Procurement Officer – 2 Positions
Job Objective/Purpose
Provide optimum levels of supplies while ensuring no stock-outs, by sourcing, placing orders and following up on timely deliveries. Obtain goods at the right quality, right quantity, right time, and right price.
Key Responsibilities
- Receive and process requisitions from user departments.
- Monitor and replenish stocks within the inventory centers in line with internal and external procurement standards and guidelines.
- Perform routine pricing negotiations with existing suppliers for the purchase of goods, seek cost reduction opportunities with new and existing suppliers.
- Assist in the identification of new suppliers and ensure due diligence is carried out for all new sources of supply.
- Undertake market surveys and marketing intelligence for purchasing decisions.
- Evaluate supplier performance and conduct monthly review of contract compliance with legal requirements and organizational policies.
- Monitoring stock holding
- Sourcing for stock items as requested by the end users, alternates and out of stocks.
Personal Specifications
- Diploma/Degree in Supply Chain Management or Business-related field
- Membership to CIPS/KISM
- 3 years’ experience in a supply chain role preferably in a hospital environment
- Good understanding of supply chain procedures
- Working knowledge of inventory management
- Active participation in inventory audit
Head Of Pharmacy
Job Objective/Purpose
The Head of Pharmacy will oversee operations in all the organization’s divisions and ensure patients receive consistent, high-quality care and management of medicines. This involves setting up of system-wide standards and protocols as well as providing strategic leadership across all of Avenue’s pharmacy services and working closely with key stakeholders across the group.
Key Responsibilities
- Managerial and Administrative
- Provide skilled professional leadership and act as a role model for department employees.
- Develop the strategic vision for the department on the service developments and future plans.
- Develop the departmental / divisional annual business plan.
- Develop and promote medication management and use plan with other stake holders that improve patient outcomes – including responsibility for the development of medication management policies, protocols, initiatives & guidance, and implementation of regulatory requirements and facilitate resolution through the relevant organizations as required.
- Oversee the department’s service areas performance and productivity as well as staff performance.
- Work with the procurement department in the competitive quotation/tendering process to ensure the most cost-effective purchasing of stock.
- Oversee the design, implementation and management of a safe and effective medication use system and develop and implement the department’s policies.
- The Head of Pharmacy is responsible for the total operation of the Pharmacy service of the Group, providing departmental planning and formulating policies and procedures for pharmacy service.
- Provide advice and respond to queries in relation to medication management across the organization.
- Provide professional leadership for medication management processes for the organization.
- Ensure the accuracy, legality, safety, and efficacy of prescribed medications in line with federal and local regulations as well as international standards.
- Provide expert advice and leadership for the investigation for medication-related significant events, complaints, and queries. Manage complex facts or situations requiring analysis, interpretation, management of conflicting views/opinions and comparison of options. Ensure systems are in place to respond in an appropriate and timely manner.
- Provide specialist advice to clinical risk management and patient safety initiatives relating to medication use. Identify issues of clinical risk within the medication management services and present relevant reports as appropriate. Ensure all incidents and areas of risk are followed up, and risk issues are communicated back to prescribers and/or administrators of medication accordingly.
- Support and encourage medication error reporting throughout the organization through a non- punitive error reporting system, and a just culture.
- Perform other related duties as assigned.
Personal Specifications
- Bachelor of Pharmacy(BPharm). A Masters is an added advantage.
- Minimum of 5 years’ experience in Pharmacy Management
- A seasoned Chief or Head of Pharmacy with a track record in senior medical leadership
- Previous experience of working within a private sector healthcare group as well as accreditation experience (COHSASA, JCI etc)
- Ability to work cooperatively and strategically in a multicultural team environment with all levels of professional, technical, and administrative staff.
- Excellent interpersonal, organizational, and written and oral English communications skills.
- Highly responsive, ethical, and responsible individual with a professional approach to business and a desire to be held accountable for results.
- Demonstrated capacity to interface and maintain effective relationships with all departments and employees.
- Ability to successfully represent the hospital internally and externally to a diverse mix of constituencies to further the mission of the organization.
- A valid Kenya Pharmacy and Poisons Board (PPB) Practice License
Inventory Control Supervisor
Job Objective/Purpose
To provide relevant data with analysis to establish optimum levels for all supplies categories while ensuring no stock outs per defined internal procurement protocols & systems.
Key Responsibilities
- Ensure internal stock controls are fully implemented and evaluate with the aim of identifying deficiencies, proposing solution, and implementing tighter stock controls.
- Manage expiries of drugs and avoid obsolete stocks.
- Confirm quality and quantity of goods received from the warehouse.
- Compile strategic stock control information including consumption rate to assist in determining stock levels and avoid stock outs.
- Maintain an updated inventory.
- Ensure smooth and efficient running of the warehouse.
- Coordinate warehouse activities and allocate duties.
- Provide reports on stock movement and status.
- Ensure proper arrangement and cleanliness of the warehouse as per the recommended standards.
- Supervise stock counts and investigate discrepancies.
- Liaise with the purchaser on items running low.
- Ensure SOPs are observed and confirm accuracy of relevant documents.
- Ensure minimum stock days and maximum fill rates.
- Any other duty as may be assigned from time to time by immediate supervisor in line with the job description.
Personal Specifications
- Diploma in Supply Chain Management or Pharmaceutical Technology. Degree in Supply Chain Management or Pharmaceutical Technology is an added advantage
- Membership to CIPS/KISM
- 5 years’ experience in a similar role
- Good understanding of supply chain procedures

Logistics And Procurement Manager
Job Objective/Purpose
To efficiently manage the Avenue Group procurement function to foster savings while ensuring all products are of high quality.
Key Responsibilities
- Accountable for Procurement, Inventory & Warehouse Management, Distribution Centers and Vendor Management function
- Collect, review, and analyze information regarding strategies, plans, policies, and procedures based on operational analysis.
- Ensure effective lines of communication to ensure timely delivery of commodities using the most appropriate procurement procedures.
- Establish and implement a monitoring system that ensures that the prices paid for commodities are in line with local market prices.
- Develop and manage the rosters of suppliers, elaborate supplier selection, and evaluation, quality, and performance measurement mechanisms.
- Prepare monthly, quarterly, and annual procurement plans and progress reports as required.
- Ensure that all transactions are kept current, recorded accurately, and processed efficiently.
- Co-ordinate tenders and negotiate long term contracts with suppliers.
- Oversee the preparation of service delivery contracts, leases, and purchase orders for all acquisition needs.
- Maintain procurement files including all relevant documentation and vendor tracking system.
- Manage vendor contracts and maintain relationships with suppliers to ensure completeness of deliverables outlined in the contract this includes ensuring that all vendor complaints and concerns are addressed promptly to ensure that the organization continues to always receive uninterrupted services.
- Deliver on the Avenue Group strategic procurement initiatives.
- Develop key processes, procedures, and work templates to ensure continuous improvement and adhere to the ISO 9001 principles.
- Foster savings by using the procurement levers such as standardization, optimization, consolidating and outsourcing.
- Ensure continuous supply of medical supplies whilst minimizing inventory costs.
- Co-ordinate the effective resolution of vendor queries and other finance related issues. Assist in the sourcing of products as required.
- Implement the supplier performance management plan; roll out KPIs and report on performance of suppliers.
- Manage framework agreements and contracts as required including carrying out market assessments for equipment placement requirements.
- Execute strong governance through planning, developing, organizing, directing, managing, and evaluating the supply chain operations. Develop supply chain risks methodology, supplier contingency/procurement continuity plan and mitigations.
- Lead, develop and motivate the procurement & supply chain team including upskilling, training on the best practices, keeping with current trends in procurement and leave and absence management to achieve desired goals and optimal outcome.
- Any other duty as assigned by the supervisor.
Personal Specifications
- Bachelor’s degree in business, commerce, supply chain management and any related field
- Professional qualification in Procurement or Purchasing & Supplies Management (CIPS or its equivalent)
- Certified and member in good standing with Kenya Institute of Supplies Management (KISM)
- 6 – 8 years’ experience in SCM with at least 3 years managerial experience. Healthcare industry experience preferred but not mandatory.
- Experience working with an ERP preferably Oracle Supply Chain Module
- Ability to multitask and manage multiple and simultaneous responsibilities.
- Effective interpersonal and presentation skills
