or Public Sector;
- Bachelor’s degree in Mining Engineering or Geology from a recognized institution;
- Master’s degree in Mining Engineering or Geology from a recognized institution will be added advantage;
- Attended Senior Management Course lasting not less than four (4) weeks from a recognized institution in Kenya;
- Certificate in Computer Application from a recognized institution; and
- Demonstrate a thorough understanding for national goals, policies, objectives and the ability to relate them to the mineral resources function.

Director Culture, Arts and Heritage
REF: TUR/CPSB/017/2022/2023: DIRECTOR CULTURE, ARTS & HERITAGE, JOB GROUP “R”, POSITION: ONE (1)
- Director Culture and Arts and Heritage will be responsible to County Chief Officer in matters related to Culture and Arts in the County.
Duties and responsibilities
- Promote all forms of positive culture expressions through literature, the arts, traditional celebrations, science, communications, mass media, publications, libraries and other forms of cultural heritage;
- Develop and regulate cultural activities;
- Coordinate on observe international days on culture;
- Patent and promote unique cultural forums and music, cuisines, crafts and other forms of arts.
- Preserve, conserve and protect areas of cultural heritage;
- Formulate, implement and monitor culture and arts policies and legislative frameworks;
- Any other duties as may be assigned from time to time.
Requirement for appointment
For appointment in this grade, a candidate must have: –
- Served in the grade of Assistant Director Culture and Arts for a minimum period of three (3) years or in any comparable and relevant position in the Public Service or Public Sector;
- Bachelor’s degree in Social Science, or its relevant and equivalent qualification from a recognized institution;
- Master’s degree in Social Science, or its relevant and equivalent qualification from a recognized institution will be added advantage;
- Attended Senior Management Course lasting not less than four (4) weeks from a recognized institution in Kenya;
- Certificate in Computer Application from a recognized institution; and
- Demonstrate a thorough understanding for national goals, policies, objectives and the ability to relate them to the Culture and Arts function.

- Deputy Director Natural Resources will be responsible to County Director Natural Resources in matters related to Natural Resources in the County.
Duties and responsibilities
- Assist the director in implementation of programmes, projects and activities in the department;
- Assist in enforcement of relevant laws and regulations and monitoring resilience and health of natural resources;
- Promote natural resources activities in the county;
- Collect, analyze and report data and information on natural resources;
- Compile regular reports as may be required on natural resources activities;
- Identify needs, challenges and problems for developing and effective extension methods and practices through consultation with key stakeholders;
- Develop and implement action plan for enhancing public knowledge and skills of best natural resources management practices;
- Any other duties as may be assigned from time to time.
Requirement for appointment
