Engineer (Roads) – (27 Posts)

Job Purpose

  • Provide technical input in road and highway design, construction, maintenance, and safety through preparation of designs, supervision of works, quality assurance, feasibility studies, and data collection to support sustainable and compliant road infrastructure in line with the Roads Act.

Job Description

  • Developing preliminary designs and preparing working drawings for the construction, rehabilitation and maintenance of roads and highway structures;
  • Taking part in supervising roads and structures works;
  • Taking part undertaking quality assurance, technical, performance and road safety audits and assessments;
  • Preparing quantity take off sheets, cost estimates and tender documentation for roads and structures works;
  • Taking part in implementation of road safety engineering programs and risk management activities;
  • Taking part in feasibility studies and environmental social impact assessment to determine viability for development of roads infrastructure;
  • Collecting and collating data for scoping and research; and
  • Compiling and collating data pertaining to road works and iinventory;
  • Taking part in enforcement of axle load limits as set out in the national and regional laws pertaining to vehicle loading;
  • Assist in processing of exemption permits for abnormal loads;
  • Assist in identifying of PPP pipeline projects;
  • Taking part in screening of PPP pipeline projects;
  • Collecting data for traffic, pavement and roadside developments;
  • Taking part in the development of the Road Asset Management System (RAMS).

Job Specifications

For appointment to this grade, an officer must have:

  • Bachelor of Science or Engineering Degree in any of the following disciplines: Civil Engineering, Civil and Structural Engineering, or its equivalent qualification from a recognized Institution;
  • Registration by Engineers Board of Kenya as a Graduate Engineer; and
  • Proficiency in Computer applications.

Information Communication Technology (ICT) Officer II – 2 Posts

Job Purpose

  • Responsible for the development, formulation, implementation and review of ICT strategies, frameworks, policies, work plans, procedures and programmes and that the Authority Leverages Information Technology in the delivery of its services towards realization of its mandate.

Job Description

  • Providing support in the integration and automation of KeNHA IC T systems;
  • Updating the performance of ICT systems;
  • Maintaining application systems and website;
  • Providing end user support on effective and efficient use of ICT facilities;
  • Identifying and updating register;
  • Installing, configuring and monitoring Local Area Network components;
  • Administering and managing users in the Active Directory-mail server and User applications;
  • Maintaining an up-to-date ICT equipment register and issuance register;
  • Updating and maintain the Authority’s website; and
  • Performing regular data and application backups 

Job Specifications
For appointment to this grade, an officer must have:

  • Bachelor’s degree in any of the following disciplines: Information Communication Technology, Computer Science, Software Engineering, ICT Project Management, Computer Engineering, Information Systems, Business Management and Information Technology or equivalent qualification from a recognized and accredited institution

Human Ressources Management Officer II

Job Purpose

 Responsible for implementation of Human Resource strategies, standards, policies, procedures and guidelines on recruitment & selection, placement, retention, compensation and benefits, staff training and development, employee relations; and performance management as guided by the Human Resource Policies and Procedures Manuals, Labour laws and other relevant laws to ensure effective and efficient achievement of human resource objectives towards the realization of the Authority’s mandate.

Job Description

  • Verifying staff biodata;
  • Issuing personal particulars forms and official secrets declaration forms to newly recruited staff;
  • Drafting routine and simple memos, letters, and reports;
  • Confirming information relating to recruitment and selection, appointments, training, performance management, records, and staff complement control;
  • Handling clerical tasks of analytical nature;
  • Computing of staff leave;
  • Opening and closing of official personal staff/ general file;
  • Preparing, recording, and distributing all outgoing HR mails documents and other correspondence;
  • Sorting, filling, and dispatching relevant human resource mails and other Correspondent documents; and
  • Identifying areas of risk in the department.

Job Specifications

For appointment to this grade, an officer must have:

  • Cumulative period of three (3) years ‘relevant work experience in the grade of Human Resource Management Officer and Development Assistant III or in a comparable position;
  • Diploma in any of the following disciplines: – Human Resource Management, Human Resource Development, Industrial Relations, Labour Relations or equivalent qualification from a recognized institution;
  • Proficiency in computer application; and
  • Shown merit and ability as reflected in work performance and results

Driver III – (10 Posts)

Job Purpose

  • Responsible for driving services and safe and timely movement of staff, authorized goods, and overseeing maintenance of assigned vehicles to support realization of the Authority’s mandate in compliance with the Traffic Act.

Job Description

  • Driving the vehicle as authorized;
  • Ensuring security and safety of the vehicle, passengers, and goods on and off the road;
  • Maintaining daily work ticket;
  • Ensuring routine service and maintenance of the vehicle;
  • Carrying out routine checks on vehicle’s cooling, oil, electrical, and brake systems and tyre pressure;
  • Detecting and reporting vehicle defects on time;
  • Ensuring vehicle cleanliness;
  • Timely reporting of accidents and follow up on police abstract; and
  • Vehicle inspection and keeping up-to-date insurance documents.

Job Specifications

For appointment to this grade, an officer must have:

  • Kenya Certificate of Secondary Education (KCSE) mean grade D (plain) for Drivers or its equivalent qualifications from a recognized Institution;
  • A valid driving license free from any current endorsement(s) for class (es) of vehicle(s) an officer is required to drive;
  • Attended a First-Aid Certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;
  • Certificate in Suitability Test for Drivers conducted by the Ministry responsible for transport;
  • A valid Clearance Certificate from the National Police Service;
  • At least two (2) years driving experience; and
  • Proficiency in computer applications.
     

Office Assistant I

Job Purpose

  • Responsible for providing general office support services, including office cleanliness, mail delivery, and serving refreshments.

Job Description

  • Ensuring cleanliness of offices, machines, equipment, and apparatus;
  • Recording and dispatching letters, files, and documents;
  • Performing messengerial duties including dispatching letters, files, and other documents;
  • Requisitioning cleaning materials and equipment;
  • Collecting and delivering office items, documents, mail, parcels, and postage;
  • Carrying out photocopying and document binding;
  • Ensuring tidiness of the work environment;
  • Preparing and serving office refreshments;
  • Coordinating moving or carrying office equipment, furniture, and ensuring orderly arrangement;
  • Coordinating collecting, assembling, and disposing waste; and
  • Providing specifications for cleaning materials, equipment, and their safe custody.

Job Specifications

For appointment to this grade, an officer must have:

  • Cumulative service period of six (6) years, relevant work experience with three (3) years as Office Assistant II or comparable position;
  • Kenya Certificate of Secondary Education (KCSE) mean grade D (plain) or its equivalent qualification;
  • Proficiency in computer applications; and
  • Shown merit and ability as reflected in work performance and result.
