Deputy Director Budget Services

Duties and responsibilities

  • Preparation of budget and ensuring units’ adherence to the budget ceilings;
  • Control of budgetary commitments;
  • Financial evaluation and processing of major policy changes (i.e change will substantial financial implications) within the programs/projects;
  • Monitoring and review of programmes implementation and taking corrective measures;
  • Coordinating budget preparation process;
  • Developing improved budgetary practices and systems within the county public service;
  • Monitoring and reviewing of financial and physical implementation of projects and programmmes and initiating corrective measures;
  • Initiating policy changes with regard to the overall expenditure patterns;
  • Undertaking risk analysis in budget management;
  • Undertaking risk management for flagship projects /programs;
  • Any other duties as may be assigned from time to time.

Requirement for appointment

For appointment in this grade, a candidate must have: –

  • Bachelor’s degree in any of the following discipline: Economics, Commerce, (Accounting or Finance Option), Business Administration/Business Management (Accounting or Finance Option), Finance, Accounting or any other equivalent qualification from a recognized institution;
  • Master’s Degree in any of the following discipline: Business Management, Economics,
  • Finance or in any other related qualification from a recognized institution will be added advantage;
  • Certified Public Accountant (CPA-K) in good standing;
  • Attended Senior Management Course lasting not less than four (4) weeks from a recognized institution in Kenya;
  • Certificate in Computer Application from a recognized institution; and
  • Demonstrate a thorough understanding for national goals, policies, objectives and the ability to relate them to the budgeting function.

Deputy Director Veterinary Services

Duties and responsibilities

Duties and responsibilities at this level will entail: –

  • Organizing disease research, investigations, monitoring and mapping;
  • Evaluating export/imports request documents and making appropriate recommendations;
  • Coordinating programmes on control and eradication of epizootic and zoonotic diseases and pests;
  • Carrying out investigations on antimicrobial and acaricidal resistance;
  • Undertaking postmortem examination and other diagnostic tests; interpreting laboratory results and making appropriate recommendations;
  • Organizing stakeholders’ training, seminars, workshops, field days, shows, exhibitions, conferences on vector control programmes, animal health, breeding, welfare and good veterinary practices, :
  • Compiling technical reports;
  • Leading team(s) in inspecting, grading and licensing plants processing animal products and transport carriers/containers;
  • Enforcing food safety and quality assurance regulations in local and export slaughter houses and other animal product processing plants;
  • Issuing animal health certificates;
  • Planning field efficacy trials for drugs vaccines and acaricides;
  • Disseminating information on animal health, products and markets;
  • Collaborating with stakeholders in providing veterinary services;
  • Undertaking forensic investigations and compiling appropriate reports;
  • Offering veterinary services at major ports of entry.

Requirements for Appointment
For appointment to this position an officer must: –

  • Be in possession of a Bachelor of Veterinary Medicine (BVM) Degree from a recognized institution. iii) Have a Master of Science Degree in any of the following disciplines:-
  • Veterinary Medicine, Veterinary Surgery, Livestock Economics, Forensic Science, Animal Nutrition and Feed Sciences, Animal Genetics and Breeding, Clinical Studies, Veterinary Public Health, Livestock Production Systems, Poultry Science, Veterinary Anatomy, Reproductive Biology, Veterinary Pathology and Microbiology, Clinical Pathology and Laboratory Diagnosis, Fish Science, Apiary Science, Master of Public Health, Applied Veterinary Parasitology, Applied Microbiology, Comparative Mammalian Physiology, Pharmacology and Toxicology, Wildlife Health and Management, Veterinary Epidemiology and Economics, Animal Production or Aquatic Sciences from a recognized institution will be an added advantage.
  • Be registered by the Kenya Veterinary Board;
  • Have a certificate in computer applications from a recognized institution
  • have shown outstanding administrative capability and professional competence required in managing Veterinary Services
  • Attended Senior Management Course lasting not less than four (4) weeks or equivalent qualification from a recognized institution; and
  • Demonstrate a thorough understanding for national goals, policies, objectives and the ability to relate them to the administration function
