Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UN Environment’s Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. Within the Economy Division, the Chemicals and Health Branch promotes joint approaches to the environment and health that demonstrate the economic, environmental and health advantages of sound chemical and waste management. The Branch works closely with governments, international organizations, industry and civil society around the world to develop solutions for the sound management of chemicals and waste.

The position is located in the Industry and Economy Division, Chemicals and Health Branch, Global Environment Facility (GEF) Unit, at the Nairobi duty station. Under the direct supervision of the Programme Budget Officer, UNEP Global Environment Facility, Chemicals and Waste Unit, the incumbent will be responsible for the following duties:

Responsibilities

Human Resource Management

  • Undertakes actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
  • Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
  • Provides information on unit’s staffing needs for inclusion in department’s staffing table.

Budget and Finance

  • Assists in developing the unit’s work program and budget; analyses inputs and formulates resource allocations by work program, or business processes.
  • Monitors budget/work program on a regular basis and reallocates resources as necessary.
  • Supports the implementation of procedures and systems for implementing the appropriate financial database.
  • Contributes to the development of budgetary guidelines for own unit.

General Administration

  • Supervises support staff as required.
  • Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems).
  • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, or project management is required. A first level degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.
  • No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P).
  • Work experience with Global Environment Facility (GEF) projects is desirable Work experience in the United Nations or a comparable international organization is desirable.
  • One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
  • NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.

Assessment

  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
